Yuping’s manganese-based functional-materials cluster spans high-purity manganese salts, electrolytic manganese dioxide, trimanganese tetroxide and lithium-manganate cathode materials. MIIT confirms the county-level cluster, while local records describe coordination between Dalong’s core area and Yuping’s extension area.

Formation and regional foundations

Tongren’s manganese processing has extended from basic refining into high-purity salts, battery oxides and cathode materials. Dalong concentrates processors, Yuping Economic Development Zone takes extension projects, and the 2023 national designation recognises the county-level company group.

Yuping’s national cluster designation belongs to the county, while production is coordinated across neighbouring Yuping and Dalong parks. High-purity manganese salts, electrolytic manganese dioxide, trimanganese tetroxide and lithium manganate are distinct products and must be followed by chemical form and legal entity.

01 · Yuping manganese materials: how the national list defines the place

The designation belongs to Yuping, while production spans cooperating parks

MIIT’s 2023 list records the “Guizhou Yuping County manganese-based new functional materials cluster” as item 90. The designation identifies a county-level industrial group, not one company, one factory or every new-materials activity across Tongren.

Yuping’s government describes Dalong Development Zone as the core for functional materials and Yuping Economic Development Zone as an extension area. Their coordination explains the neighbouring production geography, while administrative designation, park management and legal addresses remain distinct.

The map coordinate is a county-level arrival point for Yuping Dong Autonomous County, suitable for reaching the area before arranging park visits. It is not an entrance to Huicheng, Energy and Mining Manganese Industry or Best, nor a cluster centre, membership map or industrial boundary.

02 · Yuping manganese materials: distinct chemical forms along one chain

Manganese salts, oxides and cathodes connect but are not one product

Guizhou’s industry authority describes Tongren functional materials through a one-core, five-zone layout, with Dalong as the core and Yuping as an extension. Publicly recorded outputs include high-purity manganese sulphate, electrolytic manganese dioxide, trimanganese tetroxide, ternary precursors and lithium manganate.

Huicheng focuses on high-purity manganese salts and trimanganese tetroxide, Energy and Mining Manganese Industry produces electrolytic manganese dioxide and high-purity manganese sulphate, and Best turns manganese inputs into lithium-manganate cathode material. Proximity does not make these products interchangeable.

Before approaching the cluster, specify whether the need is a manganese salt, oxide, precursor or cathode material, then state purity, impurity limits, particle size and volume. A clear product position determines the correct legal entity, tests and transport conditions.

03 · Huicheng New Materials: the upstream role of high-purity manganese salts

Manganese sulphate and trimanganese tetroxide connect refining with batteries

The Guizhou industry authority records Guizhou Dalong Huicheng New Materials Co., Ltd. in full, places it in Dalong Economic Development Zone and lists battery-grade manganese sulphate and trimanganese tetroxide. One official account connects the legal entity, location and product direction.

A 2025 tax-authority report again uses the full legal name and connects the company with trimanganese-tetroxide production and high-purity manganese sulphate. The environmental-credit list identifies the assessed entity, keeping operating activity and environmental standing as separate dimensions.

An enquiry to Huicheng should name Guizhou Dalong Huicheng New Materials Co., Ltd. as the counterparty and request grade-specific quality limits, test methods and delivery lots. Published product categories show capability direction but do not replace a current specification, quotation or available volume.

04 · Energy and Mining Manganese Industry: electrolytic manganese dioxide and refining

A state-owned processor turns manganese inputs into battery intermediates

A Guizhou environmental review names Guizhou Energy and Mining Manganese Industry Group Co., Ltd. in full and links it to the Dalong integrated coal-power-manganese project. Tongren government material records electrolytic manganese dioxide, high-purity manganese sulphate, manganese metal and new-energy materials.

A 2025 Tongren industry report describes roasting, reaction, purification and electrolysis, and states annual electrolytic-manganese-dioxide capacity of 16,500 tonnes. That figure belongs to the reported date and product line, not every manganese output or future deliverable volume.

Technical discussions with Energy and Mining Manganese Industry should separate standards for electrolytic manganese dioxide, high-purity manganese sulphate and manganese metal, then check environmental approvals, discharge controls and residue management for the relevant plant. One process line cannot stand for all facilities.

05 · Best New Energy Materials: lithium manganate reaches the cathode stage

Mixing and firing turn manganese inputs into a battery cathode material

Tongren government material names Guizhou Best New Energy Materials Co., Ltd. in full, records its 2017 arrival in Dalong and describes research, production and sales of lithium-manganate cathode material. The legal entity occupies the cathode-material stage.

The Guizhou development authority records Best’s automated-line upgrades, while Tongren reports capacity rising from 6,000 to 20,000 tonnes after retrofits. The two figures trace expansion across production stages and do not mean 20,000 tonnes of material is always available.

A lithium-manganate buyer should confirm application, grade, cycling performance, particle-size distribution, packaging and lot testing with Guizhou Best New Energy Materials Co., Ltd. Reported capacity is factory-scale context; actual supply depends on current line status and agreed documents.

06 · Park coordination: how neighbouring plants form a relay

Short transfers reduce movement, while every handover retains responsibility

A 2025 Tongren government report states that electrolytic manganese dioxide from Energy and Mining Manganese Industry can move to nearby Best for mixing, firing and finishing into battery-grade lithium manganate. It also places Huicheng and other firms in the surrounding materials chain.

Close-range supply can reduce long-haul movement and inventory pressure and make specification changes easier to discuss. Park coordination alone does not prove ownership or exclusivity: the tax authority separately records Huicheng’s 51% stake in Best, while Energy and Mining Manganese Industry is a state-owned enterprise controlled by Southwest Energy and Mining Group.

A field visit can follow upstream salts and oxides, advanced processing and lithium-manganate cathode material while tracking one target specification through all three stops. At each company, reconfirm the legal entity, plant, material name and handover documents rather than assuming a transaction.

07 · Green manufacturing: higher purity still depends on environmental control

Leaching, purification, electrolysis and firing require product and environmental control

Huicheng’s provincial green-factory profile, the environmental review of Energy and Mining Manganese Industry’s project and Huicheng’s environmental-credit assessment record company, project and environmental status separately. Together they show that manganese materials require plant-specific controls for water, air, residues and energy.

High-purity manganese sulphate and battery oxides are sensitive to impurities, while purification and electrolysis create wastewater, filter residues and other side streams. Product quality and environmental performance share process conditions, but a certificate of analysis cannot replace discharge records, or vice versa.

A cooperation review should request current permits, recent monitoring results, residue destinations and lot certificates for the target product from the relevant plant. If the line, feedstock or treatment facilities change, confirm the applicable documents again instead of borrowing another line’s status.

Huicheng, Energy and Mining Manganese Industry and Best appear under full legal names across high-purity salts, refining and lithium manganate.

For a newcomer, the useful starting point is not a broad search for “manganese companies” but one product defined by application and key properties. Salts, intermediate oxides and cathode materials involve different equipment, quality systems, packaging, transport and commercial teams.

Prepare the target chemical, monthly demand, impurity limits, sample scale, test method, packaging and destination, then ask the local authority or park service team to identify suitable firms. At sampling, agree confidentiality, technical-change, acceptance and traceability terms with the actual contracting entity.
