Formation and regional foundations

Long-standing pole and outdoor-light production around Songqiao built metalworking and electrical supply, followed by smart control and maintenance capabilities as energy retrofits and urban-lighting projects grew.

Gaoyou smart lighting links poles, luminaires, LED modules, drivers, controllers and road projects. Daytime installation does not prove night performance because structure, corrosion, photometry, glare, efficiency, communications and site power all need real-road validation. A project follows each numbered luminaire from pole layout and lighting calculation into maintenance records.

01 · Seventy and Forty Percent Are Cluster Market Measures

Poles, outdoor luminaires, recognition year and representative count cannot be added.

Jiangsu government information states that Gaoyou accounts for about 70 percent of the national pole market and 40 percent of outdoor luminaires. An industry-ministry list dates the related national specialised-cluster recognition to 2024. Modern Lighting, Xintong and Fute Lighting are three local firms verifiable in public material.

Poles and outdoor luminaires are different categories, and share can be based on units, value or sales over a stated period. Seventy percent does not describe one pole specification, and 40 percent is not the sum of three firms. The recognition year is not a market measure at all.

Use of the shares retains the published product category, scope, date and method; a missing method is marked explicitly. Company sales and capacity require current disclosures. Project procurement screens the required pole, luminaire and delivery capability instead of assigning orders by cluster share.

02 · Modern Lighting Must Resolve to Pole and Luminaire Codes

Industry share provides context; a company site cannot replace project specifications.

Gaoyou industry information describes local pole and outdoor-lighting scale, while the Modern Lighting website identifies a company and product entry point. Together they support technical contact. National pole and luminaire shares cannot become Modern Lighting company share or performance.

A road-lighting assembly can include pole, flange, anchors, access door, arm and luminaire, which need not come from one factory. Pole structural safety and luminaire optical-electrical performance use different drawings and tests. Smart streetlight alone conceals the actual supply boundary.

A Modern Lighting enquiry separates pole, luminaire, controller and installation accessories and states road, height, wind zone, distribution, power, colour temperature, ingress and dimming. The supplier confirms manufacturing site and code for each item. Samples and project lots use the same drawing revision and critical materials.

03 · Xintong Entity Identity Cannot Replace Product and Project Records

A procurement declaration can identify a firm but cannot prove every current capability.

Gaoyou lighting information provides cluster context, while a public SME declaration in government procurement can identify Xintong Traffic Equipment as an operator. The declaration applies to a particular procurement and date. It does not automatically disclose the full current range, annual output or every road-project result.

Enterprise name, size classification and manufacturer information in a procurement declaration belong to its original project and are not permanent qualification proof. Products, plants or organisational status can later change. A target purchase outside that product still needs fresh technical and entity confirmation.

A Xintong candidate review checks legal entity, production site, target product, drawings, key equipment, tests and recent delivery. The declaration remains one dated identity document. The final contract uses the actual supplier, model and project owner.

04 · The Cluster Designation and Road-Lighting Efficiency Standard Govern Different Levels

Industry recognition does not make every luminaire meet efficiency requirements.

The 2024 industry-ministry cluster list confirms the Gaoyou industrial designation, while GB 37478-2025 published by the market regulator addresses energy efficiency for road and tunnel lighting products. One evaluates a region; the other constrains applicable products. Poles, platforms and other cluster equipment may fall outside that product standard.

Luminaire efficiency cannot be judged from a driver plate or LED chip alone and instead combines complete-luminaire input with useful light output. Distribution, colour temperature, thermal management and dimming state affect measurement. Higher efficacy does not guarantee road uniformity or acceptable glare.

The technical file lists standard version, effective date, model, rated power, environment and test state. The sample construction and driver in the efficiency report must match supply. Road design separately verifies lighting level, uniformity, glare and control strategy.

05 · Modern Lighting and Xintong Listed Together Do Not Prove Joint Supply

A shared Gaoyou chain still requires separate contracts and quality duties.

Modern Lighting presents products and contact details on its company site, while Xintong is identified here through its SME statement; the sources serve different purposes. If a road project shortlists both, pole design, luminaire model, quotation and warranty remain separate records. Nothing in the material establishes reciprocal manufacturing, shared lines or joint tendering.

A road project may buy poles from one firm and luminaires from another or have a contractor combine them for installation. That combination is first the owner or contractor procurement arrangement. Direct trade between makers requires matching contracts and technical lists from both sides.

The project register separately records maker, model, drawing and warranty for pole, luminaire and controller and identifies assembly-interface duty. If Modern Lighting and Xintong both participate, the contract names the lead for integration and defects. One party marketing material creates no duty for the other.

06 · Fute Participation in Standards Does Not Pass Every Product

Standards work shows technical participation; product compliance still needs model evidence.

Gaoyou industry information shows a smart-lighting base, while market-regulator information links Fute Lighting to lighting-product standards work and confirms the company and technical activity. Participation in standardisation does not make every company product compliant or establish national market share.

Standard development concerns common technical requirements and methods, whereas certification or testing addresses a model and sample. Technical input by company personnel does not replace production consistency. A changed structure, driver or optic may fall outside an earlier result.

A Fute product review separately records standards participation, declared product standard, test report, model family and critical-part list. Laboratory, date and family coverage are checked. Order lots sample nameplate, driver, module and optic against the approved construction.

07 · Night Road Measurement Reveals Problems beyond Efficiency

A national standard provides a baseline; the site determines visibility and maintenance outcome.

Specialised-cluster recognition shows a Gaoyou lighting-manufacturing base, while GB 37478-2025 provides efficiency requirements for applicable road and tunnel products. Region and product levels both assist screening. Final road performance still depends on layout, installation, power, optics and control.

Laboratory flux and power do not capture pole tilt, tree obstruction, road reflection, supply fluctuation or wrong dimming. A passing average can still conceal dark patches and glare. A platform showing all on does not prove correct output at every luminaire.

Night acceptance measures illuminance or luminance and uniformity on the approved grid and records weather, surface, traffic, supply and control scene. Luminaire address is checked against pole position, followed by switching, dimming, fault alarm and offline recovery. Corrections are remeasured under comparable conditions.

08 · Close Gaoyou Lighting around One Real Road Section

Design, manufacture, installation, measurement and maintenance share one pole code.

Gaoyou pole and outdoor-luminaire shares indicate a deep supply base, while Modern Lighting and Fute information provides company entry points. The region supports comparison of structural, optical and control options. It neither completes road design nor guarantees an award to any firm.

The project selects a representative section containing a straight, junction or curve and freezes geometry, pole position, luminaire, distribution, power and dimming schedule. Manufacturing links pole and luminaire codes to materials and tests, while installation adds foundation, wiring and orientation. Platform addresses use the same pole code.

Operation compares night measurements, circuit energy, communications availability, alarms, failure time, cleaning and spare replacement. Pole, luminaire and platform faults are attributed separately so one contractor status does not hide component duty. Parameters replicate only after seasonal stability and a review of road differences.
