INDUSTRY CLUSTER · Equipment
Xiangtan Electrical Equipment
Motors, control systems, wire and cable, and insulation-related equipment make up the visible core of Xiangtan’s electrical industry. The formal national SME cluster designation belongs to Yuetang District, while provincial reporting identifies Xiangtan High-tech Zone as a principal manufacturing carrier. Together they locate the industrial centre without turning a district designation into a citywide title or a company address.
Formation and regional foundations
Xiangtan’s long-established motor works created a base of engineering skills and suppliers, around which cable, control-equipment and specialist-material businesses accumulated in Yuetang and the high-tech zone. Provincial figures for 2025 report RMB 27.6 billion in cluster output, growth of 10.8%, more than 190 enterprises and nine national-level specialised “little giant” firms. Those measures describe the cluster as a whole rather than the combined performance of the three named examples.
Xiangtan’s electrical-equipment industry is not a single production line. Yuetang District holds the formal motor-and-control cluster designation, Xiangtan High-tech Zone carries manufacturing and innovation activity, and cable, insulation and control suppliers extend across the city. XEMC Group, Hualing Cable and Hualian Motor reveal different parts of that landscape through distinct projects and regulatory events. Separating those layers shows how an established industrial city built its present equipment ecosystem.
Core geography: Xiangtan’s electrical-equipment base is anchored by the motor-and-control cluster in Yuetang District and the manufacturing space of Xiangtan High-tech Zone, with motors, cables and control equipment forming distinct but related lines of work.

Where Motors, Cables and Controls Meet Named Organisations
Node positions separate the equipment branches and named businesses rather than mapping roads or distances. Connections describe adjacent industrial roles; commercial ties require separate confirmation.
- Yuetang Cluster and High-tech Manufacturing Base — Yuetang carries the formal motor-and-control cluster designation, while provincial reporting assigns the high-tech zone a central park role within the wider Xiangtan industry.
- Motors and Electrical Drives — Established motor manufacturing, drive systems and related controls meet on this branch, with XEMC Group appearing as a dated example.
- Cable and Electrical Interconnection — Wire, cable and insulation form the connection layer, illustrated by Hualing Cable’s listed project for new-energy and power applications.
- Controls and Motor Support Equipment — Electrical controls and supporting equipment bridge complete machines and applications. Hualian Motor’s Yuetang classification and cleaner-production review provide one concrete point of reference.
- XEMC Group and Its Dated Review — A provincial authority lists the group, manufacturing company and power company separately. The 2024 safety-standardisation review applies only to the named legal entities.
- Hualing Cable’s Provincial Project Listing — Hunan Hualing Wire and Cable enters the map through a 2024 key-project listing for new-energy and power cable production.
- Hualian Motor’s Cleaner-production Checkpoint — Xiangtan Hualian Motor is located in Yuetang and passed a voluntary cleaner-production review in 2024 under electrical machinery and equipment manufacturing.
01 · Three Industrial Scales within One City
A district designation, a park role and a citywide manufacturing tradition point to the same industrial centre without becoming interchangeable.
The formal 2024 list names the “Hunan Province Xiangtan City Yuetang District Motor and Control Industrial Cluster.” Later provincial reporting describes Yuetang as the city’s industrial core and Xiangtan High-tech Zone as a principal carrier. The first is a district designation, the second a park function, and Xiangtan is the broader industrial setting.
Collapsing the three scales would turn Yuetang’s designation into a citywide honour and make the high-tech zone appear to house every firm. The dates also differ: the list appeared in 2024, the 2026 report looks back at 2025, and an earlier article discusses 2023. Direct comparison only works when geography and reporting period match.
A useful company visit begins with its operating address, district or park, followed by its place in the formal cluster. Statistical claims should carry both measurement year and publication date. This keeps Xiangtan’s wider industrial context useful without confusing park promotion, administrative recognition and company operations.
- Yuetang, the high-tech zone and the wider city answer different geographic questions.
02 · Four Measures from 2025
Output, growth, an enterprise threshold and a nested specialist count describe different things even when reported together.
In May 2026, the provincial industry authority published a 2025 snapshot for Xiangtan: output of RMB 27.6 billion, annual growth of 10.8%, over 190 companies, including nine national specialised “little giant” firms. The values respectively describe money, a rate, a population threshold and a subset, so they cannot be added or treated as company results.
“More than 190” is not an exact count, and the nine are not additional companies. No complete register or exact denominator is published, so cluster output cannot yield a meaningful average firm size. The 10.8% rate likewise describes annual change in total cluster output, not growth at any named company.
A later comparison should wait for figures covering the same geography and definitions, then update each measure separately. Older 2023 observations add history but cannot create a two-year growth rate against the 2025 set. Performance at XEMC, Hualing Cable or Hualian Motor requires disclosures for the individual legal entity.
- The population exceeds 190, and the nine specialist firms sit inside that total.
03 · Motors, Cables and Controls as Three Connected Branches
Xiangtan’s equipment branches may complement one another technically, but category names and project titles are not purchase records.
Provincial reporting places motors, electrical controls, wire and cable, insulation materials and supporting equipment within one motor-and-control industry. A separate key-project list names cable for new-energy and power uses, while a cleaner-production list applies the electrical-machinery classification. Together they reveal motor-drive, cable-interconnection and control-support branches.
Technical adjacency does not mean that firms already supply one another. The cable project names no buyer, the motor classification identifies no cable brand, and a core-company label creates no order. Cluster output and enterprise population are aggregate measures that cannot be split into shares for the three product branches.
A serious sourcing discussion puts voltage class, power, insulation system, interface standard, manufacturer and delivery stage in one requirement. A supply relationship also needs both legal names, a date, and an order or acceptance record. Industry coverage alone can flag firms for further verification; it does not establish a settled upstream-downstream chain.
- Product interfaces reveal possible cooperation; models, contracts and acceptance establish supply.
04 · XEMC Group: Distinct Legal Entities behind One Brand
Cluster prominence and the 2024 safety review each have named subjects; a group shorthand cannot replace subsidiary contracts or permissions.
Provincial industry coverage names XEMC Group as a prominent part of Xiangtan’s motor-and-control base. A state-assets authority records a 2024 level-two safety-standardisation review and separately names XEMC Group Co., Xiangtan Electric Manufacturing Co. and XEMC Power Co. They share a brand context but remain different legal entities.
One review shows that named entities passed a defined assessment at a particular time; it is not a permanent guarantee for every subsidiary or product. It discloses no current capacity, revenue, market share or customer list. The cluster’s RMB 27.6 billion output and enterprise count cannot be reassigned to XEMC Group.
When engaging the XEMC businesses, product data, quotation, plant address, production permission and quality responsibility should match a complete company name. A multi-entity project also needs clear owners for design, manufacture, contract and after-sales service. That prevents a familiar brand from concealing mismatched contractual responsibility.
- The group, manufacturing company and power company appearing together makes entity-level checks essential.
05 · Hualing Cable: A Project Listing Is Not Commissioning
The 2024 key-project list fixes the company and product direction; later engineering and production records must establish progress.
Hunan Hualing Wire and Cable appears in reporting on Yuetang’s motor-and-control cluster and in Hunan’s 2024 key electronic-information manufacturing project list. The listed project concerns production of cable for new-energy and power uses. The two records establish company identity, industrial context and investment direction for that year.
A project listing does not show that buildings, equipment, permissions and product certification are complete, nor does it state current output or sales. “New-energy and power” covers broad uses and cannot prove volume production of every model. The public records also show no supply from Hualing Cable to XEMC Group or Hualian Motor.
A buyer or visitor can trace the project through filing approval, equipment installation, completion acceptance, production permission, type testing and recent delivery. Each stage should identify its date and responsible entity. Cluster output, growth and enterprise population add regional context but cannot replace Hualing Cable’s own capacity and quality documents.
- “New-energy and power cable” defines a project direction, not commercial delivery of every product.
06 · Hualian Motor: What One Cleaner-production Review Shows
The company name, Yuetang location and industry class are clear; an annual review does not establish its product range or long-term performance.
Xiangtan Hualian Motor appears in coverage of the Yuetang cluster and in Hunan’s 2024 voluntary cleaner-production review list. The list locates it in Yuetang District, Xiangtan, under electrical machinery and equipment manufacturing. It provides a clear checkpoint for identity and cleaner-production status in that year.
A cleaner-production review concerns a defined regulatory programme; it is not quality certification for every motor model and says nothing about current output, sales or market position. Location in Yuetang does not grant the company the cluster designation in its own right. A broad industry class still needs product-level detail.
Current engagement can examine later cleaner-production status, discharge and production permissions, active models, test reports and plant records. Placing Hualian Motor in an equipment package also requires motor parameters, delivery responsibility and acceptance criteria. The 2024 event remains part of the history, while newer documents add later checkpoints.
- A regulatory checkpoint fixes a dated status; product selection still turns on motors, permissions and test results.
07 · Companies in One Cluster Are Not Automatically Customers
Six public records place three companies in one industrial picture, but none names a bilateral sale or joint development.
The formal cluster list, industry coverage, safety review, key project and cleaner-production review contribute different facts. They connect Yuetang, the high-tech zone, motors, cables and controls with XEMC Group, Hualing Cable and Hualian Motor. Each company enters for a different reason, and no record describes a contract between them.
A common core area, appearance in one article or technical complementarity creates possibility, not a business relationship. Cluster recognition is not a purchase agreement, a project listing is not a customer order, and a regulatory review is not joint research. The four regional measures therefore do not flow through the diagram into company accounts.
A supply, investment or research relationship needs a record naming both legal entities, the product or service, the date and evidence of performance. A one-sided announcement, park event or industry map can guide outreach but should remain separate from contractual facts. Leaving an unconfirmed link open makes room for genuine later cooperation in the timeline.
- Proximity and complementary products can narrow the initial field, but they cannot substitute for an order signed by both parties.
08 · How to Read Xiangtan’s Equipment Opportunity
Regional scale indicates industrial density; product opportunity must travel through motor, cable and control interfaces to a named company.
Xiangtan combines an established motor base, Yuetang’s cluster designation, high-tech-zone manufacturing space, and extensions into cable and control equipment. The 2025 output, growth and enterprise figures indicate meaningful industrial density. Three named companies provide concrete entry points into motors, cable and supporting equipment.
Comparing cities or clusters requires separate alignment of Yuetang’s designation, the high-tech zone’s park function and Xiangtan’s wider scale. Company comparisons cannot fill gaps with cluster averages. Capacity, customers, project progress and product coverage should wait for entity-level documents or site information when they are not publicly disclosed.
A field itinerary can follow motor drives, cable interconnection and control support as three routes. Before travel, confirm company name, plant address, park rules and safety requirements. Commercial work then resolves models, standards, certification, lead time and acceptance, with every new fact tied to an entity and year.
- The strongest visit route starts with a product branch and ends with entity, model, date and delivery terms.
Sources and reading notes
District designation, park role, company projects and regulatory outcomes are presented at their own geographic and temporal scales. The diagram shows how industrial categories meet; any purchase or cooperation between companies still depends on records naming both parties.
- For 2025, the cluster reported 276 units of RMB 100 million in output value. This 2025 figure appeared in the provincial update dated 2026-05-28.
- For 2025, output value grew 10.8 percent year on year. The 2025 figure was published on 2026-05-28.
- For 2025, the cluster had more than 190 enterprises. That 2025 threshold was published on 2026-05-28.
- In 2025, the cluster included 9 national specialised and innovative “little giant” enterprises. The 2025 count sits within the population of more than 190 and was published on 2026-05-28.
