Shaoyang Specialty Food Processing
Shaoyang specialty foods span several local paths rather than one continuous chain. The municipal processing plan sets the broad setting, while Chengbu dairy, Shaoyang County oil tea, and Beita liquor show distinct production stories.
Formation and regional foundations
Enterprise counts and sales revenue describe the 2020 base, whereas the 2025 output figure is a planning target. Dairy, tea oil, and liquor still need to be understood by locality, company, and project stage after green food joined the city’s seven-chain programme.
Shaoyang becomes clearer when the municipal plan is separated from county-level examples. Chengbu farms, an oil-tea project in Shaoyang County, and a Beita distillery share a city name but differ in materials, processes, and maturity.

01 · Municipal plan, local examples
Start with geography before comparing products.
Shaoyang's municipal agricultural-processing plan provides the broad frame, while Chengbu Nanshan dairy, Shaoyang County oil tea and Beita liquor remain distinct local examples. The formal plan published in 2022 records a 2020 baseline and a 2025 target. A 2025 provincial industry report adds the seven-chain context, and a 2024 provincial agriculture response describes county-level support directions.
A municipal label places the three localities within Shaoyang but does not give them a common company register, one product classification, or a shared production network. The plan's agricultural-processing scope spans grain, fruit and vegetables, Chinese medicinal materials, tea, livestock and poultry, rapeseed, and oil tea.
Every item should retain its locality, product, measured population, data year, publication date, unit and factual state. Municipal historical values remain within the plan's original scope, county projects keep their proposed status, and company reports describe the period in which they appeared. A sampling result remains limited to the individual product tested.
- A citywide total cannot stand in for operating conditions in Chengbu, Shaoyang County, or Beita.
02 · What the four figures measure
Counts, revenue, and targets answer different questions.
The formal plan records 6,623 agricultural-product-processing enterprises citywide in 2020, including 625 above-scale firms. The same passage gives RMB 156 billion in 2020 sales revenue, while an indicator table sets a 2025 target of RMB 200 billion for total agricultural-processing output.
The 625 above-scale firms are already included within the 6,623 total, so adding them into 7,248 would count the subset twice. Sales revenue uses a sales measure, whereas the total-output target is a planned production value. They cannot be arranged as one continuous series or used to calculate target growth or completion without further explanation.
When enterprise counts are checked later, the all-scope total and the above-scale subset should be identified separately, together with registration status, statistical year and industry definition. If the total already includes the above-scale firms, the two figures describe levels rather than additive groups; only non-overlapping categories can be summed directly.
- The 625 firms form an above-scale subset, while RMB 200 billion is a 2025 objective.
03 · The place of green food
The seven-chain policy gives direction, not a single-chain total.
A 2025 provincial industry-department report places ecological green food among Shaoyang's adjusted seven industrial chains and notes eight cultivated SME characteristic clusters plus a policy programme for all seven chains. A formal 2024 provincial agriculture-department response identifies agricultural and sideline-product processing, deep oil-tea processing, and grain-and-oil development as directions in relevant counties and municipalities.
January-April revenue, growth, and the 2027 target in the seven-chain report cover all seven chains rather than ecological green food alone. Six towns, existing and planned project counties, applicant firms, benchmark firms, and funding amounts in the response belong to different programmes and cohorts.
Assessment of ecological green food should seek a chain-only enterprise list, value or revenue, statistical year, and classification note, then distinguish it from the broader agricultural-processing scope in the municipal plan. Support programmes should be checked separately by programme name, implementing county, round, recipient group, and funding state.
- A green-food assessment needs figures confined to that chain.
04 · Dairy around Nanshan in Chengbu
Forage, husbandry, and processing meet around a protected landscape.
A provincial forestry-department republication of official central forestry-industry media identifies Hunan Nanshan Animal Husbandry Co., Ltd. Within the Nanshan national-park candidate area and nearby communities, it describes a chain from forage cultivation and dairy farming to processing plus a concession arrangement. It also reports sales growth, participating households and people, artificial grassland, and a herd-control level.
The Nanshan context belongs to Chengbu and communities around the candidate area, not the dairy structure of every Shaoyang county. Reported sales growth lacks a complete base that could become municipal sales revenue, while grassland and herd numbers are not dairy-processing capacity.
Further study of Nanshan dairy can separately examine candidate-area protection rules, concession duration, forage and husbandry standards, dairy permissions, processing volume, and public-access information. Present company status requires recent registration, permissions, and direct operating evidence.
- Environmental limits and concession arrangements shape the local dairy business.
05 · The Shaoyang County oil-tea project
A planned line is not yet operating capacity.
Shaoyang's 2025 key-project plan identifies Hunan Rilian Tea Oil Co., Ltd. as one project owner for phase one of the Shaoyang County oil-tea full-chain project. It lists proposed construction including a 30,000-tonne-per-year oilseed pressing, refining, and filling line plus cold-chain storage.
“New,” “planned,” and “construction target” describe future arrangements rather than construction start, completion, acceptance, or commissioning. The 30,000-tonne figure is proposed annual line capacity, not actual output, current utilisation, or company revenue, so it remains outside the four metrics.
Project status can be checked through approval, land, environmental review, tender, construction, completion, acceptance, production permission, and actual production records, with each rung answering only its own question. A rung without direct documentation remains unknown rather than being skipped to commissioning.
- Rilian Tea Oil’s expansion should be read against approval, construction, and commissioning milestones.
06 · One liquor inspection in Beita
The qualified result belongs to a particular sample and lot.
A 2025 qualified food-sampling table from the Shaoyang market regulator records Hunan Xiangjiao Liquor Co., Ltd., a production-address label in Jiangbei Industrial Park on Cai'e Road in Beita District, and the sampling, specification, and qualified result for one labelled Shaoyang Daqu liquor batch. The record confirms the legal name, address label, and result of that sample in that inspection.
A qualified single batch applies only to the listed sample, specification and inspection event; it does not establish continuing conformity for every product or future lot. The Beita production address locates that particular record, but it neither measures the district's liquor industry nor shows that the factory receives public visitors.
Review of a specific liquor product should check producer, address, alcohol content, net quantity, production lot, applicable standard, permission, and storage guidance, using current regulator information. Xiangjiao's present status needs recent registration, permissions, sampling, and direct company material rather than extrapolation from one qualified sample.
- For a bottle purchase, its lot and current regulatory information matter more than citywide figures.
07 · Three firms in different roles
A feature story, a project plan, and an inspection table offer three distinct views.
Three kinds of official material support the company examples. Nanshan Animal Husbandry appears in a contemporary dairy-chain report reproduced by the forestry department; Rilian Tea Oil is named as a project owner in a formal development-plan list; and Xiangjiao Liquor appears in a market-regulation sampling table. The documents answer different questions about company identity, proposed construction and one sampled product.
A common Shaoyang or broad specialty-food label does not demonstrate ownership, equity, supply, customers, orders, transactions, shared capacity, logistics services, or technology transfer. “Dairy chain” describes the forage-to-dairy context in the Nanshan report.
Do not draw a line between two businesses until a direct record identifies both parties, what was supplied or done, the type of relationship, the date, and its status. A contract notice, confirmation by both sides, regulatory filing, or formal project document could establish that link. Merely appearing in the same city's policy materials, receiving similar support, or working in neighbouring product categories does not.
- Sharing a Shaoyang address does not establish equity or supply ties among the firms.
08 · Planning a product-led visit
Dairy, tea oil, and liquor call for separate enquiries.
Six authoritative materials form a layered picture of Shaoyang specialty-food processing. The municipal plan supplies four historical or target metrics, while provincial-department material adds the green-food chain and county support directions. The Nanshan report, Rilian project plan and Xiangjiao sampling result provide distinct examples from dairy, oil tea and liquor.
Visitors can explore dairy, tea oil, and liquor as separate local product contexts, but municipal planning figures are neither purchasable inventory, factory scale, nor visitor capacity. The Nanshan chain report, Rilian's proposed project, and Xiangjiao's single sampled lot have different factual states.
Before arranging a visit or purchase, choose the product and locality, then confirm the current operator, activity, licence and project status with the relevant authorities in Shaoyang, Chengbu, Shaoyang County or Beita. Contact only venues that publicly receive visitors and check the address, opening time, booking, hygiene and protection requirements in advance.
- Choose the product and locality first, then confirm access, licences, and current project status.
