Shaoguan Green Metal Processing
Shaoguan metal processing spans special steel, lead-zinc smelting and indium recovery, high-purity copper and sputtering targets. The routes share an industrial city but use output, projects and policy targets as different measures.
Formation and regional foundations
Mining and smelting experience, steelmaking, dispersed-metal recovery and new-material projects accumulated over time. Ultra-low-emission retrofits and green-factory programmes added environmental performance to process upgrading.
Shaoguan green metal processing is not one product chain. Zhongnan Steel connects special steel with ultra-low-emission retrofits, lead-zinc smelting connects with indium recovery, and Oulai offers a high-purity-copper and target-materials view. Each figure remains with its entity and year.

- Guangdong Oulai recorded high-purity-copper and target-materials project node — Oulai’s project concerns high-purity copper processing and target materials
01 · Three routes share a city, not their figures
Policy target, company output and municipal output occupy different levels.
The Shaoguan Green Metal Processing entry uses the provincial action plan's Shaoguan Green Steel and Non-ferrous Metals Industrial Cluster as its policy frame. Municipal reports and official-media material separately supply green and special steel, lead-zinc and refined-indium recovery, and high-purity copper and sputtering-target processing contexts. The records use different years, units, entities, and factual states and do not form one company supply chain. The three zones share a city theme while retaining separate products and measures. No sector node transfers its product volume, project state, or company example to another.
More than RMB 100 billion is a 2023–2025 plan target. The 879,000 tonnes and 108 projects belong to Zhongnan Steel's 2023 company context, while approximately 700 tonnes is Shaoguan's citywide 2023 refined-indium output. The four numbers are respectively a target, company output, company project count, and city product output. They have no common denominator or allocation rule. Separating target from actual prevents policy ambition from becoming a statistical result. The target therefore remains forward-looking even when later reports describe completed projects.
Every A consistent time series retains policy tense, data year, geography, company or municipal entity, product name, and unit. The 2025 government work report can add later project and programme context but does not rewrite the four core 2023 observations. Only a new like-for-like actual can replace the corresponding actual measure. Each node updates on its own date without inheriting a newer report date. A later work programme can extend context without changing an earlier measured subject.
- Special steel, refined indium and high-purity copper need separate entity, year and unit.
02 · Four measures do not form one score
RMB 100 billion is a target; the others concern output or retrofit projects.
The four core measures are a plan target of more than RMB 100 billion in principal business revenue, 879,000 tonnes of 2023 special-steel output at Zhongnan Steel, 108 ultra-low-emission retrofit and treatment projects completed there in 2023, and approximately 700 tonnes of 2023 refined-indium output across Shaoguan. Three public records confirm a forward cluster target, two recorded company observations, and one citywide product observation. The parallel display explains evidence layers and creates no combined score. The different units make an aggregated cluster performance number analytically unsupported.
The measures cannot be added, averaged, converted, or treated as four realised cluster KPIs. No realised value is published for the revenue target. Special-steel output is not citywide steel output, and the project count is neither capacity nor an emissions-reduction volume. Approximate refined-indium output cannot be allocated to a smelter or converted into lead, zinc, copper, or steel production. Shared years do not overcome different entities, units, and factual roles. Unknown realised revenue remains blank rather than being inferred from physical output.
A consistent time series separately seek actual cluster principal-business revenue, like-for-like Zhongnan special-steel output, completion and acceptance results for retrofit projects, and annual Shaoguan refined-indium output. A target-achievement rate can be calculated only after a matching actual revenue figure is published. Any project-count update separates start, completion, acceptance, and operation states. Like-for-like series are prerequisites for trends and target-attainment calculations. Acceptance evidence must also identify project scope before a count can be compared.
- Revenue, tonnage and project count can sit side by side without becoming additive.
03 · Special-steel upgrading joins product and emissions
Zhongnan Steel’s output and 108 retrofits are different dimensions of one company.
The provincial plan identifies Guangdong Zhongnan Iron and Steel Co., Ltd. as the anchor for a green-steel chain. The 2024 municipal report supplies its 2023 special-steel output and retrofit-project count. The 2025 municipal green-manufacturing list records its municipal green-factory status. A later work report separately says 2024 special-steel output surpassed one million tonnes. Anchor role, company observations, and green-factory recognition are distinct administrative facts. Policy leadership does not itself quantify the anchor company's present operating scale.
The above-one-million-tonne observation belongs to the adjacent year and is excluded from the four metrics to avoid duplicate output indicators for one company. The 2025 green-factory list establishes that year's municipal recognition context. It does not prove that every product is green, nor continuous current operation, current output, or an emissions-performance result. The adjacent-year output is a trend lead rather than another core metric. A later output observation stays visible as background without becoming a duplicate metric.
A present steel assessment aligns product scope, realised output, design capacity, operating time, emission limits, project acceptance, and green-factory validity by year. The 879,000-tonne and above-one-million-tonne observations remain separately recorded to 2023 and 2024. Their report publication years do not replace the underlying data years. Output, capacity, and project completion require different record fields and denominators. Project completion and emissions performance require separate acceptance and monitoring records.
- Green-factory status does not replace emission limits or acceptance results.
04 · Refined indium emerges from lead-zinc recovery
Approximately 700 tonnes describes all of Shaoguan, not one smelter.
A Shaoguan Daily feature places the Zhongjin Lingnan Shaoguan and Danxia smelters in upstream mining, smelting, and lead-zinc-tailings contexts and records approximately 700 tonnes of Shaoguan refined-indium output in 2023. The 2025 green-manufacturing list names the smelters separately. A work report records completion and commissioning of Shaoguan Smelter zinc-based-material and dispersed-metal-recovery projects. Smelter identity, city product output, and project status occupy separate evidence layers. Industry layering alone cannot allocate a city product total to either named smelter.
The subject of approximately 700 tonnes is Shaoguan citywide, not the Shaoguan Smelter, Danxia Smelter, or a Zhongjin Lingnan company total. The national 1,400-tonne figure and roughly 50 percent share are excluded as separate metrics to avoid repeating the same city observation. Project completion and commissioning also supplies no capacity, output, revenue, or present stable-operation evidence. National context and share do not need to duplicate the city output measure. An approximate city figure remains approximate even when paired with a national share.
An inquiry into lead-zinc and dispersed-metal recovery separately obtains the smelter entity or branch name, production site, mineral feedstock, intermediate product, refined-indium product, project acceptance, annual output, and sales records. Only plant-level direct material can allocate output to a specific site. Green-factory recognition retains the list year and exact branch name. Only plant-level output evidence can change the current citywide allocation boundary. Product-form and processing-stage definitions are also required for plant-level attribution.
- Recovery efficiency depends on feed grade, intermediates and refining lots.
05 · High-purity copper moves toward target materials
Equipment tonnage describes an extrusion-press rating, not annual company capacity.
The provincial plan places copper and other non-ferrous processing in the Shaoguan cluster context. Shaoguan Daily uses Oulai High-tech as a downstream application and trade example. A 2025 original report from the municipal investment-promotion bureau names Guangdong Oulai High-tech Materials Co., Ltd. and records integrated commissioning of copper-extrusion equipment, trial production of high-precision copper tube, and a high-purity oxygen-free-copper project context. A project direction establishes a local processing context without shared capacity across zones. The downstream context names a materials direction rather than one integrated city production line.
The 5,500-tonne description is an extrusion-press rating, not total company capacity or annual output. Equipment weight, footprint, purity, and product dimensions are excluded from the four metrics. Integrated commissioning and trial production are not stable commercial delivery, attainment of design capacity, or total business scale. A target-materials direction establishes no relation with a steelmaker or smelter. Detailed engineering specifications need especially careful separation from operating performance. A machine rating describes engineering force and not realised throughput over a reporting year.
Assessing high-purity-copper and sputtering-target activity separately checks project acceptance, equipment load, product batches, purity testing, stable output, sales, and delivery records. Trial production retains the report date and trial-operation status, while later mass production needs new material. Any link to copper feedstock, lead-zinc smelting, or downstream users requires a direct contract or disclosure naming both parties. Stable delivery still needs load, yield, qualification, and order evidence beyond trial production. Later commercial status needs direct batch, customer, and delivery evidence from the company.
- High-purity materials compete through purity, lot consistency and downstream qualification.
06 · Three entities occupy different process segments
Zhongnan Steel, Shaoguan Smelter and Oulai have no shared output basis.
Guangdong Zhongnan Iron and Steel Co., Ltd. is identified through its provincial-plan anchor role, two 2023 observations in the 2024 municipal work report, and the 2025 municipal green-factory list. Neither the cluster revenue target nor city refined-indium output is allocated to it. The records do not establish current ownership, undisclosed capacity, current output, revenue, customers, orders, market share, or relation with another selected company. Multiple official records strengthen identity traceability without adding undisclosed operations. Those recorded roles remain bounded even when the exact legal identity recurs across public records.
The Shaoguan Smelter of Shenzhen Zhongjin Lingnan Nonfemet Co., Ltd. is identified through a recorded upstream smelting and lead-zinc-tailings context, its exact branch name in the 2025 green-factory list, and a government-work-report project context for zinc-based materials and dispersed-metal recovery. The evidence does not establish ownership beyond the explicit branch name, undisclosed capacity, revenue, customers, orders, or company relation. The exact branch identity cannot become the entire listed company or the city output subject. Branch-level wording prevents projects and recognition from migrating to another corporate site.
Guangdong Oulai High-tech Materials Co., Ltd. is identified through a 2024 downstream application and trade example and the exact legal name and recorded high-purity-copper project context in a 2025 original bureau report. Equipment rating is not total company capacity. The records do not establish stable commercial output, revenue, customers, orders, market share, general compliance, or company relation. The project lead does not establish revenue, market share, or supply relation with another entity. Neither a project launch nor an equipment report supplies an undisclosed operating relationship.
- Each entity is identified by its own projects and products, not a presumed supply chain.
07 · Supporting figures are not core measures
Growth, national share, adjacent-year output and equipment rating answer other questions.
To avoid misinterpretation, the following figures are not used as comparative metrics: the 64.7 percent special-steel growth rate, approximately 1,400 tonnes of national refined-indium output, Shaoguan's roughly 50 percent share, the later above-one-million-tonne special-steel observation, and Oulai equipment specifications. Park commencement and completion and commissioning of Danxia and Shaoguan Smelter projects remain status contexts rather than extra metrics. The exclusion list identifies which figures remain context rather than comparative metrics. These exclusions preserve useful background while preventing duplicate or misleading scorecards.
Excluded figures are not necessarily incorrect. They stay outside the four metrics to prevent duplicate expression, year leakage, or equipment specifications masquerading as capacity. A green-factory list establishes only 2025 municipal recognition and supplies no product-by-product greenness. Completed and commissioned cannot become design-capacity attainment, stable operation, commercial delivery, or recurring revenue. Annual recognition is not an indefinite guarantee, and project state is not performance. Each state requires its own date, supporting document, and named subject.
A new metric first needs an independent purpose and then a check for duplication with existing output, share, or adjacent-year observations. Equipment parameters can support engineering inquiry but remain separate from design capacity, realised load, and annual output. Project status is recorded separately for start, completion, commissioning, trial production, production, and attainment of design capacity. A new measure improves interpretation only when it is non-duplicative and traceable. Metric expansion therefore begins with a duplication and attribution test.
- Trends remain intelligible only when figures with different scopes, entities and uses stay separate.
08 · Partnership starts with one process segment
Steel, lead-zinc-indium and copper targets pose entirely different technical questions.
Several public records form a layered Shaoguan metals-processing picture. The provincial plan supplies formal cluster positioning and a plan target. Municipal reports supply recorded steel measures and project states. Official media supplies a city refined-indium approximation and industry layering. A green-manufacturing list and company-project report close recorded identities and contexts for three companies. The layered view preserves separate uses for policy, actual measures, and company examples. The city frame organises evidence without converting different metals into one statistical series.
Cross-region comparison distinguishes policy target from actual, company output from city output, project count from physical production, and company entity from smelter branch. Steel, lead-zinc and indium, and high-purity copper and targets use different products and processing paths. Their shared policy cluster does not give them shared output or company relations. Peer judgment requires aligned year, unit, entity, and factual state. Aligned product, entity, date, and state prevent policy strength from masquerading as scale. A comparison table must visibly distinguish a policy target from every realised observation.
A visit, procurement, or partnership inquiry first selects steel, lead-zinc and indium, or high-purity copper and targets and then requests current registration, product specifications, production permissions, testing, output, equipment load, contracts, and delivery records from an exact entity. Shaoguan's relationship map changes only when recorded primary material identifies both entities and their precise commercial or technical roles; Co-location leaves it empty. An unsupported company relation remains blank rather than being inferred from co-location. A direct relationship record must identify product, service, date, and both parties' roles.
- Specifications, permissions, tests, equipment load and delivery history matter more than a city label.
