Pingxiang Industrial Ceramics

The nationally reviewed designation is the industrial-ceramics cluster in Xiangdong District, Pingxiang. Chemical, environmental and wear-resistant ceramics plus related equipment form the main product range; the 2018 figures remain a historical baseline.

Formation and regional foundations

Industrial-ceramics manufacturing grew around Xiangdong Industry Park and was later joined by a research institute, innovation centre, branding work and environmental services. Park area, company counts, output value and service cases come from different dates rather than a continuous annual series.

Pingxiang’s public industrial-ceramics footprint is concentrated in Xiangdong. The national designation, historical park measures, product processes, research services and environmental responsibilities each belong to a particular date and scope.

Core geography: The Xiangdong industrial-ceramics cluster, Xiangdong Industry Park and two research-service platforms

Manufacturing and service nodes in Xiangdong ceramics

A district cluster links the park with research and environmental services

The park, cluster and service platforms have different boundaries; a historical environmental case does not establish current compliance.

  • Pingxiang industrial-transition coordination — Municipal planning coordinates transition while cluster recognition remains in Xiangdong.
  • Xiangdong industrial-ceramics cluster — The administrative scope confirmed by the industry ministry.
  • Xiangdong Industry Park — The park carries the historical manufacturing baseline and later spatial planning.
  • Jiangxi Industrial Ceramics Research Institute — The institute supports precision ceramics, electronic ceramics and process development.
  • Xiangdong ceramics innovation centre — The centre provides a technical and innovation-service interface.
  • Ceramics-base environmental service case — Environmental-service work from 2013–2014 is a historical case.

01 · National recognition lands precisely in Xiangdong

Pingxiang is the parent city; the recognised cluster boundary remains Xiangdong District.

The 2025 Ministry of Industry and Information Technology notice uses the complete designation Jiangxi Pingxiang Xiangdong District Industrial Ceramics Industry Cluster in item 37 of its second attachment and confirms that it passed review of the 2022 first-batch specialty clusters. The publication was published on 31 October 2025, while the notice was dated 13 October. Its three-year recognition applies to the named Xiangdong District cluster, and the repealed 2022 notice cannot support a separate continuing status.

The NDRC transformation plan observes Pingxiang at city scale and lists six parks, yet it assigns Xiangdong industrial ceramics and Luxi electric porcelain to different county-level areas and subsectors. The 2022 practice note preserves that separation by identifying the two provincial demonstration bases independently. A Pingxiang navigation entry is therefore a practical access route, not evidence that the MIIT recognition covers the whole city or that citywide industrial results belong to Xiangdong industrial ceramics.

Every use of the national specialty-cluster designation should retain “Xiangdong District.” Pingxiang, Xiangdong District, Xiangdong Industry Park and Luxi County represent a city, district, park and neighbouring industry location rather than one blurred footprint. Later municipal policy can add wider context but cannot rename or relocate the confirmed district cluster.

  • Administrative naming determines the statistical scope.

02 · Separate dates trace industrial evolution

The base, environmental services, research platforms, branding and review belong to different stages.

The authoritative record is a sequence of dated observations rather than a continuous operating history. The transformation-plan attachment records the park's 2006 establishment, a 2007 provincial-base designation, and 2018 baselines. The environmental compilation describes services implemented in 2013 and 2014. Separate NDRC pages capture 2020 research and upgrading directions and a 2022 practice snapshot. MIIT then confirms a regional-brand pilot in 2024 and a specialty-cluster review result in 2025.

Each dated item proves a different proposition. Establishment and provincial designation belong to institutional history; the 2018 numbers are baselines used in a planning document; environmental services belong to a named case; and the brand pilot and cluster review are administrative programme states. Joining them into an annual growth story would conceal gaps and changes in statistical universe. It could also make a planning target appear completed, so Official sources avoids interpolated growth rates and unsupported continuity.

Compare each item by event year, web publication date, document date and evidence status, distinguishing historical records, period baselines, planning targets, implemented cases, pilot status and review outcomes. A later source should not overwrite an older record, and figures are comparable only when scope, unit and definition match. Claims about current firm counts, output value or park area still require recent authoritative evidence on the same basis.

  • Dated milestones are not a continuous operating history.

03 · Four 2018 measures describe different objects

Park revenue, company count, above-scale firms and industry output value are not interchangeable.

The construction plan linked by the NDRC provides four historical observations for 2018: RMB 9.457 billion in operating revenue for Xiangdong Industry Park, more than 200 industrial-ceramics enterprises, more than 80 above-designated-size enterprises within that industrial-ceramics population, and RMB 16.851 billion in industrial-ceramics output value. Park-wide operating revenue and subsector firm or output measures do not share an identical universe. Publication in 2020 does not turn these 2018 figures into 2020 or current data.

Park revenue, total enterprise count, the above-designated-size subset, and subsector output value answer different questions. They should neither be added nor converted into per-firm output or ratios without published denominators. The plan's 30-square-kilometre planned area, 8.61-square-kilometre then-built area, and separate 20-square-kilometre westward expansion are spatial statements. The environmental case's 29.78-square-kilometre boundary is another document-era measure. None is an economic performance metric, and 2025 targets are not achieved values.

On every card, keep the published unit and approximation mark—RMB100 million, enterprises, or more than—beside a clear label: 2018 historical planning baseline, not a current figure. Park operating revenue cannot become industrial-ceramics sales, 200-plus firms cannot become exactly 200, and 80-plus cannot become an exact share; only later data with the same geography, industry definition and statistical rule can replace the baseline, never a publicity figure or target.

  • A historical snapshot does not state current scale.

04 · Industrial ceramics are not household ceramics

Chemical, environmental and wear-resistant components serve equipment and processes rather than tableware markets.

The transformation plan's Xiangdong section identifies chemical, environmental, and wear-resistant ceramics together with related equipment, and it names several period firms in abbreviated form. A separate 2020 NDRC upgrading page records research on precision and electronic ceramics at the Jiangxi Industrial Ceramics Industry Technology Research Institute. The first source describes an industry and product range in a planning attachment; the second records research directions at that time. A research topic alone does not establish stable volume production or commercial revenue.

Official sources admits product categories only when an industrial use and source connection are explicit. Architectural, sanitary, household, and artistic ceramics are not added merely because they share the word ceramic. NDRC material gives Luxi electric porcelain and insulators their own county-level and subsector position, so they remain outside the Xiangdong industrial-ceramics record. This rule prevents distinct materials, processes, and uses from being collapsed into an overbroad label while allowing a later authoritative source to document a specific connection.

Product comparison should keep named industrial categories, research directions, related equipment and exclusions apart. Chemical, environmental and wear-resistant ceramics appear in the plan; precision and electronic ceramics carry a 2020 research qualifier; Luxi electric porcelain remains a separate county subsector. Ceramic membranes, filtration materials or particular equipment belong only when a direct Xiangdong connection is documented.

  • Application comes before visual classification.

05 · Park land appears in three different states

Planned, then-completed and proposed expansion areas answer different questions.

The transformation plan records a 30-square-kilometre planned area for Xiangdong Industry Park, a then-built area of 8.61 square kilometres, and a separately planned 20-square-kilometre westward expansion. The environmental-services compilation uses a 29.78-square-kilometre total planned area for its Jiangxi Pingxiang Ceramics Industry Base case and records construction beginning in 2006 and provincial designation in 2007. The names, document periods, purposes, and area expressions differ, and none is a currently surveyed boundary verified in this public collection.

Numerical proximity between 29.78 and 30 square kilometres does not prove that the two documents describe an identical polygon. The 8.61-square-kilometre figure records a then-built condition, while the 20-square-kilometre item is a separate proposed westward expansion; neither should be added casually to the other areas. MIIT's name supplies a Xiangdong District administrative qualifier but no park coordinates. Combining all four statements into one coloured footprint would misrepresent planning, construction status, case scope, and administrative recognition as one spatial fact.

Map data should preserve four separate non-inferred records: the plan's 30-square-kilometre planned measure, its 8.61-square-kilometre then-built measure, the proposed 20-square-kilometre westward expansion, and the environmental case's 29.78-square-kilometre document measure. Until an authority publishes coordinates, a careful comparison should show dated textual nodes or an administrative locator rather than a precise outline.

  • Every area figure needs its status.

06 · Research platforms strengthen precision processes

The institute and innovation centre provide services, but company adoption requires separate assessment.

A 2020 NDRC page records Xiangdong District's emphasis on industrial-ceramics upgrading, construction of the Jiangxi Industrial Ceramics Industry Technology Research Institute, research into precision and electronic ceramics, and an initially formed two-institutes-and-one-centre model. A 2022 NDRC practice note identifies the Xiangdong Industrial Ceramics Science and Innovation Centre. These sources establish institution names, research directions, and innovation nodes as described at particular dates, but they do not provide current staffing, equipment, project counts, or service revenue.

Appearance in an authority page supports a technical-service direction within the upgrading account, but it does not independently prove uninterrupted operation, enterprise adoption, or recurring transactions. Words such as research institute and science and innovation centre do not automatically establish separate legal personality, a public testing platform, or an open laboratory. The relationship diagram may show a research-support function, yet its arrows must not imply investment control, ownership, technology-transfer counts, or procurement value.

Current capability at the research institute and innovation centre can be assessed through their legal names, addresses, sponsors, service catalogues, recent activities, accreditation and company cooperation. Where only the 2020 or 2022 position is known, that year should remain explicit. Patents, research outcomes and staffing need their own public records rather than estimated numbers.

  • A platform does not prove widespread adoption.

07 · Environmental responsibility needs current data

An earlier service case illustrates an approach but cannot replace today’s permits and monitoring.

The Ministry of Ecology and Environment portal indexed the Compilation of Environmental Services Pilot Cases on 18 September 2017, while the compilation cover dates the document to July 2015. Its Jiangxi Pingxiang Ceramics Industry Base integrated-environmental-services case records implementation during 2013 and 2014, uses a 29.78-square-kilometre total planned area, and includes planned-to-2015 language. The source establishes a named historical case and its documentary period. It does not establish the park's environmental condition in 2026.

Inclusion in a case compilation cannot substitute for discharge permits, monitoring results, enforcement records or current facility-operation documents, and it does not prove that every enterprise shared one treatment system. A later transformation plan does not automatically extend an earlier environmental-services project to the end of the planning period. The case shows that environmental services were once used as a governance tool; claims of comprehensive compliance, continuous compliance or zero discharge still require a named enterprise, indicator, monitoring period and issuing authority.

For current decision use, the environmental case summary should state implementation in 2013–2014, compilation dating in 2015, and portal publication in 2017. Its 29.78-square-kilometre figure belongs to the case scope, not a current map area. Any present-condition text requires separate valid permits, recent monitoring, or enforcement disclosures from environmental authorities, matched to the relevant park or enterprise. Until that review is complete, the relationship diagram should show only the historical environmental-service function and no compliance rating.

  • A historical case answers only its own period.

08 · Company cases connect products and processes

Three firms locate manufacturing activity without forming a complete register or trading network.

The NDRC construction plan uses abbreviated references to Longfa Industrial, Jingang Technology, and Putian High-Tech within its period discussion of chemical, environmental, and wear-resistant ceramics or related equipment. MIIT's 2024 reply confirms a Xiangdong Industrial Ceramics regional-brand pilot, while its 2025 notice confirms review of the Xiangdong District specialty cluster. Abbreviated entity references, a brand pilot, and cluster recognition are three different records. None supplies current company capacity, sales, or market ranking.

Longfa Industrial, Jingang Technology and Putian High-Tech illustrate possible product and process roles, but three firms cannot represent the more than 200 enterprises recorded in 2018. Abbreviated names in the earlier plan require a clear match to legal names elsewhere before identity can be established. The regional-brand pilot concerns cluster branding, and the specialty-cluster review concerns the named district cluster. Neither grants one firm official-leader status or proves transactions or ownership among them.

A Xiangdong visit can begin by confirming each company’s legal name, plant address and current products, then following one lot through formulation, forming, firing, testing and environmental treatment. The 2018 park measures remain historical references, and district recognition does not establish equal industrial intensity across Pingxiang. If recent production, lot tests, emissions management or the contracting entity cannot be confirmed, conclusions should remain limited to samples and onsite observations.

  • Company comparison should return to specific components.

Sources and reading notes
