Lu'an Agri-food Processing
Lu’an has a substantial above-scale agri-processing base. Figures released for 2025 include 482 firms, 27 new entrants and an implementation measure above RMB 140 billion. Parks in Shucheng, Huoshan, Jinzhai, Jin’an and Huoqiu specialise in green foods, ganoderma and goose products, showing clear county roles.
Formation and regional foundations
Grain, oils, tea, livestock and medicinal crops drew processors into different counties, where specialist parks added value-added processing, cold chain and quality control. Access to Yangtze River Delta markets enlarged demand while raising consistency and compliance expectations. The three firms provide specific anchors in rice, poultry and food operations.
Lu’an combines citywide scale with distinct county park roles. The above-scale count shows breadth, the output implementation measure belongs to annual administration, and six value-added products form a product observation. Park operation and company sourcing still need to be established at their own level.

Specialisation across five localities
Park nodes do not imply joint operation.
- Lu'an municipal processing frame — The city node carries firm counts and an annual output measure.
- Shucheng green-food processing park — Shucheng park focuses on green-food processing.
- Huoshan green-food processing park — Huoshan park serves local green-food resources.
- Jinzhai ganoderma processing park — Jinzhai park specialises in ganoderma processing.
- Jin'an goose-product processing park — Jin’an park is organised around goose products.
- Huoqiu foie-gras processing park — Huoqiu park focuses on foie-gras processing.
01 · City measures show breadth
The 482 above-scale firms define a broad base.
Lu'an's municipal agri-food picture is anchored in official agriculture materials describing 2025. A government press conference and the annual high-quality-development report both record 482 above-scale agricultural processors citywide, while the latter also states that 27 were added during the year. A responsibility-list implementation account released in January 2026 gives a 2025 output measure above CNY 140 billion. These figures apply to the municipality, the stated year, and the above-scale population; they cannot be assigned to one park or one company.
The 2024 work priorities describe annual targets for parks, new firms, processing conversion, and output; later 2025 accounts provide a separate observation of implementation. A target from one year and a later result cannot be spliced into a single growth series, and the repeated figure of 482 firms must not be counted twice. A useful business visit begins by confirming the statistical population, cut-off date, and whether a measure covers the broad food-and-health category before drawing conclusions about supplier density or available capacity.
For sourcing or partnership work in Lu'an, the citywide count of 482 above-scale processors is a starting universe, not an order-ready supplier list. Buyers should separate tea, grain, goose products, ganoderma, and other specialty processing, then ask each candidate for the actual product, licensed entity, production address, batch capacity, and delivery evidence, with the observation year retained. Any scale claim drawn only from a plan or the wider food-and-health category should remain separately labelled so that policy coverage is not mistaken for deliverable volume. Keep unanswered questions for the next contact; a complete company introduction does not mean the operating evidence is equally complete.
- City figures cannot be allocated to one park.
02 · A product mix built on varied inputs
Grain, tea, livestock and herbs enter different processes.
Official Lu'an materials place agricultural by-product processing, tea processing, and green food within a broader food-and-health view, while naming value-added projects for ganoderma, goose products, and foie gras. A 2025 account also mentions six advanced processed products, without placing them under one common raw-material system. The local portfolio therefore spans grain, tea, livestock and poultry, and specialty biological resources, each with different procurement seasons, tests, temperature requirements, and loss profiles.
A diversified portfolio can share packaging, testing, warehousing, and sales services aimed at the Yangtze River Delta, but it does not create a universal production line. Rice products require control of moisture, impurities, and milling stability; tea depends on batch flavour and storage; poultry products need slaughter, cold-chain, and microbiological controls; and ganoderma products require a clear distinction among food, health-related, and other regulatory categories. Collaboration should separate genuinely shared services from licences, equipment, and temperature zones that must remain product-specific.
A buyer can use four raw-material checklists. Grain should record variety, origin, harvest year, and grade; tea should record producing area, picking season, process, and storage; goose products should identify slaughter source, chilling method, and batch traceability; ganoderma products should state raw form, intended category, and testing basis. Requests for quotation should also ask for sample standards, minimum batch size, shelf-life conditions, and deviation handling. This exposes the practical interfaces of Lu'an's diverse processors without hiding product responsibility behind one umbrella label. Where several inputs share equipment, require separate lot codes and documented line clearance so traceability survives a product change.
- Different inputs create different quality needs.
03 · Five parks, five specialisations
Green foods, ganoderma and goose products divide roles.
The 2024 work priorities set annual construction arrangements for six agri-processing parks. Later government materials name the Shucheng and Huoshan green-food processing parks and report commissioning of the Jinzhai ganoderma, Jin'an goose-product, and Huoqiu foie-gras processing parks. These nodes come from target-setting, period review, and stated commissioning facts, so their dates and statuses are not interchangeable. Together they show county-level specialisation, but they do not define one continuous industrial perimeter across Lu'an.
County specialisation can bring raw materials closer to suitable processing, but a commissioned park does not mean every line inside it operates at full utilisation, nor does it prove fixed purchasing relationships among parks. Shucheng, Huoshan, Jinzhai, Jin'an, and Huoqiu serve different product directions, with varying logistics radii, cold-chain intensity, and quality standards. A visit based only on park names can miss differences among resident firms; common infrastructure and individual factory capability should be assessed separately.
A field itinerary can start from product logic: Shucheng and Huoshan for grain or broader green food, Jinzhai for ganoderma, and Jin'an and Huoqiu for goose products. At each location, confirm the operating entity, licensed address, common testing, warehousing, and transport conditions. Cooperation between two places requires contracts, shipments, or service records and cannot be inferred from shared municipal jurisdiction. If cross-county travel is lengthy, complete one product chain from raw material through processing to dispatch rather than maximising the number of stops. Allow time for cross-county travel and loading activity so the itinerary reaches real production and storage rather than only display areas.
- Commissioning does not prove park coordination.
04 · Scale data and annual status
Firm stock, new entrants and output are distinct.
For January–July 2024, the broader food-and-health category covered 217 above-scale firms and CNY 12.53 billion in output, including agricultural by-product and tea-processing segments. The 2025 agri-processing account instead records 482 above-scale firms and output above CNY 140 billion. Classification, reporting period, and population differ: one is a seven-month broad-industry observation, while the other is an annual agri-processing implementation measure. They cannot support a direct growth rate or average output per firm.
Lu'an's materials contain targets, estimates, partial-period observations, and retrospective values. The common error is to treat a later date as proof that the classification remained continuous. Output for four leading industries explicitly marked as estimated in the 2025 report remains an estimate, and an implementation measure in a responsibility list is not automatically a statistical communique result. For location or sourcing decisions, headline scale defines an observation universe; actual supply still depends on the firm, product, shifts, and completed orders.
A comparison table should retain the classification name, geography, start and end months, firm threshold, estimated status, and original unit for every figure. The counts of 217 and 482 remain separate rather than being differenced; CNY 12.53 billion and more than CNY 140 billion should not be divided. If operational efficiency is the question, collect output, yield, lead time, and energy use for the same product class, year, and size threshold, then perform a bounded sample comparison. Place every derived value beside its inputs and formula; if denominators differ, omit a precise-looking ratio that cannot be explained.
- Same-year measures can cover different populations.
05 · Value-added processing needs quality control
Six products offer a window, not a full catalogue.
The agriculture and rural modernisation plan promotes green agricultural production-processing-supply bases, while a 2025 account names six value-added products and several commissioned parks. Together they show policy and project attention to quality and upgrading, but they do not provide common test results, continuous output, or customer acceptance for all six products. Green, advanced, and specialty are development or product descriptions; they do not replace food licences, applicable standards, batch tests, or traceability records.
Value-added processing can improve raw-material utilisation and differentiation, but it adds complexity in formulation, allergens, labelling, temperature control, and shelf life. Tea, rice products, poultry, and ganoderma have different critical control points and should not be collapsed into one quality score. For products entering Yangtze River Delta channels, packaging and delivery stability may matter as much as production. Without return, inspection, and temperature records, one showcase or award cannot establish sustained quality.
Sample assessment should trace from the label back to raw-material lots, process records, and test reports, while confirming that the licensed entity matches the production address. Chilled products need dispatch temperature, transit time, and arrival temperature; ambient products need moisture, seal, and shelf-life checks; specialty or functional ingredients need an intended-use category and substantiation for claims. The six value-added products can share an evidence checklist, but technical criteria must remain category-specific to avoid false rankings across unlike goods. If label, licence, and production address do not align, pause the lot assessment and clarify contract manufacturing or an address change.
- Process upgrading needs matching inspection.
06 · Yangtze River Delta markets widen reach
External demand requires consistent batches and cold chain.
Official 2025 materials record growth in Lu'an agricultural-product sales to the Yangtze River Delta, particularly Shanghai, and discuss green-food parks and specialty clusters in that regional-market context. This establishes an important sales direction but does not disclose customer structure, channel shares, returns, settlement cycles, or annual freight by product. The reported increase applies only to its stated period and population and cannot be allocated to the three company candidates or any one county.
Proximity to Yangtze River Delta demand can shorten distribution, but it does not place every Lu'an product in the same channel. Fresh or chilled goose products rely more heavily on cold-chain timing; tea and rice products may use distributors, e-commerce, or institutional purchasing; and ganoderma products face intended-use and marketing boundaries. Regional sales growth may reflect price, product expansion, additional customers, or a changed reporting population. Without a like-for-like breakdown, it is not proof of improved competitiveness at one factory.
Channel checks can sample three recently completed batches and record destination, product, quantity, transport method, receipt time, loss or returns, and payment cycle. For Shanghai or other Yangtze River Delta customers, distributor intake, end sales, and promotional events should remain distinct so that shipments are not mistaken for consumption. A longer-term programme can begin with a seasonal test spanning peak and low periods, then scale according to on-time delivery, quality deviations, and service response rather than one regional growth figure. Repeat the test in the next production season, because off-season inventory cannot represent peak input and vehicle pressure.
- Market access does not mean fixed customers.
07 · Company roles need business detail
Rice, poultry and food firms source differently.
Public materials identify enterprise roles in grain, goose products, and livestock-product processing and mention upgrading or park projects, but industry statistics are not company operating records. Candidate identities for Anhui Xinyi Rice Industry, Lu'an Longxiang Meishiwang Poultry, and Anhui Xishang Food illustrate three product directions only. Beyond name, locality, and product relevance, the evidence does not establish current capacity, revenue, customers, market share, or transactions among them. Supplier choice must return to the exact legal entity and exact product.
Representative firms help explain division of labour but do not form a ranking. A rice processor may focus on grain procurement, milling, and packing; a poultry firm connects farming, slaughter, and cold chain; a broader food company may span several categories. Their quality risks, cost structures, and delivery units differ. Comparing them by one revenue or size measure would hide product characteristics. More useful dimensions are licensed scope, batch capability, yield, minimum order, delivery radius, and deviation handling.
An initial approach should request the operating entity, food-production licence, product standard, recent production and delivery records, and a clear quotation boundary for ingredients, packaging, tests, transport, and tax. A sample or small batch can test specification consistency before examining raw-material commitments, backup equipment, and cold-chain resources for scale-up. Park labels, policy support, and industry scale do not replace contractual responsibility for quality, lead time, recall, and compensation, and a brand name must be distinguished from the manufacturing legal person. If critical records are withheld, narrow the engagement and make missing evidence a condition precedent rather than relying on verbal assurance.
- Company names cannot replace contract information.
08 · Start a visit with park specialisation
Begin with supply radius, then processing and storage.
Lu'an's evidence distributes municipal scale, six-park arrangements, county specialisation, Yangtze River Delta sales, and value-added products across documents from different dates. It is sufficient to design a focused visit but not to prove stable supply or service links among every node. The 2024 targets, 2025 retrospective observations, and implementation account released in 2026 should be read chronologically, while park status, company status, and market status are confirmed separately.
Four decision risks dominate: treating plan targets as results, treating the broad food-and-health category as agri-processing, expanding county observations into citywide figures, and treating candidate firms as qualified suppliers. Each error can distort market size, logistics cost, or partner selection. Risk is reduced by attaching every conclusion to a defined year, geography, product, and entity, then using operating records during the visit to test the gap between stated direction and actual practice.
A two-day visit can use the first day for the municipal framework or a comprehensive park, confirming industry classification, county roles, and transport conditions. The second day should follow one product chain through raw-material, factory, and storage or dispatch points. Before leaving, list which figures were confirmed on a like-for-like basis, which remain targets or estimates, which firms have verifiable products, and which logistics links have real batches. Only then should the process move to samples, quotations, and contract terms. The closing note should confirm the product, sample, and next responsibilities so later quotations still refer to what was actually observed.
- Assess city trends and park operations separately.
