INDUSTRY CLUSTER · Biomedicine
Lianyungang Biomedicine
Lianyungang biomedicine covers chemical drugs, biologics, traditional medicine and medical devices, with China Medical Port and the development zone hosting research, manufacturing and services. The 2025 pharmaceutical-output growth is a local result, while 23 tasks, five programmes and RMB 380 billion belong to the joint Taizhou–Lianyungang–Wuxi cluster.
Formation and regional foundations
Established pharmaceutical companies, port logistics and development-zone manufacturing supported specialist sites such as China Medical Port. A 2021 chain policy brought several drug and device directions together, followed by innovation projects, an intellectual-property platform and a three-city programme.
Chemical drugs, biologics, traditional medicines and devices share some research and quality infrastructure but follow different regulatory and manufacturing routes. Local parks, company research and IP services form the city core, while the joint three-city cluster provides a wider collaboration frame.

01 · How Municipal Planning Defines Drugs and Devices
The sector is broad, but registrations remain product-specific.
Lianyungang’s 14th Five-Year Industry Plan places China Medical Port and four product directions—chemical drugs, biologics, traditional medicine and medical devices—within a municipal layout. It defines products and locations, while chains, projects and targets remain plan-period arrangements. Later evidence is needed for completed facilities, volume production and marketed products.
The industry plan and the 2021 chain-strengthening opinion both address biomedicine but serve different purposes. The first sets a five-year layout; the second places biomedicine among ten municipal priority chains and names company or project directions. Together they show policy continuity rather than one year of measured output or completion.
China Medical Port can be treated as a hosting node, while chemical drugs, biologics, traditional medicine and devices remain parallel product routes. Individual projects require separate checks of construction, clinical work, registration, acceptance and production. A product-level view prevents a park plan from becoming a claim about current approval, capacity or revenue.
- Drugs and devices retain separate registration routes.
02 · How the Priority Chain Sets Municipal Focus
Policy priority does not complete every project.
The 2021 chain-strengthening opinion includes biomedicine among Lianyungang’s ten priority chains and covers chemical drugs, biologics, traditional medicine and devices. It also names firms and projects associated with Hengrui, Chia Tai Tianqing and Kanion. Output figures for 2023 and 2025 are policy targets rather than realised city results.
Chain-leading and specialised status are dated policy roles, not permanent market leadership, ownership or procurement networks. A project under construction records only that stage and does not establish final acceptance, approved products, output or commercial return. Company roles and project status therefore need later updates.
The chain policy can be tested through project commissioning, innovative-drug approvals, research-platform operation, industry output and public-service results. The 2024 Government Work Report records some 2023 progress and 2024 tasks without completing every objective at once. Year-by-year comparison shows which directions have moved into practice.
- Industry priority does not show project completion.
03 · What China Medical Port Hosts
The specialist site connects research, manufacturing and services.
The 2024 Government Work Report reviews 2023 progress at China Medical Port, in innovative medicines and at a Kanion laboratory. It separately lists 2024 cluster and project tasks, including Chia Tai Tianqing activity. Distinguishing retrospective results from next-year work preserves both progress and plan status.
China Medical Port appears as an industry site in planning and as a progress node in the annual report. Those roles support its importance within Lianyungang biomedicine without defining one legal perimeter, every tenant or current utilisation. The port does not represent all pharmaceutical activity across the municipality.
Innovative medicines, laboratories and industrial projects require different measures of progress. Medicines need approval and indication data, laboratories need operating and research results, and industrial projects move through approval, construction, acceptance and commissioning. An annual report records progress without replacing those specialised statuses.
- Specialist parks connect innovation with compliant production.
04 · What the Three-city Cluster Figures Cover
Joint targets cannot be assigned solely to Lianyungang.
A 2024 Ministry of Industry and Information Technology account confirms a 2023–2025 programme for the joint Taizhou–Lianyungang–Wuxi biomedicine cluster. It contains 23 tasks across six areas, five special programmes and a 2025 target of RMB 380 billion. The figure is a three-city target, not realised Lianyungang output.
The joint cluster places Lianyungang in a cross-city framework, while the municipal report focuses on local sites and projects. Neither allocates RMB 380 billion among the cities or divides 23 tasks and five programmes evenly. Keeping joint and local scales separate is necessary before assessing the city’s contribution.
Cross-city cooperation is best observed through explicit city figures, named joint projects, technology transfer or shared-platform results. Joint recognition alone proves no company transaction, shared capacity or research partnership. Progress that names cities and entities can turn the policy frame into a concrete relationship.
- Three-city figures do not belong to one city.
05 · How the IP Platform Supports Translation
IP services need links to real patents and products.
In May 2025, Lianyungang Development Zone recorded approval of a provincial biomedicine intellectual-property operations centre. The same account mentions the national cluster, local ecosystem and firms including Hengrui and Kanion, confirming approval and district location. It gives neither a permanent citywide firm count nor realised service volume.
An intellectual-property operations centre may offer patent navigation, transfer, licensing, finance and protection. Approval and open operation are separate stages, so premises, staff, services and annual results need later confirmation. Three-city innovation policy explains the context without replacing the centre’s operating outcomes.
Platform value can be observed through firms served, patent-transfer projects, licensing value, dispute resolution and specialist staff. Every measure should retain the development-zone scope. Approval adds a service node to the local ecosystem without proving improved citywide research efficiency, income or intellectual-property transactions among firms.
- Patent operations must support real product progress.
06 · What to Watch after 7.5 Per Cent Growth
One-year growth needs comparable follow-up data.
A January 2026 report from the Lianyungang development authority records 7.5 per cent pharmaceutical-output growth and approval of a full-chain open-innovation plan as 2025 results. It separately lists biologics, radiopharmaceuticals and high-end devices as 2026 tasks. The growth rate is reported performance; the product directions remain next-year work.
The 7.5 per cent figure is Lianyungang municipal growth, while RMB 380 billion is a three-city target. Their unit, geography and status differ, so they cannot calculate the city’s cluster share or absolute output. A comparable base value and city-level results are also absent.
Whether biologics, radiopharmaceuticals and high-end devices become industrial activity depends on projects, regulatory approvals, clinical stages, device registrations and output. The 2026 tasks suggest a wider future boundary but do not enter 2025 growth or prove company participation. Product status remains item-specific.
- One-year growth requires confirmation from a time series.
07 · Hengrui, Chia Tai Tianqing and Kanion
The companies illustrate different drug and research routes.
Public information links Jiangsu Hengrui Pharmaceuticals with innovative-drug research, Chia Tai Tianqing with chemical and biological medicines and annual projects, and Jiangsu Kanion with modern Chinese medicine, a laboratory and the park platform. The firms illustrate different routes without forming a complete company register.
Chain-leading labels, project mentions and park-based company identities are dated. They do not establish current drug approvals, clinical progress, plant capacity, revenue, research spending or market share. Sharing the Lianyungang network does not imply ownership, supply, joint research or common customers among the firms.
A current pharmaceutical-company view combines drug or device approvals, clinical registration, listed-company disclosure, environmental permits, project acceptance and intellectual-property progress. Industry policy explains why a firm matters to Lianyungang without replacing safety, efficacy, credit or investment assessment. Fast-changing status needs the latest statutory information.
- Company cases illustrate distinct research routes.
08 · Reading Lianyungang through the Product Lifecycle
Discovery, registration, production and surveillance must connect.
Lianyungang biomedicine uses municipal planning and China Medical Port as local anchors while participating in the Taizhou–Lianyungang–Wuxi cluster. Innovative medicines, traditional medicine, biologics and devices follow different product routes. Municipal data show local change, whereas the joint programme describes cross-city collaboration.
Common errors include treating plan targets as results, assigning a three-city goal to Lianyungang, or assuming that platform approval has already produced services. The 23 tasks and five programmes cannot be divided evenly among the cities. Drug approval, project commissioning and company market position each require later object-specific results.
Useful follow-up information includes absolute municipal pharmaceutical output, product-level output and approvals, China Medical Port project acceptance, IP-centre service results and named three-city projects. Chemical drugs, biologics, traditional medicine, radiopharmaceuticals and devices also need their own regulatory stage and observation year. Comparable time series can then show whether growth comes from products, services or cross-city cooperation.
- The product lifecycle connects every industry stage.
