Leshan Green Building Materials

Leshan’s new-material landscape includes Shawan stainless steel, prefabricated components, wall materials and demand from public construction. The 2022 figures for 15 firms, 600,000 tonnes of stainless capacity and two million cubic metres of prefabricated-material capacity apply only to Shawan at that date; municipal policy and Jiazhou projects have separate boundaries.

Formation and regional foundations

Metallurgy and construction created Leshan’s material base, with stainless and green materials concentrating in Shawan and prefabricated projects entering Jiazhou Industrial Park. Recent building policy adds minimum green-material use and chain coordination in public projects, creating a new demand interface.

Stainless steel, prefabricated components and wall materials use different units, processes and acceptance standards. Understanding Leshan therefore moves among municipal policy, Shawan capacity, Jiazhou projects and individual companies rather than forcing all materials into one total.

Core geography: Leshan, Shawan District and Jiazhou Industrial Park green-material nodes

Regional and Project Geography of Leshan Green Materials

How Shawan Materials, Jiazhou Components and Public Demand Connect

Company nodes show confirmed industry positions, not fixed procurement or supply ties.

  • Leshan new-material system — Municipal policy spans manufacturing and construction use.
  • Shawan materials base — Stainless steel and greener materials form major directions.
  • Jiazhou prefabrication node — The park hosts component production and building use.
  • Gangchen stainless project — Company identity and project status retain their dates.
  • Huagou housing industry — Prefabricated components link the park with sites.
  • Desheng green materials — Wall materials have distinct products and evaluation rules.
  • Green demand from public projects — Material shares bring policy into project procurement.

01 · Municipality, District and Park Use Different Denominators

Geographic scope comes before capacity comparison.

The six government records for Leshan green building materials use different levels. The five-cluster position and green-material requirement for government-invested construction belong to Leshan Municipality. Fifteen enterprises and two stated annual-capacity observations belong to Shawan District in a 2022 response. Sichuan Huagou Residential Industry is separately connected to Jiazhou Industrial Park, while the Gangchen project, Desheng wall-material context, and enterprise evaluation remain park, entity, or project evidence. The municipality, Shawan, Jiazhou Industrial Park, individual parks, and companies do not share one statistical denominator.

New building materials in Leshan is a broad policy frame containing stainless products, prefabricated components, new wall materials, ceramics, sintered slabs, and photovoltaic modules. Inclusion in one frame does not mean common feedstock, equipment, or markets. Shawan measures cannot expand into municipal scale, and a Jiazhou Industrial Park company inherits no Shawan capacity. The 2022 observation, 2025 work objectives, and 2026 action plan also have different dates and states. Directly joining them would turn geographic differences and policy tasks into an operating chain that the records do not show.

Leshan materials become clearer when municipal policy, Shawan capacity, Jiazhou projects and company activity remain separate. Capacity needs its product, unit, place and year, while a policy percentage needs covered projects and an effective date. Unaligned figures stay parallel rather than moving through a shared place or sector label.

  • Municipality, district and park use different scopes.

02 · Fifteen Firms, 600,000 Tonnes and Two Million Cubic Metres

Firm count and two capacity units cannot be added.

A Leshan housing and construction department response dated 17 June 2022 reports 15 above-scale stainless or prefabricated-building-material enterprises in Shawan District. It also states annual capacity of 600,000 tonnes of stainless steel and 2 million cubic metres of prefabricated materials. Fifteen is a combined observation for two material categories, while the two capacities use mass and volume units. All three values belong to Shawan at the response date, not present citywide results, and none is allocated to Gangchen, Huagou, or Desheng.

Annual capacity is not actual output, sales or revenue, and it reveals neither utilisation nor allocation among companies. A mass unit cannot be added to a volume unit, and 15 firms cannot become 15 stainless plus 15 prefabrication companies. The 600,000 tonnes and two million cubic metres are Shawan observations rather than capacities assigned to Gangchen, Huagou or Desheng.

Updating Shawan scale requires a later record from the same authority using the same above-scale threshold, material classification, and district boundary, with changes from renaming, exits, suspension, and new projects identified. New project design capacity belongs in a project column and does not replace the 2022 district capacity; actual output also remains separate from design capacity. If a later record provides only output value, investment, or project count, it cannot back-calculate entities, tonnes, or cubic metres. Every use of the older measures retains 2022 response, Shawan District, and stated-capacity scope.

  • Both capacities must retain their original units.

03 · The Green Threshold for Public Projects

The material share applies only to qualifying projects.

From 1 May 2025, Leshan’s construction carbon-peaking plan requires at least 20% qualifying green materials in specified new government-invested projects. It also calls for a local product directory and certification work. The figure is a policy floor for covered projects, not citywide market share, company adoption or industry performance.

At least 20% retains its minimum-requirement meaning and cannot become an observed share of exactly 20%, much less a rule for every new project or private construction. The plan was issued in February 2026 while the clause states applicability from 1 May 2025, so both dates remain visible. Directory construction and certification promotion are policy tasks, not proof that a product is listed, certified, or ordered. The public-demand node also creates no procurement relationship between government and any of the three companies.

Determining whether a project is covered requires its investment nature, new-construction status, project type, approval, and construction dates, followed by procurement documents, material schedules, green-attribute credentials, and the prescribed measurement method. An actual percentage uses qualifying material and the denominator defined by the policy, not estimates from a tender title or supplier promotion. Substitutions need approved changes and acceptance records. A company product’s directory or certification status needs the directory version, certificate number, model, validity, and exact holder rather than inference from sector membership.

  • The policy floor governs specified construction projects.

04 · How Shawan Plans Move towards Projects

A base designation still needs project-level status.

The accessible Shawan District 2025 industrial-economy work plan links a new-building-materials base with higher-end, greener, and smarter development and frames a national base through a one-zone, one-base, and three-chain layout. It calls for updating Gangchen Stainless Steel’s stated 700,000-tonne-per-year pickling line and for tiered cultivation of green factories. Seven hundred thousand tonnes per year is a project-planning scope for a named company line, while the base, chain layout, and green-factory cultivation are 2025 work objectives.

The 700,000-tonne pickling-line plan cannot be subtracted from Shawan’s 2022 stainless capacity of 600,000 tonnes and called a 100,000-tonne addition. The former is a named project and process plan; the latter is an earlier district capacity observation, with different product coverage, date, and construction status. A call to advance an update does not establish approval, installation, acceptance, or commissioning. Tiered cultivation of green factories is not an existing recognition count, and the national-base objective cannot become a formal designation or present cluster performance.

Tracking the pickling line and base tasks can follow filing, environmental and energy review, construction, equipment installation, trial operation, acceptance, and continuing-operation records, with entity, location, and date aligned at every step. The resource-use project publicity and pickling-line update are separate projects; sharing Gangchen as an entity does not merge their progress or capacity. Base and green-factory matters need a formal list, recognising authority, batch, and validity. Until a result record appears, terms such as propose, advance, cultivate, and target remain in planning tense.

  • Base ambitions convert through project progress.

05 · Separate Acceptance for Steel, Components and Wall Materials

Product type determines tests, units and site interfaces.

Official records unfold Leshan new building materials into parallel contexts. Shawan District supplies an important stainless and green-material setting. Jiazhou Industrial Park contains the dated prefabricated-construction example of Sichuan Huagou Residential Industry. Sichuan Desheng Green New Materials Technology supplies a Shawan wall-material or prefabricated-product context. The municipal action plan adds ceramics, sintered slabs, photovoltaic modules, and new wall materials as directory and certification directions. Seven nodes preserve administrative, product, and entity boundaries rather than forming a company supply chain from feedstock to end use.

Stainless structural products, precast concrete components, wall materials, ceramics, and photovoltaic modules can differ in standards, production permissions, tests, measurement units, and construction uses, so they cannot share one capacity or quality conclusion. Huagou’s Jiazhou Industrial Park location does not put it inside the 15 Shawan entities, and Desheng’s Shawan origin does not place it in the stainless park. Co-appearance within one municipality or policy-directory direction supports only spatial and category observation, not customers, supply, ownership, shared facilities, or technology transfer.

A visit can begin from the product. Stainless work checks grade, surface treatment, and project status; prefabricated components require drawings, moulding, curing, lifting, and acceptance; wall materials require applicable strength, energy-saving, fire, and radioactivity measures; ceramics, slabs, or photovoltaic modules follow their own standards. The plant address is then matched to Shawan, Jiazhou Industrial Park, or another area, together with legal entity, permissions, and model. Municipal policy provides an entry point but cannot replace batch tests, conformity evidence, or suitability for construction.

  • Material categories determine construction acceptance methods.

06 · How Coordination Can Affect Procurement

Coordination reaches procurement through lists, standards and contracts.

A 2025 housing programme proposed a coordination office for new materials, organised information on key firms, chain-leader selection and one characteristic cluster. A separate 2022 Category-A evaluation names Gangchen and Huagou, while a May 2025 environmental notice places Gangchen’s resource-use project at proposed approval. These are a work programme, an annual evaluation and a project procedure.

A proposed office, company selection and cluster ambition all need later results. Category A applies only to that year’s evaluation and does not prove continuing compliance or operation; proposed approval is neither final approval nor commissioning. Gangchen’s presence in several public records does not combine different statuses into one company grade.

Governance can be followed through office responsibilities, activity records, formal company lists and later project progress. An environmental project then moves separately through approval, construction changes, control facilities, acceptance and discharge permission. Without later results, work objectives and proposed approval remain at their original stages.

  • Procurement outcomes can test coordination mechanisms.

07 · Where Gangchen, Huagou and Desheng Fit

The firms occupy different material and project contexts.

Sichuan Gangchen Stainless Steel Co., Ltd. belongs to the Shawan stainless and resource-use project route. A 2022 evaluation and a 2025 proposed-approval notice confirm its name, park location and project stage without providing current output, revenue, customers or commissioning.

Sichuan Huagou Residential Industry Co., Ltd. sits in Jiazhou Industrial Park and connects with prefabricated construction. Project and annual-evaluation information show a bounded industry role without inheriting Shawan capacity or proving cooperation with Gangchen or Desheng. Current capability still depends on product certificates, operating status and acceptance.

Public information confirms the exact name of Sichuan Desheng Green New Materials Technology Co., Ltd., its Leshan Shawan location and a wall-material or prefabricated-product direction. Supplier descriptions and quoted prices do not establish current capacity, output, revenue, customers or continuing operation. Each firm needs its own recent licences, product certificates, project acceptance and regulatory results.

  • Company cases cannot replace a regional register.

08 · Testing Green-material Capability on One Project

Delivery, testing and site records connect material with buildings.

Leshan green materials combine Shawan stainless steel, prefabricated components, wall products and public-project demand. Municipal policy sets direction, Shawan data provide a 2022 capacity view, and Jiazhou and company projects add specific locations. The parts connect without forming one citywide output table.

A 2022 Shawan snapshot contains three differently measured items: 15 firms, annual stainless capacity of 600,000 tonnes and prefabricated-material capacity of two million cubic metres. A 20 per cent public-project floor and a 2025 target for a 700,000-tonne pickling line sit elsewhere. These figures differ in place, subject and status.

A Leshan material order should confirm product standard, manufacturing location, lot tests, green certification, delivery acceptance and site fit. Prefabricated components add dimensions and installation, stainless steel retains grade and surface treatment, and wall products require strength and environmental performance. Project records turn policy into verifiable construction results.

  • Project records connect material performance with use.
