Karamay Green Petrochemical Services

Karamay’s green petrochemical services span oilfield work, refining, materials, equipment, engineering and low-carbon pilots. Municipal statistics provide 2024 output for crude processing, ethylene, primary plastics and lubricants, while district and park records locate oilfield services, greener petrochemicals and pilot platforms.

Formation and regional foundations

Long-running oil and gas development created exploration, production and maintenance services. Dushanzi refining and the Baijiantan park extended the chain into ethylene, plastics, lubricants and engineering equipment, while recent pilot, hydrogen and carbon-reduction projects add new technical interfaces at their own stages.

Karamay’s capability is not confined to refinery output. Logging, coiled tubing, well maintenance, engineering, equipment and technical pilots occupy different districts, and citywide statistics cannot be assigned to a single park or company.

01 · Separating Municipal, District and Park Scopes

Each spatial level answers a different industry question.

The six records for Karamay Green Petrochemical Services cover five distinct scopes: the municipality, districts, parks, autonomous-region support, and named companies. The statistical bulletin, municipal plans, and government work report use a Karamay-wide frame. The Karamay District article concerns only that district oil-services base. The regional science response separates Karamay High-tech Zone figures, while Dushanzi District, Dushanzi Industrial Park, and the three companies retain their own boundaries. Dates extend from 2020 historical baselines to 2026 work tasks and do not represent one simultaneous snapshot.

Geographic proximity does not create a common statistical population. The High-tech Zone industrial-output figure of RMB 9.7 billion belongs to the park, the January-July 2024 oil-services figures belong to Karamay District, and Dushanzi permit quantities belong to one legal entity’s authorised scope. None measures the citywide petrochemical-services sector. Conversely, municipal outputs from above-designated-size industry cannot be allocated to a park or company. Ignoring this two-way constraint would overstate the municipality and invent undisclosed enterprise shares.

A geographic comparison begins by recording issuing authority, data year, administrative level, measured population, unit, and factual status. Municipality-wide actuals are compared only with municipality-wide actuals under the same method. District, park, and company records remain separate series, while plan targets, project designs, list inclusion, and permit ceilings receive distinct labels. If a later record omits geography or population, the field stays unknown rather than being supplied by a company address, park name, or headline. Cross-year work also checks changes in above-scale thresholds, product classification, and administrative boundaries.

  • Municipal output cannot be assigned to one district.

02 · Four Product Figures Describe the Refining Base

Same-year figures align, but product categories remain separate.

Table 4 of the Karamay statistical bulletin lists four 2024 outputs for major products made by above-designated-size industrial enterprises across the municipality: 6.901 million tonnes of crude oil processed, 1.218 million tonnes of ethylene, 2.007 million tonnes of primary-form plastics, and 0.712 million tonnes of lubricants. They share one year, one municipal geography, and one statistical population, providing a bounded refining-and-materials background. The table also gives annual growth rates, but those rates are not converted into undisclosed absolute additions or different product categories.

These four numbers are outputs, not designed capacity, revenue, value added, or the size of a service sector. Crude processing measures an activity, ethylene and primary-form plastics are separate products, and lubricants form another category; summing them would not create a meaningful industry total. The 2026 work report supplies a later 2025 municipal frame for crude, gas, and crude processing, but that is another year and a different indicator combination. It belongs in a separate time series rather than replacing one 2024 measure while claiming full comparability.

Trend analysis should return to a later bulletin from the same statistical authority and locate the same product names, units, and above-designated-size population. A classification change, threshold change, or revision requires a bridge note before calculating growth. Company output, permit quantities, or equipment scale cannot become municipal numerators or denominators, and the municipal values reveal no contribution for any selected company. A service-sector question instead requires separately defined oil-and-gas technical-service revenue, project, or employment measures.

  • Product tonnage belongs to distinct refining stages.

03 · Where Oilfield Services, Petrochemicals and Materials Sit

Spatial roles follow oilfields and refining assets.

Municipal plans assign different roles to Karamay District, Baijiantan District/Karamay High-tech Zone, Dushanzi District, and Urho District. The Karamay District record emphasizes local oilfield technical services. The High-tech Zone response covers green low-carbon petrochemicals, specialty chemicals, equipment, new energy and materials, and innovation carriers. Dushanzi concentrates on refining, polymers, and its chemical-park setting. The municipal “one city, four parks” frame connects these places spatially but does not create one accounting, operating, or dispatch entity.

The 23 resident firms and RMB 450 million output in the Karamay District base, together with RMB 2.222 billion output and RMB 560 million value added for 40 local above-designated-size oil-services firms, are limited to January-July 2024 and that district. The High-tech Zone’s RMB 9.7 billion industrial output plus its enterprise and platform counts come from a different regional response and a park-wide industrial population. Adding these sets would mix district oil services, all park industry, and different dates without yielding a citywide green-petrochemical-service measure.

A location assessment can separately verify park authority, legal boundary, leading sectors, chemical-park recognition, shared infrastructure, and project status. A district industry report describes a dated structure but does not replace official statistics. “Priority layout” in a plan needs later approval, construction, or acceptance records, and a park enterprise count needs a register and year before change can be measured. A cross-district link becomes logistics, energy, or technology collaboration only with a route, contract, bilateral disclosure, or authority record; “one city, four parks” alone is not a supply chain.

  • Field services and materials occupy different nodes.

04 · How Downhole Work Connects Equipment and Engineering

Service capability depends on equipment, crews and field procedures.

The industrial plan defines specialised oil-and-gas services through oilfield testing, production logging, coiled-tubing work, well maintenance, refining and petrochemical engineering, and other engineering services. It separately identifies smart petroleum equipment, instrumentation, R&D platforms, and park public services. The Karamay District article describes Xinke’ao as a local oilfield technical-service company. These records support distinct service, equipment, and engineering observation stages, but they provide no complete citywide entity register, consolidated revenue, order flow, or customer list.

“Full chain” and “strengthening missing links” in plans are organisational directions; they do not show that every service is supplied locally or that equipment manufacturers transact with refining companies. The 2026 report calls for stronger performance across technical services, equipment manufacturing, and related oil-and-gas production services, which is an annual work programme. Crude-processing actuals in that report do not substitute for oil-services revenue. Treating production as service volume, or planned stages as company links, would conflate products, capability, contracts, and outcomes.

A service-capability assessment should seek qualifications, project names, contracting parties, service periods, acceptance, and defined revenue by activity. Equipment assessment instead checks product standards, manufacturing location, output, and use records. Customer, supply, or joint-project relations require material verifiable from both sides or a regulator. A company visit, research assignment, or policy support establishes identity and activity context only, not market share, delivery quality, or recurring orders. Separate projects must also distinguish prime contracting, subcontracting, and technology licensing.

  • Field procedures determine engineering-service reliability.

05 · How Pilot Platforms Support a Greener Transition

A successful pilot still needs scale-up and stable operation.

The 2026 work report records that the Xinjiang carbon-energy green-technology pilot platform entered the first MIIT priority-cultivation group and that heavy-oil slurry-bed hydrogenation and full-conversion technology entered an NEA advanced refining energy-saving and carbon-reduction list. It also dates intermediate handover of a hydrogen-purification project, an operating public hydrogen station, and a hydrogen bus route. The regional response separately describes oil-and-gas, hydrogen, and High-tech Zone research support. These are platform, technology, project, or application facts rather than one industry-performance measure.

Priority cultivation is not final acceptance or a guarantee of continuous operation, and a listed technology is not deployed in every installation. Intermediate handover differs from commissioning, designed output, and commercial performance. A hydrogen station and bus route do not identify a selected company as the hydrogen supplier. High-tech Zone funding, laboratories, and enterprise counts remain park or science statistics. Aggregating these items into emissions avoided, green output, or enterprise relationships would exceed the sources’ geographic, subject, and calculation boundaries.

Green-transition tracking can assign separate dates to platform cultivation, technology recognition, project approval, construction, intermediate handover, trial operation, acceptance, and stable service. Energy-saving or emissions claims need a baseline year, system boundary, method, and accountable entity. Hydrogen and CCUS projects additionally require source, capture point, transport, utilisation or storage endpoint, and metering records. When evidence remains a plan or annual target, it stays future-oriented until later regulatory, acceptance, or statistical records appear; park funding and company statements do not substitute for realised outcomes.

  • Pilot results do not equal commercial-plant performance.

06 · What the Three Companies Represent

City output cannot define individual company roles.

PetroChina Karamay Petrochemical Co., Ltd. occupies a local petrochemical position and has dated 2024 information on carbon and energy improvement. Company projects show firm-level environmental action without explaining all four municipal output figures or establishing long-term emissions performance.

PetroChina Dushanzi Petrochemical Company belongs to the Dushanzi refining and materials node. Branch identity and project activity do not equal municipal refining output or establish procurement, customers or shared facilities with Karamay Petrochemical or Xinjiang Xinkeao. Equipment status remains project-specific.

Karamay Xinkeao Oil and Gas Technology Co., Ltd. sits in the oilfield technical-service route and illustrates specialist capability around production sites. A name and dated activity do not provide current workload, revenue, safety performance or contracts. Sharing one oil city does not establish trade among the three companies.

  • Company roles require entity and project confirmation.

07 · Between Planned Projects and Completed Operations

Project stage determines what can be concluded.

The Fourteenth Five-year outline and industrial plan state 2025 targets for petroleum and petrochemicals, specialised oil-and-gas services, high-end products, carbon materials, parks, and innovation platforms. They include industry output, service revenue, product, project, and platform counts. The 2026 work report separates the 2025 retrospective from the 2026 programme and says the Fifteenth Five-year outline was then submitted to the people’s congress for examination. These materials serve medium-term planning, closing retrospective, and annual programming roles and cannot substitute for one another.

Arrival of a target year does not prove attainment. The work report supplies completion context only for items explicitly placed in its retrospective; unreviewed plan targets still need statistics, acceptance, or a dedicated completion account. “Started construction,” “intermediate handover,” “commissioned,” and “expanded production” describe different project states, and designed scale is not annual output. Promotion, support, and next-step language in the regional response also remains policy or project progress. Converting every state into “a completed cluster” would hide missing evidence.

Target checking can use four columns: baseline, target, implementation action, and result record, with consistent measure name, geography, unit, and subject. Project status advances through approval, start, construction, intermediate handover, trial, acceptance, commissioning, and designed output without skipping stages. If a work report gives municipal processing volume while a plan targets industry output or oil-services revenue, the measures remain parallel rather than proving one another. A planning text not yet formally adopted is recorded only as submitted for examination, without premature legal or policy effect.

  • Planned, building and operating are different states.

08 · Looking beyond Tonnage at Service Quality

Reliability, safety and delivery records test service quality.

Karamay extends from oil and gas production into refined products, field services, equipment and engineering trials. Four 2024 product figures describe the municipal refining base, while district facilities and park projects locate service and technical activity. Hydrogen, carbon-reduction and pilot work indicate transition directions that still need their own construction and operating results.

Geography, year, product and status determine whether the information can be compared. Municipal product output does not answer the revenue of an oilfield-service company, and a park project cannot complete a city total. Plans show direction and company identities show participants; contracts, project acceptance or bilateral disclosure are needed for commercial links.

Practical progress in Karamay can be tested through the equipment, crews, procedures, safety record and delivery result of one engineering job. Park-level assessment can then follow pilot-platform operation, project commissioning and emissions results, while municipal analysis keeps comparable product statistics. The three levels complement rather than replace one another.

  • Safety and stable delivery sit closer to service quality.
