Kaifeng Food Processing

Kaifeng distributes grain, oilseed, meat, snack, fruit, vegetable, dairy and garlic processing across several counties and development zones. A 2023 green-food programme set ten specialty chains and targets for conversion and enterprise scale, while 2024 policy broadened the modern-food direction; none of those targets substitutes for current park output.

Formation and regional foundations

Agricultural supply and county processors formed Kaifeng’s base before cold logistics, development zones and municipal chain policy tied separate products into a wider food system. A 2020 priority-chain programme provides the historical starting point, 2022 plans add supply-chain conditions, and later policy turns towards cluster targets and multi-zone capacity.

Kaifeng food processing is not one straight line from farm to packaged product. Grain, oilseed, meat, produce, dairy and garlic require different origins, equipment, preservation and markets, while Xiangfu, Qixian, Tongxu and Lankao perform different roles.

County Geography of Kaifeng Food Processing

How Four Development Zones Connect with Municipal Food Chains

Links describe planned geography and products, not existing company supply arrangements.

  • Kaifeng modern food system — Municipal policy gathers several agri-food routes.
  • Xiangfu food-processing node — The zone carries grain and related manufacturing projects.
  • Qixian agri-food node — Garlic and other local crops enter processing and storage.
  • Tongxu food-industry node — Produce and food manufacturing form planned directions.
  • Lankao food-manufacturing node — The county zone links processing projects with logistics.
  • Ten specialty food chains — Planning organises separate products into ten directions.
  • The 7+10+N programme — Modern food enters the later chain-cluster programme.

01 · What the Four Development Zones Are Meant to Carry

County roles show specialisation, not additive output.

Kaifeng planning places food processing in a municipal frame and names development zones in Xiangfu, Qixian, Tongxu and Lankao. Grain, meat, oilseed, snack foods, produce, dairy and garlic occupy different product routes. Available information provides neither additive park output nor a basis for allocating municipal targets among the counties.

Administrative inclusion makes the counties and development zones part of a Kaifeng industry view, but it does not align carrier names, product directions, or periods across separate plans. The Xiangfu manufacturing node cannot substitute for Qixian garlic or for Tongxu and Lankao planning contexts, and appearances of place names cannot calculate zone shares of the municipal ten-chain target. Preserving municipal, county, development-zone, and product labels prevents a planning map from being rewritten as a present supply chain or operating network.

When comparing zones or planning visits, record the publication date, administrative level, full zone name, planned product, project status, and measurement unit for each item, and assign a figure to a zone only when the original document makes that relationship explicit. A target labelled only as Kaifeng food industry remains a municipal plan value, while a listed zone or project without acceptance evidence remains a planning or investment lead. Current zone registers, environmental review, licences, and acceptance records are separate verification tasks, and unresolved entries should stay unknown rather than borrowing a project, indicator, or operating claim from a neighbouring county.

  • County product routes keep separate accounting.

02 · What Remains from the 2020 Industry Programme

Historical policy explains origins, not present operation.

The 2020 manufacturing high-quality development document placed agri-food processing among eight priority value chains, separately named Lixing Food and Yihai Kerry oil processing, and recorded 2020-2022 policy arrangements for cold chain, leisure foods, and cluster cultivation. It establishes the municipality's industrial choices and examples at that time, but its stated policy period has passed and cannot prove validity in 2026, completion of historical targets, continuing operation by either company, or transactions between them. Historical names are also not a current enterprise register or evidence of unchanged legal status.

The eight priority chains in 2020 and ten priority specialty green-food chains in 2023 come from different documents and classification purposes. Eight and ten cannot be compared directly, added, or interpreted as two newly created chains because the former covers manufacturing priorities and the latter a green-food cultivation structure. A company name in the old policy is dated industry context, not current registration, output, revenue, customers, orders, or share, while a later plan can show policy evolution without renewing the earlier measures.

The 2020 document covered the 2020–2022 period, so current eligibility for fiscal support requires an active policy, application guidance and validity dates. Company status depends on registration, food licences, project acceptance and statutory disclosure. Earlier support explains history without establishing present subsidies, capacity or commercial relationships.

  • Historical programmes explain only the starting point.

03 · How Farm Products Enter a Modern Supply Chain

Cold logistics shapes processing reach and loss.

Two 2022 plans approach food processing differently. The modern-supply-chain plan addresses processing, circulation, cold logistics and county sites; the rural-modernisation plan lists grain, meat, oilseed, snack food, produce, dairy and garlic. Together they show a multi-product, multi-place layout without current operating capacity or a company register for each stage.

The supply-chain plan describes functions such as inputs, processing, storage, cold logistics and circulation, while the agricultural plan groups products. Those views explain structure without proving supply, shared warehousing or common capacity from proximity. Actual operation still depends on a confirmed entity, address, stage, acceptance and operating data.

Seasonality and shelf life create the practical limits in agri-food processing. Grain and oilseed rely on storage and lot stability, meat and dairy need continuous temperature control, and produce must move quickly after harvest. Whether a park can take an order depends on licences, storage, operating lines and recent delivery, not merely the product name in a plan.

  • Storage and transport shape processing reach.

04 · How Far Investment Projects Are from Production

Acceptance separates a plan position from operating capacity.

The 2023 investment-promotion and industrial-transfer plan provides planned positioning for agri-food processing, development zones, and processing bases and supports the exact names and Kaifeng project context of Kaifeng Lixing Food Co., Ltd. The same account also covers Kaifeng Shangdu Industrial Co., Ltd. Investment direction, industrial transfer, base positioning, and project listings remain plan or project-level statements. They do not prove completion, formed capacity, continuing operation, realized revenue, ownership, supply, sales, or order relations between the companies, and the list is not an acceptance or production record.

An investment plan answers what projects the government sought and how it intended to position them, while the second-half 2024 measures describe chain groups to be advanced at that time. Neither is a project-acceptance register or company operating statement. A project repeated in later policy material may still be under discussion, contracted, approved, under construction, trial producing, commissioned, or adjusted. Repetition does not prove completion, and a modern-food group planned for RMB100-billion cultivation is not an achieved RMB100-billion output value.

Project verification can use a sequence of discussion, signing, filing, environmental review, land, construction, equipment installation, trial production, acceptance, and stable operation, with a date and responsible authority for every change. A project known only by a planning name receives no estimated capacity, revenue, or commissioning date. Company-promoted progress should be cross-checked against government, regulatory, or statutory disclosure, and only acceptance plus later production evidence can move it from planning context to completed result without implying intercompany transactions, while delay, cancellation, or a change of project entity remains a separate dated event.

  • Operating capacity requires confirmed project acceptance.

05 · The 3:1, 80%, Ten-chain and 400-plus Targets

The four targets answer different industry questions.

The 2023 green-food cluster cultivation implementation plan explicitly sets four figures as targets through 2025: a 3:1 ratio of agri-food processing value to agricultural output, an 80 percent agricultural-product processing conversion rate, ten priority specialty food chains, and more than 400 above-scale agricultural-product processors. All four share the same target year and planning source. They express policy expectations only and cannot be described as attained 2025 results or current 2026 values, because the implementation plan itself supplies no later completion assessment.

The 3:1 figure is a ratio between two output-value measures, 80 percent is a processing-conversion rate, ten is a chain count, and more than 400 is an enterprise population subject to an above-scale threshold. Their units and denominators differ completely, so they cannot be converted or used to distribute 400 firms across ten chains or four planning nodes. Above-scale status also depends on the statistical threshold and year, and without a 2025 implementation report or matching statistics there is no basis for target gap, completion rate, added-firm count, or company contribution.

Display each figure with the labels 2025 plan target, 2023 implementation plan, Kaifeng municipal scope, and its proper unit, while leaving the actual-result field empty until a 2025 statistical release, implementation assessment, or matching result from the responsible authority is available. Even when later material says a target was completed, verify numerator, denominator, enterprise threshold, and chain definition. Project starts, company lists, or policy statements cannot substitute for formal target-attainment data, and the original target should remain visible beside any later result for an item-by-item comparison.

  • Four targets cannot form one completion rate.

06 · What the 7+10+N Policy Adds

Later policy shows continuity, not earlier completion.

The second-half 2024 economic measures use a 7+10+N value-chain context and list modern food among three groups planned for cultivation at the RMB100-billion level. Although this dated work arrangement follows the 2023 green-food plan, it reports no attained value for the 3:1 ratio, 80 percent conversion, ten chains, or more than 400 firms, and it does not show that modern-food output reached RMB100 billion. Continued policy emphasis indicates an ongoing direction, not achievement of earlier targets or evidence of company revenue.

Planned cultivation is future-oriented wording, RMB100-billion level is a scale aspiration, and 7+10+N is a policy-organizing framework; none is an accounting-year output value. The ten-chain element in the 2024 framework may not use the same classification as the ten priority specialty food chains in the 2023 plan, so identical numbers do not establish identical sets. Comparison requires an official item-by-item crosswalk and realized statistics; without them, the two policy frames can only be shown side by side.

For later policy material, first ask whether it restates a target, changes classification, adds a policy tool, or publishes a result, and check for a statistical period, calculation method, responsible department, and verifiable value. Without those elements, continued advancement, priority cultivation, and RMB100-billion level remain nonattainment wording. Industry-scale calculations require annual actuals from statistical or responsible authorities and a matching boundary between modern food and agri-food processing, rather than use of policy ambition for company valuation or market share, with any noncomparability caused by classification changes stated explicitly.

  • Policy continuity still needs new outcome data.

07 · Lixing, Shangdu and Yihai Kerry

Company identity defines only each product position.

Kaifeng Lixing Food Co., Ltd. appears in convenient-food processing and related project information, showing that this product route exists in Kaifeng. A company name and project mention provide no current output, revenue, customers or continuing-operation result, and the firm does not inherit municipal targets.

Kaifeng Shangdu Industrial Co., Ltd. is linked with a local food-processing project direction, confirming its name and Kaifeng project location. Inclusion does not establish completion or stable production, and it creates no presumed ownership, procurement or sales relationship with Lixing or Yihai Kerry.

Yihai Kerry (Kaifeng) Food Industries Co., Ltd. occupies an oilseed and food-processing position in Kaifeng. Historical policy and public information confirm that bounded role without establishing current output, capacity, revenue or market share. Each company needs its own licences, project acceptance and recent operating results.

  • The three companies occupy different food routes.

08 · Testing Cluster Capability through a Product Lot

Inputs, licences, temperature and delivery reveal capability.

The six formal municipal sources can answer how Kaifeng framed agri-food processing, modern supply chains, rural modernization, investment transfer, green-food cluster cultivation, and later chain-group work from 2020 through 2024, and they identify four 2025 targets and four planning nodes. They do not directly answer whether the 2025 targets were attained, the current 2026 enterprise population, operating capacity in each zone, project acceptance status, realized RMB100-billion scale, or relationships among the three companies, because every answer remains bounded by its document date.

A reliable view aligns date, geography, unit, status, and entity. Historical policy is not a current measure, municipal targets cannot be allocated to counties, a ratio, conversion rate, chain count, and firm count are not interchangeable, an investment project is not an accepted result, planned cultivation scale is not output value, and entity identity cannot absorb regional indicators. Carrying these boundaries with each statement describes what is genuinely knowable about Kaifeng food processing better than combining several plans into an apparently complete present industry map.

Use a seven-part source check before drawing a conclusion: confirm the issuer and original document, the policy period, the geographic level, the unit and denominator, whether the statement is a target, project, or recorded result, the project's stage, and independent support for any named company. If one item is missing, keep that uncertainty visible and consult the source again. Future updates should favour 2025 implementation reports, statistical releases, completion records, current licences, and statutory company filings instead of borrowing a nearby plan. Conflicting updates should remain side by side until the responsible authority explains them. Only figures aligned in issuer, place, classification, threshold, period, and status belong in one comparison.

  • Lot records reach beyond headline industry figures.
