Jinhua Small-commodity Manufacturing
Jinhua provides the municipal setting for small-goods manufacturing, while Yiwu concentrates apparel, hosiery, jewellery, daily-use products, cosmetics and printing and packaging. A diverse market does not mean that every item is made locally or in one factory. Manufacturing capability returns to product standards, materials, process, order size and quality responsibility.
Formation and regional foundations
Yiwu manufacturing planning lists many small-goods categories and treats standards, design, digital factories and market–factory linkage as upgrading directions. Work in 2024 continued to focus on textiles and apparel, fashion and daily-use goods, cosmetics, and printing and packaging. The RMB 50 billion above-scale output figure is a 2025 plan target, while cosmetics company and output figures use another date and subsector.
Small-goods manufacturing is not one linear sector but a collection of apparel, hosiery, jewellery, crafts, daily-use goods, cosmetics and packaging processes. The Yiwu market supplies demand and channels, while factories produce to their own materials, licences and quality standards. Municipal context, county targets and cosmetics-subsector data remain distinct.

Jinhua and Yiwu Small-goods Manufacturing Branches
How the Market Core Connects Textiles, Daily-use Goods, Cosmetics and Packaging
Branches show product categories and policy connections. Place of sale is not assumed to be place of manufacture, and company relationships are not inferred.
- Jinhua small-goods manufacturing context — The municipal setting also includes county specialities such as hardware, woodcarving and crystal.
- Yiwu manufacturing core — Market demand and multi-category factories are closely connected in Yiwu.
- Textiles, apparel and hosiery — Yarn, knitting, dyeing, sizing and garment quality form one product route.
- Daily-use goods, crafts and jewellery — Materials, finishing and small varied runs shape manufacturing organisation.
- Cosmetics manufacturing — Formulation, production licensing, stability and packaging compatibility form separate thresholds.
- Printing and packaging — Labelling, colour, material and transport protection connect products with markets.
- Green transition and market linkage — Planning places standards, digital factories and market feedback within the upgrading direction.
01 · Jinhua Context and the Yiwu Manufacturing Core
How do municipal specialities differ from Yiwu factories?
The Zhejiang commerce profile lists small-commodity manufacturing at the Jinhua municipal level while separately presenting county specializations such as Yiwu’s market, Yongkang hardware, Dongyang woodcarving, and Pujiang crystal. Two Yiwu manufacturing and development plans then place product scope, upgrading directions, and county targets inside Yiwu. Jinhua therefore supplies the upper-level industry context and Yiwu supplies the manufacturing-core evidence. They are not one statistical population, and output or enterprise counts cannot move between them.
Yiwu is a county-level city under Jinhua, but administrative inclusion does not permit upward scaling of a metric. Yiwu planning defines county small-commodity manufacturing across apparel, hosiery, jewellery, textiles, zippers, cosmetics, crafts, daily-use goods, and printing and packaging. The Jinhua profile confirms municipal industry position but provides no matching current total. Calling a Yiwu target a Jinhua result, or substituting market-trade scale for manufacturing output, would mix geography, activity, period, and enterprise population at once.
Every item needs a Jinhua-municipal or Yiwu county-level label, together with its manufacturing, market, logistics or policy context and date. Numeric comparison also requires the same enterprise universe, above-scale boundary, currency unit and planned or achieved status. A later year joins the series only when those definitions align; material establishing industry position can explain structure but cannot fill output, company counts, turnover or county distribution.
- Jinhua provides the wider industrial geography, while Yiwu information defines the small-goods categories more specifically.
02 · Small Goods Use Many Different Processes
Why can apparel, jewellery and cosmetics not share one capability description?
Yiwu small-goods manufacturing spans apparel and hosiery, zippers and jewellery, crafts and daily-use goods, cosmetics, and printing and packaging. Each category has its own materials, equipment, licences and tests. Planning places them within one county manufacturing system without turning them into a single production process.
Parallel product categories do not establish production handoffs among companies, equal scale, or common measurement across chains. The combined target for eight traditional and emerging chains in the 2024 account cannot be narrowed and allocated to the small-commodity subset. Parks, cleaner production, and material upgrading in the ecological plan are spatial or transition directions and do not prove universal adoption. Connecting categories into a supply chain by name would invent customers, orders, logistics, and shared capacity.
Each category begins with its planning definition and then matches annual statistics, entity registers, product catalogues and project status for the same class. Apparel and hosiery, crafts and jewellery, cosmetics, and printing and packaging retain separate company populations and units, while digital, green and market-linkage work moves through proposal, pilot, adoption and measured outcome. Without direct transaction records, categories may share general process or policy context but cannot be connected as specific company supply.
- Materials, licences, equipment and quality risks differ; the multi-category label is a market grouping, not one process.
03 · RMB 50 Billion and the Cosmetics Snapshot
How should one plan target sit beside three subsector figures?
Yiwu's manufacturing plan sets a 2025 target of RMB 50 billion in above-scale output for small-commodity manufacturing. An official account from April 2024 separately records a cosmetics snapshot of 169 producers, more than 300 supporting enterprises and RMB 3.6 billion in 2023 above-scale output. The first is a county-level plan target, while the others are dated subsector observations that do not represent a current Jinhua-wide result.
RMB 50 billion covers the planned Yiwu small-commodity-manufacturing universe, while RMB 3.6 billion covers 2023 above-scale Yiwu cosmetics output. Different industry scope and period prevent subtraction to estimate other categories or calculation of target completion. The 169 producers and more than 300 supporting firms may also be different role sets and cannot be added without a deduplication rule. No value can be allocated to Kayou, Livshow, or Shengxuan or used to infer entity revenue or share.
Updating the RMB 50 billion target requires a matching Yiwu authority result that states the statistical year, above-scale boundary and full small-commodity-manufacturing population. Updating the cosmetics snapshot requires a producer register, a definition of supporting enterprises and later above-scale output under the same method. Sales, exports, market turnover and all-enterprise measures begin separate series. A newer publication does not by itself indicate growth until changes in population and prices have been excluded.
- RMB 50 billion is a small-goods manufacturing target, while the other figures describe cosmetics at a particular date.
04 · Textiles, Daily-use Goods, Cosmetics and Packaging
How does each of the four traditional chains handle acceptance?
Yiwu records consistently identify four traditional manufacturing nodes: textiles, apparel and hosiery; fashion daily-use goods, crafts and jewellery; cosmetics; and printing and packaging. The ecological plan adds spatial arrangements such as cosmetics and crafts-jewellery parks and proposes cleaner production, material upgrading, digitalisation and greening. These node names define policy attention but provide no complete tenant count, current capacity, project acceptance or trade across nodes.
Parks and industry chains appearing near one another in a plan do not place every firm inside a named park or prove that printing and packaging necessarily serves cosmetics or crafts entities. Manufacturing stages may have general technical relationships, but company supply, customer, and logistics links require orders or disclosures with matching legal entities, products, and periods. Policy calls for higher-end, digital, and green development remain directions and cannot establish completed upgrading at a node.
A node check begins with product definition and geography, followed by whether a formal register names an entity or project and whether construction, production or service is operating. A park needs an operator, boundary and tenant register; green upgrading needs participating entities, a process baseline and measured results; a value-chain relationship needs direct transaction evidence. A planning name alone establishes only node position and date, not present scale or company connections.
- Each chain has its own materials, samples and tests; a shared market does not make standards identical.
05 · How Market Feedback Returns to the Factory
Can sales trends become production instructions directly?
Yiwu manufacturing upgrading covers product standards, original design, digital factories, specialised SMEs and market feedback. Industry-chain work in 2024 added higher-end, digital and greener directions, while later ecological planning addressed cleaner production and park space. These measures form a continuous policy route whose results still depend on company coverage, energy use and order changes.
Policy linkage between market and manufacturing does not make market turnover a measure of local manufacturing output, nor does sale in Yiwu prove production in Yiwu. Digital factories, green parks, and cleaner production also require separation of plan, pilot, installation, stable use, and measured result. Without origin, producer, and product period, market data explains channel context only. Without a baseline and coverage population, green language cannot become an energy-saving rate, emission reduction, or company performance result.
Evaluating market-manufacturing effects requires linked product codes, producers, origin, sales period, and settlement definitions, with external production, re-export, and inventory changes excluded. Evaluating green transition requires the process, upgrade date, participating entity, unit consumption before and after, and a result from an authority or qualified third party. Policy direction can identify subjects for further inquiry but cannot calculate local output, export contribution, or company upgrade returns.
- Order specifications, sample approval and delivery dates translate market demand into a manufacturable revision.
06 · Cosmetics Form a Separate Subsector
Why does a colour-cosmetics product require its own compliance route?
Cosmetics form one Yiwu small-goods category but follow their own licensing and quality rules. Official media counted 169 manufacturers and over 300 ancillary firms at a dated snapshot; above-scale cosmetics output for 2023 was RMB 3.6 billion. Those measures apply to the subsector rather than apparel, crafts or manufacturing across Jinhua.
Producers, supporting enterprises and above-scale output are three different definitions. Supporting firms may involve packaging, materials, equipment or services, but the report provides no complete register or deduplication method and cannot establish relationships among entities. Above-scale output covers only firms meeting a statistical threshold and cannot be divided by all producers or supporting firms to estimate an average. A park or base name does not place all 169 producers together or prove Livshow’s scale, share or policy benefit.
Further study of the cosmetics subset can maintain three separate time series for producers, supporting enterprises, and above-scale output, each retaining definition, as-of date, source, and revision notes. Company roles are confirmed only when a formal register names entities individually, park coverage requires addresses or tenant records, and output change requires matching statistics. A later account that merges producers and supporting firms or uses sales starts a new series rather than creating false continuity.
- Formulation, production licensing, stability, microbiology and packaging compatibility cannot be replaced by general small-goods standards.
07 · Kayou, Livshow and Shengxuan
Which product differences do the three companies illustrate?
Yiwu industrial information names Zhejiang Kayou Animation Co., Ltd., while other public material associates it with creative stationery and card products. A 2025 industrial-enterprise list records Zhejiang Livshow Cosmetics Co., Ltd.; recognition or incentive lists identify Zhejiang Shengxuan Crafts Co., Ltd. and its crafts direction. These entries establish each company's name, location and product category on the relevant date, but they do not guarantee the same operating status today.
List inclusion answers identity or eligibility at a record date. It supplies no continuing production, product mix, output, revenue, capacity, customers, orders, or market position. Kayou’s stationery and cards, Livshow’s cosmetics, and Shengxuan’s crafts belong to different categories. Their presence in one Yiwu small-commodity frame does not establish supply, customers, ownership, logistics, or shared facilities. The three cosmetics observations cannot be allocated to Livshow, and the RMB 50 billion target cannot be divided among the entities.
For the three companies, legal names and list dates establish identity first; recent information must then confirm Kayou's card or stationery catalogue, Livshow's cosmetics production licence and Shengxuan's crafts range. Any capacity or output figure needs a reporting period and unit, while a partnership requires corroboration from both parties or a competent authority. Historical lists remain leads, but brand prominence, neighbouring categories or a shared Yiwu location do not demonstrate business performance.
- Trading cards, cosmetics and crafts occupy different categories, so company identity cannot establish shared capacity.
08 · Use a Sample to Lock the Manufacturing Revision
How can a small trial order reduce misunderstanding?
Jinhua supplies the broader municipal industry context, while Yiwu shows how multi-category factories connect with the market. Manufacturing planning defines products and targets, industry-chain work describes upgrading, and the cosmetics snapshot covers one subsector. The combined information reveals structure without listing every current company or transaction.
Jinhua context cannot replace Yiwu statistics, and the cosmetics subset cannot represent all Yiwu small goods. Plan targets, reported results, market transaction scale and manufacturing output answer different questions. Even identical numbers belong to different series when geography, company population or indicator name changes.
Assessing an Yiwu factory starts with product category, legal entity, manufacturing location, licences, materials and approved sample revision before volume and delivery date. Industry targets explain local direction but do not replace current plant capability. A small trial that locks material, colour, dimensions, labelling and packaging reveals delivery performance better than market scale.
- An approved sample should lock material, colour, dimensions, labelling, packaging and permitted deviations.
Sources and reading notes
Jinhua municipal and Yiwu county-level information remain labelled separately, and cosmetics figures apply only to that subsector. The map shows product branches and market linkage without treating three companies as the whole sector or as suppliers to one another.
