Guangzhou Baiyun cosmetics

Guangzhou Baiyun’s cosmetics industry covers ingredients, R&D, testing, production, design, packaging, trade and brand services. The nationally recognised Baiyun district cluster is a formal district-level unit within Guangzhou’s wider cosmetics economy, and public figures retain their separate 2022, 2023 and 2025 carrier dates.

Formation and regional foundations

In 2023, MIIT placed the cosmetics cluster of Baiyun District, Guangzhou, Guangdong, on its specialised SME cluster list. District material identifies Guangzhou High-tech Zone’s Private Science and Technology Park as a carrier and records production, trade, R&D and testing networks; the three full legal entities are only source-verifiable representatives.

Baiyun material discusses a national district cluster, Guangzhou’s citywide industry, the Baiyun Beauty Bay brand, specialised parks and company projects. Reading it requires separating administrative scale, statistical year, full legal entity and project state.

Core geography: The cluster is in Baiyun District, Guangzhou, Guangdong. The map coordinate marks only a coarse arrival point for the representative company Guangzhou Minghua Flavours and Fragrances Co Ltd; it is neither the centre nor the boundary of the cluster, Baiyun Beauty Bay, a park or a plant, nor a registered address or precise entrance, and it does not locate the other two firms.

Industry stages and three representative firms

Seven industry connections

Lines show only industry stages and company contexts described by the sources; they do not imply transactions, investment, equity or control among the three firms.

  • National Baiyun district cluster — MIIT’s 2023 list confirms the full cluster name.
  • Ingredients and fragrances — District material places Minghua in the ingredients stage.
  • Formulation and manufacturing services — The white-paper report records an OEM/ODM manufacturing context.
  • R&D, testing and packaging — Carrier material covers R&D, testing, design and packaging.
  • Guangdong Bawei — The full entity corresponds to planning, R&D, testing and manufacturing services.
  • Minghua Fragrances — The full entity corresponds to fragrance R&D and production for daily-use products.
  • Guangzhou Huachujian — The full entity corresponds to an OEM/ODM production context.

01 · The national list confirms the Baiyun district cluster

A formal district unit is distinct from the citywide industry network

MIIT’s 2023 notice and attachment place the cosmetics cluster of Baiyun District, Guangzhou, Guangdong, on the specialised SME cluster list. The source establishes the full name, jurisdiction, recognition year, three-year term and dynamic management.

A Baiyun page identifies Guangzhou High-tech Zone’s Private Science and Technology Park as a cluster carrier and lists headquarters, production, sales, R&D, design, exhibition trade and testing. The carrier explains organisation but is not a complete company roster.

Guangzhou’s wider cosmetics economy also spans nodes in Huadu, Huangpu, Conghua and Sanyuanli. This record explains only the MIIT-named Baiyun district cluster: it neither merges the citywide network with the district designation nor claims that they are mutually exclusive.

02 · Each statistic has its own time and scope

Incomplete counts, white-paper figures and retrospective data cannot be spliced

The 2023 cluster profile uses incomplete 2022 statistics, reporting nearly 1,300 cosmetics manufacturers, more than 4,200 commercial firms and CNY 10.71 billion of output in Baiyun. These figures apply only to the source year and basis.

The white-paper report instead gives 212 above-scale cosmetics manufacturers and CNY 9.568 billion of output for January through September 2023. Its population and time window differ, so it cannot be added to or substituted for the 2022 figures.

A 2024 district report provides regulated and above-scale company counts, output and an overall scale estimate as a 2023 retrospective, while treating a hundred-billion-yuan cluster as a direction. Retrospective figures are not a live census, and the target is not an achieved result.

03 · Industrial carriers serve different functions

A park opening is not completion of the whole cluster

The white-paper report describes northern Baiyun as a production concentration and the south as a headquarters and wholesale-retail concentration, while including R&D, testing, ingredients, design and packaging in the wider chain. This is spatial division, not proof that every company covers every stage.

A 2024 district report mentions Wulonggang, Fengxiang Park, Baiyun Beauty Bay Plaza and a group of research institutes as production, trade or R&D carriers. Baiyun Beauty Bay is a brand and carrier context, not a substitute for the national cluster’s formal name.

Fengxiang Park opened in April 2025 and its first seven companies signed to enter. The official function covers R&D, production, inspection, display, warehousing, logistics and ingredient procurement. Opening and signing are dated milestones, not proof that every signatory had begun production.

04 · Bawei represents manufacturing and testing services

Listing, operations and one inspection retain their dates

Baiyun’s national-cluster profile places Bawei in production, and the white-paper report lists it as a manufacturer with notable OEM and ODM capability. The short name is used only after the full entity Guangdong Bawei Biotechnology Co Ltd is established.

A 2024 Jianggao Town profile records product planning, R&D, testing, production and ODM/OBM services, while the municipal financial-regulator page verifies its Beijing Stock Exchange listing on 29 March 2024. Customer counts and first-day performance are not extended into current operating results.

The market regulator’s second 2022 inspection table lists the full entity, licence number Yue-Zhuang 20160687 and a compliant result for that inspection. The finding applies only to that event and does not mean permanent compliance for every product or later period.

05 · Minghua represents the ingredients stage

A research centre, headquarters project and partners are not separate entities

Baiyun’s cluster profile places Minghua in the ingredients stage. A 2022 market-regulator page verifies the full name Guangzhou Minghua Flavours and Fragrances Co Ltd and records fragrance R&D and production equipment, an innovation team and an engineering research centre.

A 2021 Baiyun government visit describes flavour-and-fragrance research, production and import-export trade, including fragrances for daily-use products. Workforce, export markets and a headquarters under construction belong to that interview date and cannot become current figures or a completed project.

A 2024 district report records Minghua joining a Baiyun Beauty Bay research-cooperation signing, while a 2025 science-bureau notice lists the entity in Guangdong’s second 2024 high-tech enterprise batch. Neither the partner institute nor the certificate creates a fourth company or formal cluster membership.

06 · Huachujian represents OEM and ODM production

A framework agreement, register and inspection are not interchangeable

The white-paper report lists Huachujian as a manufacturer with notable OEM and ODM capability, while a 2020 Guangzhou government page records Baiyun signing a cooperation framework with Guangzhou Huachujian Biotechnology Co Ltd. Intended investment and full-output values remained projections at signing.

A 2024 MEE pollutant-register page verifies the full entity and gives an operating site on Helong Seventh Road in Baiyun and its registration number. The register’s industry category neither replaces a cosmetics-production licence nor describes the company’s entire business.

The market regulator’s third 2022 inspection table lists the company, licence number Yue-Zhuang 20160239 and a compliant result for that event. The 2025 science list only checks the separate entity, Baiyun district and certificate number; neither regulatory source is a cluster roster.

07 · The signing presents an intended chain

Ingredients, formulations, products, services and packaging are not all in production

A 2020 Guangzhou government page records Baiyun signing beauty-and-health cooperation frameworks with companies including Huachujian and Minghua, intended to cover functional ingredients, formulations, products, tools, ODM, OEM and packaging. This describes the chain design at signing.

The project report uses distinct states such as signing, construction start and completion. The Huachujian and Minghua passages concern frameworks and intended bases; completed projects elsewhere on the page do not mean these two projects had entered production.

Later district sources can cross-check ingredients, R&D, manufacturing and testing stages and show that the firms remain in Baiyun’s industry context. They cannot automatically realise the 2020 investment projections, construction progress or full-output values.

08 · Three full legal entities retain their boundaries

Representatives are not a complete roster and control independence is not inferred

Public sources separately verify three representative companies: Guangdong Bawei Biotechnology Co Ltd, Guangzhou Minghua Flavours and Fragrances Co Ltd and Guangzhou Huachujian Biotechnology Co Ltd. The science list assigns distinct certificate numbers to Minghua and Huachujian, while other official material confirms each company’s full name.

Short forms such as Bawei shares, Minghua and Huachujian appear only after full entities are established. Factories, operating sites, headquarters projects, research centres, partner institutes, client brands, certificates, product lines and OEM, ODM or OBM services are not split into companies.

Public material supports the three companies as representatives of ingredients and manufacturing services, but supplies neither ultimate-control data on a common basis nor an MIIT membership roster. The firms are therefore not claimed to have independent controllers and do not form a complete or formal member list.

Sources and reading notes

The designation list proves only cluster identity. District and municipal pages explain the chain, carriers, statistics and signing dates, while regulatory and enterprise material checks company facts. The three firms are not a complete roster, and available sources do not establish independent ultimate controllers.
