Dali New-energy Power Equipment
Dali Prefecture’s new-energy manufacturing is distributed between Dali and Xiangyun economic development zones. The former hosts photovoltaic cells and modules; the latter connects upstream silicon photovoltaics with new-energy batteries. They share a prefecture-level strategy but remain distinct administrative and production spaces.
Formation and regional foundations
Prefectural reviews for 2023 and 2024 recorded photovoltaic commissioning and increases in renewable and total power capacity. Figures published in 2026—more than 8 GW of new-energy installations and 21.62 GW of total capacity—describe the energy system, not the manufacturing capacity of photovoltaic or battery companies.
Dali’s new-energy industry has both manufacturing and energy-system dimensions. Dali and Xiangyun economic development zones host different projects, while the prefectural grid provides the operating environment. Batteries, photovoltaic cells, modules and power equipment are not one form of capacity. Huasun, Yingli and Hongxin New Energy provide three company and project viewpoints.

The Dual-zone Layout of New-energy Manufacturing in Dali
Where Photovoltaics, Batteries and Power Equipment Are Located
The diagram separates prefecture, zone and project scales; it does not map transmission lines or logistics distances.
- Dali Bai Autonomous Prefecture working view — Autonomous-prefecture observation layer joining separately dated government reports, policy measures, a formal scheme and the Fifteenth Five-year plan without collapsing counties, cities or development zones
- Dali Economic and Technological Development Zone — Separately named development-zone node carrying photovoltaic-cell and module manufacturing context within the prefecture frame without inheriting Xiangyun functions or prefecture aggregates
- Xiangyun Economic and Technological Development Zone — Separately named Xiangyun node carrying upstream silicon-photovoltaic, battery-component and future dual-core context without conversion into a Dali City site or allocation of prefecture totals
- Yunnan growth-manufacturing-cluster recognition — Provincial recognition confirmed by the formal Fifteenth Five-year plan and retained as a designation context rather than national status, company certification, membership list, performance award or completed target
- Photovoltaic cell and module stage — The cell-and-module node connects a historical HJT-cell commissioning milestone with the wider silicon-photovoltaic direction; it does not indicate current volume or supply relationships.
- Silicon-photovoltaic and battery-component context — Prefecture scheme and plan node covering eleven projects, storage-battery capacity and upstream directions while retaining aggregate, product, zone and project-status boundaries
- Power-equipment R&D and energy-demand context — Context node linking a planned equipment pathway and smart-equipment research direction to separately measured prefecture energy-system deployment without asserting procurement, orders, delivery or operating relationships
01 · Three Geographic Layers: Prefecture and Two Zones
Dali Prefecture supplies the overall frame, while its two development zones host different manufacturing directions.
Dali’s new-energy equipment is not concentrated in one urban district. Dali Economic and Technological Development Zone hosts photovoltaic-cell and module projects, Xiangyun’s zone carries silicon-material and new-energy-battery directions, and the prefectural power system spans several counties and cities. The dual-core concept in the 2026 plan assigns roles to two zones rather than merging them into one homogeneous factory area. Prefecture figures cannot be averaged across Dali City, Xiangyun County or individual firms.
In public material, Dali may mean Dali Bai Autonomous Prefecture, Dali City or the Dali development zone, which are not interchangeable places. A prefecture work report can describe regional installation and industry conditions, while a zone page supports only projects and functions at that location. Reducing the prefecture to its central city would omit Xiangyun and misplace regional capacity, policy funds and project counts in one park.
For a visit, label each location Dali Prefecture, Dali development zone or Xiangyun development zone, then add project address, product, engineering status and unit. A prefecture plan belongs to a park only after a formal allocation. A project with an unclear address should remain at regional level until approval, environmental or acceptance papers locate it. This prevents a route map from inventing unified capacity.
- The zones are not interchangeable, and prefectural figures cannot be averaged across projects.
02 · Historical Checkpoints from Project Commissioning
Government reviews record commissioned projects and power installations for specific years.
The 2024 prefecture work report, looking back on 2023, describes projects including Dali Huasun’s high-efficiency heterojunction cells as completed and commissioned. It also records new-energy installation above 4 million kW and total power capacity above 18 million kW. These are retrospective 2023 milestones. Commissioned identifies the project stage at that time and does not by itself establish current output, utilisation or orders.
The following report reviews 2024 and records 28 photovoltaic projects at full grid connection, new-energy installation above 7 million kW and total power capacity above 20 million kW. Generation installation is an energy-system measure; cell, module and storage-battery capacity are manufacturing measures. Twenty-eight connected generation projects are not twenty-eight manufacturers and do not automatically become orders for the three named firms.
A useful timeline retains publication date, retrospective year, measure type and engineering status. New-energy installation, total power capacity, connected projects, manufacturing projects and company capacity stay in separate columns. Current factory operation still requires recent licences, acceptance, recruitment, energy inspections or company operating information. A milestone in an older report does not update itself over time.
- Commissioning marks a completed stage without proving full present utilisation.
03 · What the Energy-system Figures Measure
Renewable and total power installations measure the energy system rather than factory capacity.
In its Fourteenth Five-Year retrospective, the 2026 prefecture work report records more than 8 million kW of new-energy installation and 21.62 million kW of total power capacity, and calls green energy the leading pillar industry. These statements establish the scale and policy position of the prefectural power system. They allocate no installation to either development zone and do not convert it into revenue for photovoltaic, storage or power-equipment firms.
The 8 million kW sits within the 21.62 million kW total, but subtraction does not accurately divide hydropower, thermal power or other sources because classifications and adjustments are not shown in the two totals. A large energy system may create equipment, maintenance and grid-service demand. Only a named tender, purchase, order or project list can connect that possibility to a manufacturer.
Energy analysis should continue with annual installation structure, new connections and retirements from the same authority. Manufacturing analysis instead needs equipment category, procurement, construction stage, delivery and warranty responsibility. Generation capacity and a battery plant’s annual capability may both use power units, yet refer to different products and time bases. They cannot be combined into one market-size figure.
- Manufacturing and electricity can support one another, but their measures are not convertible.
04 · How Industrial Support Reaches Projects
Funding and policy programmes have specific recipients, years and application conditions.
Dali’s 2024 economic measures support the new-energy power-equipment cluster, silicon photovoltaics and new-energy industries, and set a prefectural industry-guidance fund envelope of at least RMB 500 million. The envelope covers several industries rather than a fixed allocation to equipment. It provides policy tools and application directions but does not show that a project received money, completed construction or produced sales.
Support, encourage, seek and guide express policy direction rather than an award. The envelope may be distributed across industries, years and projects, so dividing RMB 500 million by a project count cannot estimate a company’s subsidy rate or return. Even an eligible firm still passes through application, review, notice, contract, disbursement and acceptance before an actual benefit can be confirmed.
For one project, list eligibility, support form, total-fund scope, application period, responsible authority and completion evidence, then seek the formal guide, proposed award, allocation and acceptance result. A company claim of key support remains a question when it lacks project, amount, conditions and period. An industrial direction is neither a government guarantee nor assurance that a project will proceed.
- A supported direction does not mean every firm received the same amount.
05 · Project Counts and Capacity Aggregates
Eleven key projects and 12.5 GW of storage-battery capacity form a dated aggregate.
Dali’s modern-circulation scheme records eleven prefecture-level battery and silicon-photovoltaic key projects and 12.5 GW of storage-battery production capability. It also plans an equipment path through basic power components, blades, generators, converters, gearboxes, towers, cables and final assembly. The first two are dated portfolio and capacity aggregates; the latter is a desired equipment chain. Planned stage names are not all operating capacity.
Eleven counts projects, while 12.5 GW describes storage-battery production capability. The measures use different units and are not allocated item by item to Dali or Xiangyun. Projects may be planned, under construction, in trial production or operating, and may make different products, so capacity divided by project count is not an average. Blades and batteries appearing near each other in a plan establish no order or supply link.
Turning the aggregates into a factory list requires name, location, product, stage, designed capability, actual output and latest evidence for every project. The 12.5 GW also needs a statistical date, technical product basis, completed-versus-construction scope and a double-count check. Another equipment stage becomes operating only when a tender, environmental review, licence, acceptance or production record identifies it.
- Aggregate figures need the project list before construction and operating status can be assessed.
06 · Cluster Recognition and Future Layout
A growth-cluster designation and the dual-core layout for the next plan period indicate policy direction.
The 2026 Fifteenth Five-Year plan confirms Yunnan provincial recognition of Dali’s new-energy power-equipment cluster as a growth-oriented manufacturing cluster. This establishes a provincial cluster identity, not a national title, product certification or project acceptance. It does not by itself show that Huasun, Yingli and Hongxin are formal members, much less that the three collaborate.
The plan also sets a Dali–Xiangyun dual core, directions in silicon photovoltaics, batteries and smart power-equipment R&D, and 2030 objectives. Historical results, a 2025 baseline, annual tasks, proposed projects and 2030 targets belong to different times. R&D wording does not replace teams, patents, test facilities or product results, while a target is not present capacity or revenue.
Implementation tracking can code every task as completed history, present baseline, annual action, proposed project or 2030 target, then follow construction, equipment installation, trial production, acceptance and stable operation year by year. Formal membership needs a list, R&D capability needs people, equipment and results, and completion needs acceptance. A recognition title shows policy position but does not answer all three questions.
- A designation reflects organisation and direction, not immediate output or market share.
07 · Three Firms in Different Project Contexts
Public information on Huasun, Yingli and Hongxin concerns different products and dates.
The exact name Dali Huasun New Energy Technology Co., Ltd. can be cross-checked between a prefecture agreement page and a 2025 industrial energy inspection, while the 2024 work report supplies a historical heterojunction-cell milestone. The agreement records a dated arrangement, the inspection a bounded review and the report a past project status. None independently discloses present capacity, output, revenue, customers or market share.
Government information supports the exact name Dali Yingli New Energy Co., Ltd., its Dali-zone location and photovoltaic-module category. Capacity, output or tax figures attributed to the company retain that attribution, while an energy inspection answers only its stated scope. Yingli is an entry point to the zone’s module stage; it cannot inherit prefectural generation capacity, the storage-battery aggregate or the eleven-project total.
Dated pages also support the full name Hongxin New Energy Technology (Yunnan) Co., Ltd., its Xiangyun-zone location and its silicon-rod or wafer project category. Project phases describe construction arrangements and an inspection covers its bounded review; neither replaces current capacity, output, orders or comprehensive compliance. Each of the three firms needs separate current registration, licences, acceptance and operating information. Regional proximity establishes no ownership or supply relationship.
- Company comparison starts by aligning cells, modules, battery parts or equipment categories.
08 · From Energy Context to the Factory Floor
Prefectural renewable power and the dual-zone layout provide a clear setting for Dali manufacturing.
Before entering a Dali manufacturing site, decide whether the question belongs to the prefectural power system, the Dali or Xiangyun zone, a product stage, a project or one company. Regional installation and the cluster title explain the energy setting and policy direction. They do not answer each zone’s operating capacity, the status of all eleven projects, allocation of the RMB 500 million fund or transactions among firms.
Five conditions must align: geography, date, unit, product and status. Prefecture generation installation does not combine with factory capability; 12.5 GW of storage-battery capability is not assigned to a module producer; and 28 connected projects are not the eleven manufacturing priorities. A 2030 target is not present reality, and provincial cluster recognition does not replace a company list. Only with these boundaries can a figure be compared correctly.
At a factory, begin with one product and verify legal entity, address, licences and acceptance, designed capability, the operating line, conforming output, energy use and inventory, then ask for customer type and delivery evidence. For a generation or storage project, verify owner, equipment purchase, connection date, actual generation and maintenance responsibility. The routes meet only when a tender or order explicitly connects them; prefecture totals do not substitute for a commercial relationship.
- A field assessment ultimately turns on project entity, process, effective capacity and delivery.
