Cixian circular chemical materials

Cixian's circular chemical-materials cluster is centred on the new-materials park in Hebei Zhanghe Economic Development Zone. It directs coal tar, coke-oven gas and crude benzene from coking into carbon black, wash-oil separation, benzene hydrogenation, phthalic anhydride and functional-intermediate plants. Its sourcing value is not in relabelling coke as a new material, but in tracing each feed stream, impurity profile, continuous-process capability, utility boundary and finished-product specification.

Formation and regional foundations

Cixian's circular system begins with two roles. Coking operators such as Yutai and Xinsheng supply coal tar, gas and crude benzene; processors including Sinochem Xinbao, Black Cat and Yulong then handle selected fractions or by-products in their own plants. Water, power, steam, gas, wastewater treatment and safety controls connect continuous operations across the park, while contracts, tanks, metering and test records must still prove material transfers between legal entities.

Coal tar, coke-oven gas and crude benzene are not ordinary feedstocks with fixed specifications. Coal blending, oven operation, condensation, recovery and transport alter moisture, sulphur and nitrogen impurities, fraction balance and processability. Downstream plants must close the loop among incoming tests, tank blending, continuous separation, reaction control and residual routing. Cixian shortens the physical distance among these plants, but it does not erase legal-entity, batch or quality-accountability boundaries.

From coke-oven by-products to functional materials

Six operating points to verify together

Links show transfers of material, energy or test responsibility; they do not imply common ownership.

  • By-product feed desk — Establishes feed identity by oven source, tank, quantity, moisture and impurities.
  • Gas cleaning and energy grid — Recovers components and routes qualified fuel gas, steam and waste heat through the park.
  • Coal-tar and wash-oil separation — Uses distillation and refining to obtain fluorene, quinoline, methylnaphthalene and other fractions.
  • Carbon-black reaction and pelletising — Controls particle size, structure, tint and impurities through feed oil, reaction and finishing.
  • Benzene and phthalic-anhydride units — Separately controls hydrogenation purity, catalyst operation, oxidation selectivity and resin fit.
  • Utilities, safety and environmental control — Brings steam, power, water, flare, wastewater, VOCs and emergency interlocks into the operating boundary.

01 · Give the by-product an identity first

Coal tar, wash oil or crude benzene under one trade name still changes with oven, recovery and storage.

Cixian's circular logic begins not with a product catalogue but with the coking plant's material balance. Coke production also yields coke-oven gas, coal tar, crude benzene and ammonia- or phenol-bearing water; quantity and composition shift with coal blend, oven temperature, coking time and recovery state. A specification that says only 'park coal tar' cannot determine which fraction suits carbon black, separation or hydrogenation.

Feed identity should reach the supplying entity, source unit, tank number, sampling time, quantity and certificate of analysis. Moisture, density, distillation range, ash, sulphur, nitrogen and insolubles are not decorative figures: they affect tank stratification, exchanger fouling, still bottoms and catalyst life. Long-term contracts also define isolation, retest and return routes for abnormal lots.

Co-location shortens transport but does not replace custody metering. Pipelines require flow-meter, sample-point and switching records; tankers require before-and-after weights, seals and cleaning status. Shared tank farms also need blending rules. Only a clear custody boundary turns 'circular use' into traceable commercial delivery.

  • A trade name does not replace feed identity.
  • Tests connect directly to plant risk.
  • Short transfer still needs custody metering.

02 · Coke-oven gas is not a free utility

Cleaning, calorific value, pressure and continuity decide whether gas is fuel or chemical feed.

Coke-oven gas leaves the oven with tar mist, sulphur compounds, ammonia, benzene species and moisture; it is not stable natural gas. Gas-quality review includes condensation, detarring, ammonia removal and desulphurisation status, because downstream burners, boilers and synthesis routes tolerate impurities differently. The published gas chain shows a resource base, not the quality available at a particular hour.

Once gas enters a multi-product energy system, both supply and demand move with oven load, downstream operating rate and maintenance. A steam or fuel-gas buyer looks beyond nameplate capacity to flow, pressure, calorific value, variation and venting across at least one full production cycle, then asks about backup fuel and curtailment priority. A continuous plant often fears a brief interruption more than a low average.

Gas economics belongs beside the environmental account. Recovery can reduce venting and displace purchased fuel, yet desulphurisation, compression, network loss and standby systems cost money; tail-gas power also depends on generator efficiency and uptime. Bid comparison places standard-volume gas, calorific adjustment, utility charges and emission responsibility in one table.

  • Gas quality determines use.
  • Continuity can matter more than average supply.
  • Heat, cost and emissions are assessed together.

03 · Wash-oil separation runs through narrow windows

Close-boiling components require stable feed, column efficiency and reflux control, not a catalogue judgement.

Sinochem's disclosure locates the Cixian base's strength in wash-oil processing and its four-furnace, five-column separation system, not in a generic coal-chemical scale claim. Wash oil contains quinoline, methylnaphthalene, fluorene, indole and other aromatic heterocycles with close boiling ranges and variable concentration. Continuous separation balances column pressure, temperature profile, reflux and cut points; one laboratory purity result does not prove long-run yield.

Sourcing criteria change with the target molecule. Industrial fluorene for optical or pharmaceutical intermediates needs assay, colour, crystallisation and named-impurity control; quinoline or isoquinoline entering electronics or membrane routes also needs moisture and trace-impurity limits. A supplier provides specification, test method, typical-lot data and deviation handling rather than merely calling a product 'high value'.

Heavy residues and off-spec cuts remain at the separation tail. Public reporting says Xinbao uses residues as fuel or further feed, but project review checks actual destination, inventory age, hazardous-waste determination and receiver qualification. 'Using everything' is genuine only when quality, quantity and compliance records close, rather than moving a disposal burden to another company.

  • Plant configuration does not itself prove stable yield.
  • Each molecule needs its own impurity table.
  • Residual streams also need closed records.

04 · A carbon-black grade is made inside the reactor

Feed oil, temperature, residence time and quench shape particle size, aggregate structure and surface.

Cixian's published 160,000-tonne carbon-black capacity confirms an operating industrial base, but carbon black is not one commodity. Tyre tread, carcass, general rubber and pigmentation demand different reinforcement, hysteresis, dispersion and tint; these properties respond to feed aromaticity, reaction temperature, residence time, air ratio and quench position. Procurement fixes grade and application, not tonnes alone.

Collection, pelletising, drying and screening after the reactor also shape delivery. Powder and wet-pellet products differ in bulk density, pellet hardness, fines, sieve residue and moisture, directly affecting conveying dust, dosing and compound dispersion. A line audit connects reactor data to packed lot numbers and samples retained material and final-test records.

Black Cat's annual report discloses a tail-gas generator at the Handan base, placing carbon-black off-gas inside an energy-recovery system. Review still aligns power output with carbon-black production, gas heat value, generator downtime and flare venting, then checks water-recycle make-up and blowdown. Installed equipment alone can overstate annual resource utilisation.

  • Grade must be tied to use.
  • Finishing determines delivery form.
  • Recovery is assessed over actual yearly operation.

05 · Benzene derivatives do not share one quality sheet

Hydrogenation, catalytic oxidation and functional intermediates face different reactions and downstream needs.

The park's separation of benzene and fine-chemical chains is a useful boundary. Crude-benzene hydrogenation focuses on sulphur and nitrogen removal, non-aromatics, distillation range and stable operation before further benzene-family separation. Phthalic anhydride passes through oxidation and purification and must meet colour, purity and acidity needs of plasticiser, alkyd or unsaturated-resin customers. One generic chemical certificate cannot describe both routes.

Long-cycle catalytic performance matters more to sourcing than a short compliant run. Sulphur, metals or heavy feed components affect catalyst activity, while hot spots, pressure drop and side reactions change yield and colour. A supplier shows continuous run length, planned shutdowns, catalyst replacement, key-parameter trends and off-spec rework rules so the buyer can judge delivery stability.

Public information also names electronic chemicals, optical resins and life-science materials as development directions, but planned or construction-stage projects are not current products. An inquiry separates commercial production, pilot samples, lines under construction and investment targets, requesting capacity evidence, sample data, progress or technical notes for each. This recognises extension potential without presenting future capability as today's supply.

  • Specify each reaction route separately.
  • Long-cycle data verifies stability.
  • Planned capacity is not current supply.

06 · Utilities decide whether a plant can run long

A continuous plant continually buys steam, power, water, cooling and treatment capacity as well as feed.

Cixian's published large loop covers water, power, gas, steam and wastewater treatment; together they form a plant's second production line. Low steam pressure disturbs distillation, warmer cooling water reduces condensation margin, voltage variation can trip interlocks, and wastewater restrictions may force reduced upstream load. Project review separates utility design values from summer, winter and maintenance-period measurements.

Shared systems also need priority and accountability rules. When an upstream plant cuts output, gas and steam balances change; when a downstream unit stops, by-products may return to tanks and consume storage. Park-wide scheduling can optimise the whole system, but company contracts still define minimum supply, maintenance notice, emergency isolation, out-of-limit quality and resulting disposal cost.

Digital scheduling can expose temperature, inventory and equipment anomalies faster, and Yutai's published case shows weighing, inspection and production monitoring moving online. A screen does not guarantee reliable data. Review samples instrument calibration, alarm response, manual bypass, access changes and offline paper records to confirm that the system supports rather than masks field control.

  • Utilities are a second production line.
  • Sharing requires explicit priority.
  • Online data still needs source-record sampling.

07 · Safety and environment are not end-of-pipe topics

Flammable, toxic and volatile material runs through tanks, reaction, separation, loading and wastewater systems.

Circular processing raises by-product use but also adds intercompany pipelines, tank switching and coupled continuous units. Benzene compounds, carbon monoxide, hydrogen sulphide and hot tar present different leak and exposure hazards. Safety review begins with material hazards and checks spacing, zoning, detection, emergency isolation, inerting, flare and personal protection rather than treating park-wide management as proof that one plant is compliant.

VOC control is traced to source and operating state. Closed sampling, loading vapour balance, pump and valve leaks, tank breathing and wastewater volatilisation create different emission points; treatment equipment matters only when temperature, flow and run logs can be checked. Xinbao's disclosed central off-gas treatment and Black Cat's power recovery identify facilities, but do not replace site logs and outlet data.

Coking and fine-chemical wastewater differs in phenol, ammonia, oil and salt load, so pretreatment and biodegradability are checked before common treatment. A sourcing or joint-venture project reviews water balance, storm-water separation, emergency basins, sludge and hazardous-waste destination, then assigns abnormal discharge, shutdown and third-party disposal cost. A price that excludes environmental cost merely postpones payment.

  • Risk travels with material through the process.
  • Facility claims need operating-data proof.
  • Environmental cost belongs in the responsibility matrix.

08 · Put circular relationships into the contract

Regional coordination becomes a supply chain only through executable specification, metering, outage and deviation clauses.

Cixian's four chains, 65 products and more than 80 firms make a useful candidate map, not a supplier decision. A shortlist is built around a target molecule or grade: legal entity and site in one column, operating unit and annual maintenance cycle in another, followed by feed source, critical impurities, lot size, pack, test method and downstream validation. Park density becomes procurement efficiency only through like-for-like comparison.

The contract turns by-product variation into executable conditions: feed and product windows, joint sampling and retained samples, custody meter, minimum continuous supply, maintenance notice, abnormal-lot isolation, price adjustment by usable content or heat value, and return or disposal of off-spec material. Intercompany pipelines also assign valve boundary, leak response and shutdown cleaning.

The final site check moves from documents to equipment. Select one feed lot and trace it through tank farm, control room, production record, final test, dispatch and residue destination; then trace one finished lot backward to feed and utility events. When both directions close, the company demonstrates control of continuous chemistry rather than merely occupying a place in a park-cooperation story.

  • Cluster figures build the candidate pool only.
  • Variation must become contract conditions.
  • Forward and backward traceability must both close.

Sources and reading notes

The unit of judgement is a material stream with a documented source, tank, certificate of analysis and named receiving plant. Review starts with the target product and use, then works backward through feed fraction, impurity limits, continuous run length, utility demand, hazardous-chemical permission and waste routing. Cluster revenue, planned products and investment targets show regional direction; they do not replace verification of an operating line, authorised scope or commercial batch.

  • The cluster reported 2024 revenue of RMB 13.2 billion and more than 80 resident enterprises.
  • Published information identifies four chains—coal tar, gas, benzene and fine chemicals—and 65 products.
  • Published operating capacities include 160,000 tonnes of carbon black, 100,000 tonnes of benzene hydrogenation and 80,000 tonnes of phthalic anhydride.
  • Sinochem Xinbao separates industrial fluorene, quinoline, methylnaphthalene and indole from wash oil, while routing residual material to fuel use or further processing.
