INDUSTRY CLUSTER · New energy & green mobility
Chongqing intelligent connected new-energy vehicles
Chongqing’s intelligent new-energy vehicle ecosystem spans complete vehicles, batteries and electric drives, smart cockpits, automotive electronics, software and components. The city produced more than 2.54 million vehicles in 2024, including 953,200 new-energy vehicles. Municipal totals indicate manufacturing density rather than the performance of one brand.
Formation and regional foundations
A long history of vehicle assembly created a supplier network and engineering workforce. New-energy power systems, software and electronics firms then gathered around major vehicle bases. Mountain roads add demanding test settings, while charging infrastructure and the New International Land-Sea Trade Corridor connect use and export.
Chongqing’s network includes 19 vehicle manufacturers and 543 intelligent new-energy component firms. Changan, Seres and Deepal represent different brands and entities, while power systems, cockpit software, automated driving and quality systems extend competition beyond assembly. Output matters, but so do testing, charging, logistics and talent.

01 · From Conventional Vehicle Base to New Energy
The 2024 output shows a deep vehicle base with a rising new-energy share.
Chongqing produced 2.318 million vehicles with output value of RMB 480.29 billion in 2023. The two measures describe physical volume and value and cover more than new-energy models. They show a substantial base of assembly, suppliers and skilled labour, but do not reveal sales or profitability for one NEV brand. Electrification therefore means converting an established supply chain rather than adding an isolated factory.
Stamping, die-casting, gearing, steering, seating and wiring remain useful, but battery packs, electric drives, thermal systems and smart cockpits add requirements for high-voltage safety, cleanliness, electronic interfaces and software version control. A vehicle programme can provide prototype and audit opportunities; it does not automatically give a legacy supplier functional-safety, traceability or change-control capability. The transition must attach to a defined component and quality responsibility.
Engine and transmission firms need not choose only between complete conversion and no change. They can stage equipment investment around confirmed orders and cash flow, beginning with e-drive housings, shafts or thermal components while retaining commercial-vehicle work that still has customers. Each investment should answer a known material, precision, life and customer-audit requirement, avoiding a rebuilt line that has yet to find a product.
- Transition speed requires output, powertrain mix and model renewal to be read together.
02 · Power Systems and Intelligent Components
Batteries, drives and controls shape platform performance, while the supplier base provides density.
A municipal supply map describes three major systems, twelve assemblies and fifty-six component types, linking batteries, electric drives, electric steering, hydrogen power and cockpits. It is a map for finding candidate capability, not a catalogue of products that can be combined at will. Batteries, drives and cockpits from different companies still require vehicle-specific validation of interfaces, performance and responsibility.
Maturity is measured differently for each category. Batteries require evidence on thermal propagation, life and consistency; electric drives on efficiency, noise and durability; steering and braking also on functional safety. Cockpit chips, operating systems and applications carry separate versions. Regional coverage therefore identifies a sourcing entry point, not equal readiness among candidates or suitability for the model under review.
A component firm normally enters a vehicle programme through design review, prototype comparison, process audit, production-part approval and monitored ramp-up. A newcomer can begin at an interface that remains insufficiently localised and provide comparable data against the vehicle specification. Performance alone is not enough: alternative materials, engineering changes and field-issue closure also need preparation. Only customer approval turns a citywide supply map into a particular supply relationship.
- Interfaces, thermal management and validation capability matter more to sourcing than a firm count alone.
03 · Cockpit Software and Automated Driving
Software brings cockpit, driver assistance and data services into the vehicle lifecycle.
Chongqing participates in both the national intelligent-vehicle access and road-use pilot and the vehicle-road-cloud application pilot. One concerns product access and road operation, while the other concerns coordinated urban applications; neither is permission for unrestricted driving. Operating systems, cockpits, automated-driving functions and data services must be assessed for a defined vehicle, road, software version and operating condition.
A software update may alter vehicle control, human interaction and data handling, so checking whether the new feature appears is insufficient. Before owners receive it, the manufacturer needs functional-safety, cybersecurity, data-compliance and regression work; after distribution, the operator needs deployment status, abnormal-event monitoring and a rollback trigger. Vehicle, cloud and roadside versions should also retain a verifiable compatibility relationship.
Long grades, sharp bends, tunnels, bridges and obstruction allow Chongqing roads to probe regenerative braking, positioning continuity, communication handover and perception limits together. Roadside and cloud information may help, but the vehicle must still reach a safe state when communications, positioning or maps fail. Validation should progress from simulation and benches to controlled grounds and public roads, recording scenario, version, takeover and cause for each abnormal event.
- Even similarly named functions require comparison of hardware, version and operating domain.
04 · How Smart Factories Protect Quality
Automated lines improve pace, while quality still depends on process control and traceability.
Changan’s digital factory in Yubei Frontier Science City connects about 12,000 devices to a common digital base and demonstrates rapid switching among models. That figure measures connected equipment, not process count, capacity or the efficiency of every machine. The site is a local example of flexible production, but quality still returns to body dimensions, welds, torque, insulation and end-of-line vehicle checks.
On a mixed-model line, body fixtures, material delivery, robot programs, software flashing, torque parameters and inspection standards must change with the order. A version mismatch can turn flexibility into a batch risk. Digital twins may reveal takt conflicts and connected equipment can trace material or maintenance status, but both must link to physical error-proofing, measurements and disposition of nonconforming goods before they support a quality decision.
Suppliers should retain traceability by model, serial number and lot, and connect field failures to the material, equipment and production parameters in use. For a digital-service firm, the credible entry point is a defined problem in changeover, error-proofing, equipment health or quality traceability. A new system must integrate securely with existing processes and permissions and carry fault-response responsibility; another screen that leaves operators with the same decisions offers little improvement.
- A factory visit is most useful when it examines change control, test gates and defect resolution.
05 · Mountain Testing and Fast-charging Networks
Complex roads provide varied test conditions, while fast charging shapes everyday usability.
Western China Science City places Jinfeng demonstration roads, new-energy commercial-vehicle operation and development of a one-kilometre fast-charging network in one application setting. Roads, fleets and chargers create local entry points for testing and use, but the words demonstration and development retain their stated status. They do not mean every road is open, every station profitable or every vehicle subject to the same test permission.
Long grades and repeated braking alter energy use, brake temperature and regeneration, while tunnels and obstruction affect positioning and communications. A comparison therefore fixes payload, route, weather, climate-control use, tyre condition and software version for the same model. One range or takeover count cannot show whether a difference comes from the vehicle, environment or method. Mountain testing is useful when its boundary conditions are repeatable.
A fast-charging network involves more than vehicle and plug. It must manage high-power grid access, site utilisation, equipment uptime, battery thermal limits and peak load. An operator should size power and storage around vehicle duty, daily distance, dwell time and site electricity, then return faults and charging curves to vehicle calibration and station maintenance. Demonstration becomes routine service only with clear operating responsibility, data rights and revenue.
- Testing settings and public infrastructure are city capabilities, not proof that one model passed every test.
06 · Why Chongqing Built Intelligent-vehicle Density
Vehicle heritage, suppliers, electronics, software and use cases overlap within one city.
Chongqing’s one-plus-twelve cluster links a principal vehicle base with specialised parks. Liangjiang and Yubei carry important vehicle, R&D and core-system functions; the Shapingba–Bishan area supports components and test equipment; other parks specialise in lightweighting, automotive electronics, commercial vehicles or applications. Cluster on a map describes functional layout, not equal capacity or shared customers across districts.
The multi-park layout expands industrial space in a mountain city but raises cross-district logistics, just-in-time and engineering-communication costs. A large part required at the assembly line that day has a different location logic from chips or fasteners held in batches. Cross-park delivery needs common technical standards, returnable packaging, lot traceability and supply schedules, plus a workable alternative route for congestion, weather or road closure.
A supplier should identify its main customer, prototype-validation site, daily delivery frequency and emergency-response limit before comparing park rent or policy. Products requiring frequent joint debugging with vehicle engineers often benefit more from customer proximity than from cheaper premises. Bulky goods with frequent exports may instead suit a port or corridor location. Actual time and freight comparisons should decide, not the park name.
- Industrial density shortens collaboration distances while intensifying competition for talent and quality.
07 · Markets, Exports and the After-sales Cycle
Domestic sales, overseas logistics and after-sales service extend manufacturing beyond delivery.
Guoyuan Port links Yangtze shipping, China–Europe rail and the New Land-Sea Corridor, which has also carried new-energy vehicles through rail–sea services. Complete vehicles, knock-down kits and parts can therefore use different combinations of water, rail and sea transport. Corridor availability provides an outbound option; it does not establish destination approval for any model or the space, time and cost of a particular shipment.
Before departure, an export model needs destination approval, labels, technical files and compliance with battery-transport rules. After arrival it also requires parts stock, diagnostics, repair, software updates, data handling, payment collection and recall capacity. Local component suppliers must make material declarations, lot traceability and engineering changes comply with the destination. Transport is therefore one stage of international delivery, not the end of an export programme.
Route selection should place domestic collection, transfer, port waiting, main transport, destination inventory and post-delivery service in one cost sheet. The lowest freight rate may involve longer time or more stock and may not minimise delivered cost. A trial records vehicle or package condition, milestone times, temperature or humidity requirements and responsibility for exceptions, then uses actual delay and damage to adjust the next route and inventory.
- Export programmes must align regulation, software version, spare parts and service coverage.
08 · Software Talent and Vehicle-transition Risk
Automotive software talent and organisational coordination constrain platform iteration.
Chongqing established an intelligent-vehicle talent consortium linking vocational colleges, universities, vehicle makers and component firms. The framework can align automotive software, automated driving, validation and interdisciplinary engineering roles. Establishment alone, however, is not evidence of graduate numbers, employment or skill attainment. Results depend on actual courses, training equipment, industry mentors and the jobs that participants enter.
A curriculum cannot simply place mechanical, electronic and software labels together. Production and service roles need battery assembly, high-voltage safety, smart manufacturing and diagnostics; development roles also need vehicle control, algorithm safety, cybersecurity and compliance. Takeovers from road tests, charger failures and overseas repairs should return as teaching cases. The ability to solve cross-system problems is a better test of training than course titles.
The next risks include price pressure, supply volatility, software safety, duplicated investment and service obligations that lag expansion. Before locating in Chongqing, a firm should identify the vehicle programme, customer-audit cycle, source of critical staff and cash needed for ramp-up, then size its line and team. R&D depth, production quality, stable orders, cash flow and field performance explain ecosystem health better than the number of newly announced projects.
- A sound assessment of Chongqing considers scale advantage alongside technology-transition risk.
