Chizhou Semiconductor Materials and Manufacturing
Chizhou views IC design, chip manufacturing, packaging and testing, equipment and materials, and smart applications as one industrial chain. Earlier planning emphasised packaging and testing, discrete devices, speciality chips, key materials and dedicated equipment. The breadth of the chain does not imply equal scale in every segment.
Formation and regional foundations
Chizhou’s semiconductor industry exceeded RMB 30 billion in 2025, a completed municipal result. The 2026 target is above RMB 35 billion, while 44 projects completed RMB 860 million of investment in the first quarter. The completed result, annual target and quarterly project progress answer different questions.
Chizhou’s semiconductor industry is neither a single park nor a single process. The economic development zone, Jiangnan concentrated zone and the high-tech zone host different projects. Packaging, testing and discrete devices form an established base, while materials, equipment and speciality chipmaking extend the chain. Huayu Electronic, Juxin Semiconductor and Gaoxin Zhongke provide three company views.

How Three Zones Host Packaging, Materials and New Projects
The positions separate host areas and manufacturing directions; they do not trace actual wafer or product movements.
- Chizhou municipal semiconductor frame — City-level frame connecting the completed 2025 scale, forward 2026 target, interim progress, policy chain and planned industrial spaces
- Chizhou Economic and Technological Development Zone — Planned development-zone node with a semiconductor positioning in the municipal spatial framework
- Jiangnan Emerging Industry Concentration Zone — Planned concentration-zone node within the municipal function-oriented geography and semiconductor positioning
- Chizhou High-tech Industrial Development Zone — Planned high-tech-zone node assigned an industrial role that includes semiconductor-related direction
- Packaging, testing, and discrete-device route — Product and process node for plan-stated back-end manufacturing, discrete devices and specialty-chip directions
- Materials, equipment, and policy-chain layer — Cross-process node for materials, dedicated equipment and the policy-defined chain extending toward smart applications
- Chizhou 2026 project and progress node — Time-bounded node separating the annual scale target and named projects from first-quarter investment and January-February output
01 · Which Semiconductor Stages Sit on the Chain
Design, fabrication, packaging, equipment, materials and applications define the policy scope.
Chizhou places integrated-circuit design, chip manufacturing, packaging and testing, semiconductor equipment and materials, and smart applications within one industrial scope. An earlier plan also names discrete devices, speciality chips, key materials and dedicated equipment. The two classifications trace a chain from upstream inputs to manufacturing and applications without showing equal scale at every stage.
Design, wafer fabrication and packaging and testing use different assets and customer interfaces; materials and equipment may serve several steps, while smart applications sit on the demand side. A citywide classification is neither a company register nor an order network. Localisation, cost advantage and supply flows require company-level procurement, capacity and customer information.
Chizhou can be examined through six separate routes: design, wafer fabrication, packaging and testing, discrete devices, materials and equipment, and applications. For each, record products, platforms, commissioning dates, capacity definitions and served markets. Plan verbs such as support, cultivate and advance should remain separate from actual output, leaving unquantified stages visibly open.
- Chain depth depends on firms and output in each segment, not merely a broad catalogue.
02 · The 2025 Scale Passed RMB 30 Billion
The above-RMB-30-billion figure is a municipal annual result and a lower bound rather than an exact total.
Chizhou’s 2026 government work report states that the citywide semiconductor industry exceeded RMB 30 billion in 2025. The wording gives a lower bound rather than an exact result. It belongs to the whole municipality in 2025 and cannot be assigned to one park or company or mixed with 2026 plans.
The threshold above RMB 30 billion shows the industry crossed a disclosed level but provides no split among design, fabrication, packaging and test, materials and equipment, or applications. Industry scale may also differ from operating revenue, gross output or value added. It is a municipal annual baseline, not a basis for company ranking, profit or value distribution along the chain.
Later comparison should collect the same citywide industry-scale measure for each full year and keep quarterly investment, monthly output, project counts and company indicators in separate series. First-quarter 2026 investment and January–February output show interim movement only. Short-period data should neither be annualised directly nor turn project investment into industrial production.
- Municipal scale cannot be allocated directly to a park or company.
03 · Annual Target and First-quarter Investment
RMB 35 billion is a 2026 target; RMB 860 million is first-quarter investment across 44 projects.
Chizhou’s 2026 priority programme sets a full-year semiconductor target above RMB 35 billion and names gallium-nitride wafer and display-driver chip projects. First-quarter progress reports RMB 860 million invested across 44 projects and RMB 4.5 billion of output in January and February. The figures represent an annual target, quarterly investment and two-month output respectively and cannot be added.
Both the 2025 figure above RMB 30 billion and the 2026 target above RMB 35 billion are thresholds, so they do not yield an exact increment. The 44 projects are the population covered by investment reporting rather than completed facilities, and RMB 860 million is investment rather than sales. The evidence shows a target and early-year activity, while full-year attainment awaits the annual result.
Three timelines can follow 2026: the full-year target and eventual result, construction milestones for gallium-nitride wafer and display-driver projects, and quarterly investment plus monthly output across the 44 projects. Equipment installation, trial production and rated operation each need a date. Separating plans, spending, short-period output and annual scale shows whether projects become stable production.
- Project investment describes construction pace rather than current industrial output.
04 · Packaging, Discrete Devices and Speciality Chips
Different product routes require different cleanroom conditions, equipment and qualification cycles.
The local Fourteenth Five-Year programme assigns separate roles to back-end services, discrete and speciality devices, process inputs and purpose-built machinery. Packaging and test finishes devices; the two chip categories follow product routes; materials and tools support production. A planned role does not show that a facility is complete or operating continuously.
Materials, precision components, power devices and packaging-and-test firms can coexist in Chizhou while serving different processes and customer qualification cycles. Proximity does not establish procurement contracts, technology licences or actual deliveries among them. One company’s product scope cannot be expanded into the city’s complete semiconductor capability.
Each manufacturing route needs separate questions on material systems, wafer size, critical processes, qualifications, mass-production date, designed capacity and actual output. A claimed supply link also needs both entities, product models, contract period and delivery status. These details turn planned cooperation into a verifiable industrial connection.
- A buyer should establish product type before discussing wafer, package and test interfaces.
05 · Three Zones Are Not One Manufacturing Address
The economic development zone, concentrated zone and high-tech zone share the industry but host distinct projects and administrative spaces.
Chizhou Economic and Technological Development Zone, Jiangnan Emerging Industry Concentration Zone and Chizhou High-tech Industrial Development Zone are major industrial nodes with different roles that include semiconductors. Planning also proposes cooperation among them. The three areas help explain project geography but do not provide current tenant counts, factory utilisation, product mix or realised output.
The three zones differ in administrative status, boundaries, leading sectors and development stage, while one company may use different places for registration, production and project applications. Planned positioning does not prove movements of wafers, devices, materials or equipment among them. Spatial comparison must reach the actual company, plant address and operating status.
A spatial review can begin with the legal boundaries and governing bodies of the three areas, then confirm construction address, land stage, production status and product function for each company or project. Gallium-nitride wafer and display-driver chip projects also belong to a defined place and date. A map becomes operationally meaningful only when location, entity and status align.
- Park names help plan a visit; contracts still require the actual producing entity.
06 · How Innovation Support Reaches Company Projects
Policy tools touch research, projects and talent, with actual support depending on eligibility.
Chizhou’s 2024 semiconductor innovation policy covers integrated-circuit design, manufacturing, packaging and testing, equipment and materials, and smart applications, with boundaries for different support provisions. It shows which technical activities the system addresses. It does not prove that a company applied, received funds or increased output because of the policy.
Technology research, equipment purchases, project construction and application promotion face different eligibility and assessment rules even within semiconductors. The 2026 responsibility list gives industry targets and project directions without specifying eligibility, amounts, payment dates or attributable results for each item. Links among policy, projects and growth still require an identified entity and period.
A policy review can record the applicable provision, applicant, supported activity, decision date, delivered amount, project milestone and measurable result. The municipal target should remain separate from assistance received by a company. Subsidy intensity or policy contribution becomes discussable only after decisions and project results identify the entity and completion time.
- A support direction describes the environment rather than proving a company’s technical level.
07 · Three Company Windows into the Chain
Huayu, Juxin and Gaoxin Zhongke connect to packaging, manufacturing or materials-related contexts.
Chizhou Huayu Electronic Technology Co., Ltd. conducts integrated-circuit packaging and testing locally, corresponding to the city’s established back-end base. Public information confirms its legal name, operating location and product scope. It does not provide consistently comparable capacity, output, revenue, customers or market share or show transactions with the other two companies.
Public information for Anhui Juxin Semiconductor Technology Co., Ltd. links local activity in Chizhou with power-semiconductor products, providing a concrete example of discrete devices. Company identity and product category are not a city statistical segment and reveal neither wafer origin, packaging destination, designed capacity nor equipment utilisation. Technical and operating judgements still need direct information for a defined period.
Anhui Gaoxin Zhongke Semiconductor Co., Ltd. supplies semiconductor precision components and coatings in Chizhou, placing it in the component and surface-treatment layer of manufacturing. This example does not establish complete equipment-making capability, a stable supply relationship or citywide materials output. Comparison among the three companies requires output, revenue, qualification and delivery data for the same period and definition.
- Names and public activities can be established; capacity, yield and customers still need company-specific answers.
08 · How to Read Chizhou’s Semiconductor Network
Industry scale, park distribution and project progress together indicate Chizhou’s manufacturing density.
Chizhou’s semiconductor chronology runs through spatial nodes in 2021, industrial directions in 2022 and innovation-support coverage in 2024. An early-2026 work report then looks back on a 2025 scale above RMB 30 billion, the annual target rises above RMB 35 billion, and first-quarter progress records project investment and short-period output. Each point answers a different stage of development.
The network requires clear distinctions among historical results, annual targets and interim progress; the municipality and its three zones; and industry scale, output, investment and project counts. Policy positioning and proximity do not equal trade. Losing those boundaries can turn RMB 860 million of investment into production, 44 covered projects into completed facilities, or three company identities into a supply chain.
A structured review can start with the 2025 citywide baseline above RMB 30 billion, then check the 2026 target above RMB 35 billion and RMB 860 million invested across 44 projects in the first quarter. Gallium-nitride wafers, display-driver chips, packaging and testing, power devices and precision components can then return to their respective process positions. The final step is to confirm actual projects and operating status in the economic development zone, Jiangnan zone and high-tech zone.
- The most useful route starts with a process question and ends with lot, quality and lead time.
Sources and reading notes
Industry scale, annual targets and project investment are separated by reporting period, and a park role does not substitute for a company address. Diagram lines show adjacency between processes and host areas; bilateral company documents are still needed to establish transactions.
