Chifeng Agri-food Processing

Chifeng has a broad agricultural base spanning grain, cattle and sheep, pigs and poultry, and coarse cereals. Municipal output reached 13.6 billion jin of grain and 656,000 tonnes of meat in 2024. These physical volumes describe upstream abundance rather than the quantity taken in by local processors.

Formation and regional foundations

The city’s 2025 programme placed advanced processing, a higher-value beef chain and prepared-food projects on the agenda, with an 80% conversion-rate task for major farm products. A later doubling plan set an RMB 85 billion output target for 2030. Annual tasks and long-range targets remain distinct from achieved production.

Chifeng’s processing landscape spans municipal resources, banner-level projects and company permissions. Grain and meat output establish the upstream setting; annual programmes and the doubling plan point to future investment; Aohan Banner locates millet, livestock and poultry projects. Mengdu Lamb, Dongfang Wanqi and Saifeiya offer three company-level entry points.

Municipal and Banner Nodes in Chifeng Agri-food Processing

The Spatial Thread from Municipal Resources to Aohan Projects

Positions separate policies, product directions and local projects; they do not reproduce actual distances.

  • Chifeng citywide resource frame — Municipal frame for realised agricultural output, animal-husbandry output, grain, meat and upstream resource context
  • Chifeng 2025 processing work programme — Annual work-report node separating 2024 retrospective facts from 2025 processing projects and conversion-rate tasks
  • 14th Five-Year industrial-plan frame — 2021-2025 industrial-planning node for green food, agricultural processing and transformation direction
  • Agri-processing doubling action — 2026-2030 municipal action node for growth, output-value, enterprise and brand targets with implementation tools
  • Nine-direction spatial layout — Plan-defined multi-jurisdiction layout for nine principal processing categories and other agricultural products
  • 2025 leading-enterprise register — Municipal administrative register node for newly recognised, monitoring-qualified and monitoring-disqualified status lists
  • Aohan Banner processing context — Banner-level node for millet, cattle, poultry, mutton processing and named project stages under local annual reporting

01 · What Grain and Meat Output Says about the Upstream Base

Municipal grain and meat figures describe output, not factory intake.

In 2024, Chifeng recorded primary-industry value added of RMB 48.03 billion, agricultural output value of RMB 46.86 billion and animal-husbandry output value of RMB 28.87 billion. Grain output reached 13.6 billion jin and meat output 656,000 tonnes. The value measures and physical volumes describe economic activity and the upstream base, not inputs to food factories or manufacturing output.

Not all citywide grain and meat output enters local factories; some goes to reserves, fresh markets, feed or trade beyond Chifeng. The published figures do not identify local procurement, processing loss, inventory or conversion into finished goods. Resource abundance supports a case for processing, but it does not establish processing depth, utilisation or profitability.

To see whether raw materials become food products, track output, local purchases, factory inputs, finished goods and by-products separately for grain, cattle and sheep, pigs and poultry, dairy, fruit and vegetables, and coarse grains and beans. Each figure needs its banner or district, year and a consistent weight unit. Only a continuous series can show whether resource growth leads to more advanced processing.

  • Abundant resources are a starting point; actual conversion depends on purchasing, losses and product flows.

02 · The Conversion Task in the Annual Programme

One work report contains 2024 results and 2025 tasks, so the two periods must remain separate.

Chifeng’s 2025 government work report looks back on 2024 grain output of 13.6 billion jin, livestock inventory of 23.79 million head and 39 newly added leading enterprises at municipal level or above. It then places advanced processing, a high-end beef chain and prepared-food projects in the 2025 programme. Reaching an 80 percent conversion rate for major agricultural and livestock products is likewise an annual task, not a result already achieved when the report appeared.

The 80 percent rate becomes comparable only when numerator, denominator, product coverage and calculation method remain consistent. The 39 new leading enterprises may include cultivation, husbandry, distribution and service entities rather than 39 new food factories. Neither measure reveals plant capacity, project completion or actual processed volume.

Annual tracking should separate project listing, construction, equipment installation, trial production, acceptance and statistical commissioning, while keeping the conversion target apart from a realised measure on the same basis. The leading-enterprise list can be classified by industry, banner and recognition status. This shows which products and entities the programme affects without filling in results that have not been published.

  • The 80% figure is an annual task, not an achieved processing rate.

03 · The Doubling Plan Looks toward 2030

The RMB 85 billion value and enterprise count are terminal targets; annual progress needs later comparable results.

Chifeng’s 2026–2030 doubling plan targets annual growth above 15 percent in agricultural and livestock processing value and RMB 85 billion by 2030. It also calls for 398 processors above RMB 20 million, including four above RMB 5 billion and sixteen between RMB 1 billion and RMB 5 billion. A brand-matrix value above RMB 150 billion for Chicheng Fengwei is another planning target.

The plan describes RMB 85 billion as double the 2025 level, but that wording cannot produce an exact 2025 baseline without the underlying definition, rounding and final statistical result. The 398 firms are also a 2030 threshold target rather than a current register. Growth rate, terminal value and firm count describe the planned path and should not be inserted into historical results.

Progress should begin with a formal 2025 baseline on the same basis, followed annually by processing value, firms in each size band, fixed investment and commissioned projects. Brand value needs its valuation method, while monetary series should distinguish nominal and constant prices. Any gap from the target can then be traced to prices, quantities, company entry or exit, or statistical revision.

  • A target can guide investment attention without replacing current operating data.

04 · How Nine Product Directions Reach Different Counties

Corn, livestock, coarse grains and other directions overlap across several jurisdictions rather than following a one-place-one-product map.

The 2026 plan names nine priorities: corn, cattle and sheep, coarse grains and beans, fruit and vegetables, pigs and poultry, dairy, Chinese medicinal materials, cashmere and sugar. It also mentions feed, potatoes, oil crops, soybeans and edible fungi, while the earlier Fourteenth Five-Year industrial plan already included green food and agricultural processing. The documents show policy continuity, not completed production lines.

Under the one-core, multiple-poles layout, one banner may carry several routes such as corn, meat, dairy or coarse grains, while one input may pass through primary processing, food manufacture and by-product use. The mapped nodes are therefore not mutually exclusive parks and cannot simply be added. Plan inclusion indicates emphasis, not equal scale, a complete chain or existing trade.

A product map can identify raw materials, process stage, project status, park and observation date for each banner, while displaying the 2022–2025 plan separately from the 2026–2030 programme. A policy node becomes an operating node only after evidence of approval, environmental review, construction, acceptance, production licensing or statistical commissioning. Changes in planning terminology should remain visible across periods.

  • A useful spatial reading keeps both product category and host jurisdiction in view.

05 · Why the Leading-enterprise List Changes

New recognition, successful monitoring and removal are different administrative states and should not be added together.

Chifeng’s 2025 municipal leading-enterprise results contain three groups: 28 newly recognised firms, 107 that passed monitoring and 41 that failed monitoring. The procedure included application, banner recommendation, site checks, review and public notice. The lists record administrative recognition and monitoring status, not production, revenue or output value for an individual firm.

Newly recognised, monitoring-qualified and monitoring-disqualified are different states rather than one total, and the lists need not contain processors only. Passing monitoring does not prove profit growth, while failing it does not automatically mean closure, deregistration or loss of another licence. A company’s position also depends on its industry, banner, recognition year and later reassessment.

When using the leading-enterprise lists, classify cultivation and husbandry, slaughter and processing, food manufacture, distribution services and other functions, then track new, qualified, disqualified and exited status by year. The 2030 target for processors above RMB 20 million belongs in a separate series. Production licences, formal statistics or operating disclosures are still needed before discussing company scale.

  • The list fixes status at a point in time rather than a lasting business ranking.

06 · Millet, Livestock and Poultry Projects in Aohan

The Aohan report combines resource scale and project progress within one local setting, with different years attached to each item.

Aohan Banner produced 2.53 billion jin of grain in 2023, planted 1.013 million mu of millet and held 282,000 cattle. Its report also records commissioning of the Guiliu duck and Mengchang mutton-processing projects, while the October Rice Field millet line was progressing. These facts belong to Aohan and the named projects rather than the whole of Chifeng.

Aohan also appears in the 2026 layouts for coarse grains and beans, cattle and sheep, and pigs and poultry, matching the millet, livestock and poultry themes in the local report. The plan expresses future emphasis, while the work report mixes a 2023 review with 2024 arrangements. Together they do not prove three complete local chains or reveal supply between banners.

Continued tracking in Aohan can record project status, production licences, designed and actual output, employment, sales geography and by-product use separately for millet, cattle and sheep, ducks and speciality foods. Results from 2023 belong in a different time column from 2024 arrangements. Banner figures become comparable or additive only when matching municipal data exist.

  • Banner projects enrich the municipal picture without representing the rest of Chifeng.

07 · What the Three Named Companies Actually Show

Permissions, official visits and regulatory information answer different questions about products, activity and status.

Public records give the exact name of Inner Mongolia Mengdu Lamb Food Co., Ltd. and show a food-production licence valid from 26 December 2025 to 25 December 2030 for defined product categories. Dongfang Wanqi appears in Ningcheng beef slaughter and food-processing activity, while Saifeiya is associated with poultry processing and a dated discharge permit in the county. The three companies provide different operating views.

A food-production licence, government visit, county profile and discharge permit answer different questions about authorised products, public activity, local function and regulatory status. Location in Chifeng or Ningcheng does not mean the three companies trade with one another, use the same local inputs or share customers. Current operating information from each entity is still required for output, sales and utilisation.

Before approaching a company, verify registration, food or slaughter licences, discharge permits, project acceptance, inspections and renewals under the full legal name. County industry functions should remain separate from actual company output, and government mention is not a quality, credit or partnership recommendation. A change of entity or licence requires the earlier conclusion to be checked again.

  • The public information on the three companies remains separate and does not establish a fixed supply relationship.

08 · A Clear Route through the Municipal Network

Resources, plans, local projects and companies form four distinct layers of Chifeng’s processing landscape.

Chifeng agricultural processing has three layers: citywide grain and meat form the upstream base, annual programmes and the doubling plan set direction, and banners such as Aohan host particular products and projects. Statistical results, planning targets and local facts use different dates and geographies. Together they explain the network, but they do not share one numerical population.

Common errors include treating grain and meat output as local factory input, presenting the 80 percent conversion task as achieved, or using the 2030 targets of RMB 85 billion and 398 firms as current scale. Three leading-enterprise statuses cannot be added, and Aohan projects do not represent the whole city. Company identity information likewise proves no transaction, ownership link or market leadership.

The largest gap is a continuous annual series for processing output and value added on one basis, with factory inputs, finished goods, by-products and interregional flows split by product. Companies, projects and licences need current status, while banner processing volume and cold-chain use should remain separate. A new figure belongs in a time comparison only when geography, product, entity and tense all match.

  • A visit should narrow from product direction to a plant, its permissions and delivery terms.
