Changbaishan Natural Mineral Water Network

Changbaishan mineral water spans several counties and cities. The 2025 priority area includes Jingyu, Fusong, Linjiang, Changbai, Jiangyuan, Hunjiang and Antu; the former 2021–2025 resource plan covered nine places, while the 2015 protected-origin scope involved sixteen counties or cities. The three layers belong to different systems and periods, so they can be compared but not merged into one present administrative or production map.

Formation and regional foundations

Jingyu, Fusong and Antu are the three core producing areas most often associated with this mineral-water belt. Public information from 2025 reports 14 above-scale firms, 16 million tonnes of built capacity and more than 300 products, together with packaging, logistics, R&D, production and sales services. These are regional measures rather than a county breakdown or figures attributable to one company.

Changbaishan mineral water does not belong to one administrative area. Jingyu, Fusong and Antu are often treated as principal production areas, while Linjiang, Changbai, Jiangyuan, Hunjiang and other places appear in different priority or protected-origin boundaries. Understanding the network begins by separating water-source protection, resource planning, priority cultivation and company production by geography and year.

Core geography: 2025 seven-jurisdiction priority area · Expired nine-jurisdiction resource-plan scope · Historical 2015 sixteen-jurisdiction protected-origin scope

Three geographic layers of Changbaishan mineral water

Why the seven-, nine- and sixteen-place scopes remain separate

The three node layers represent priority cultivation, resource planning and historical protection. Overlap does not merge administrations, and drawn distance is not water-source or freight mileage.

  • 2025 seven-place priority scope — The list covers six Baishan jurisdictions and Antu County in Yanbian for priority cultivation; it is not a complete operating footprint.
  • 2021-2025 nine-place resource plan — This former plan covered resource protection and development goals, with four names that did not enter the later seven-place list.
  • 2015 sixteen-place historical protected area — The sixteen county or city names belonged to the protected-origin area at that time; historical names do not automatically match today's administration.
  • Three core areas in the signed article — Jingyu, Fusong and Antu are called core areas in the article, but its regional totals cannot be allocated among the three counties.
  • Antu County observation for 2024 — Spring sites, company stages, capacity and accumulated investment are Antu County measures and do not extend across the whole Changbaishan region.
  • Jingyu County results for 2024 — This node records Jingyu County's output and value for that year, while proposed projects and return forecasts belong to a different state.
  • Changbaishan Protection and Development Zone — This jurisdiction appears in the nine-place resource plan but not the 2025 seven-place priority list, so it remains within the planning layer only.

01 · Crosswalking Seven, Nine, and Sixteen Jurisdictions

Changbaishan mineral water has been described through a seven-place priority scope…

The 2025 priority list names Jingyu, Fusong, Linjiang, Changbai, Jiangyuan, Hunjiang and Antu. The former 2021-2025 resource plan covered nine areas, while protected-origin information from 2015 involved sixteen counties or cities. The three scopes served different purposes at different times and do not combine into one present administrative or production map.

An exact-name comparison leaves only five places common to all three layers: Jingyu County, Fusong County, Linjiang City, Changbai County, and Antu County. The seven- and nine-jurisdiction sets each contain additional members, and the nine- and sixteen-jurisdiction scopes share only eight exact names. The 2015 page says Jiangyuan County while the 2025 list says Jiangyuan District; a possible administrative-history relationship is not treated as automatic equivalence without a separate authoritative bridge, preventing similar names from silently merging historical and current scopes.

When reading any regional figure, first identify whether it belongs to the seven-place priority area, the nine-place former plan, or the sixteen-place historical protection scope, then preserve the document date, unit, and plan status. If a later source says only “Changbaishan region,” return to its jurisdiction details and leave the value unmapped when none are supplied. Connecting Jiangyuan County to Jiangyuan District requires a formal administrative-history source. This keeps all three map layers visible without inventing a unified boundary that no authority document defines.

  • The seven-place priority list, former nine-place plan and sixteen-place protected origin define three different boundaries.

02 · The Dated Regional Snapshot in the Signed Account

Song Gang’s 2025 account centres its regional picture on Jingyu, Fusong and Antu; the figures for firms…

Writing on the MIIT consumer-goods platform, Song Gang places Jingyu, Fusong and Antu at the centre of the producing region. His article aggregates 14 above-scale businesses, 16 million tonnes of installed capacity and more than 300 products, without a county-by-county allocation.

The three core areas and the seven-place priority geography answer different questions: the former is the signed article’s industrial core, whereas the latter is the formal list’s principal geographic range. Built capacity describes what installed facilities may accommodate, not annual output, sales, utilization, or demand, and a count of more than 300 products does not establish continuous production or equal scale for every category. Keeping these measures apart prevents a regional total from being spread across seven places or converted into a company result.

Whenever the 14 firms, 16 million tonnes, or more than 300 products are used, the same statement should retain the 2025 signed-article date, its three-core geography, and the proper unit, with actual output shown separately. Utilization requires output for the same period, geography, and enterprise population, while enterprise change requires later above-scale lists and entry or exit dates. Without those materials, the article can describe an observed regional scale but cannot support average company capacity, territorial shares, or a present growth rate.

  • The three core areas, 14 above-scale firms and 458,000 tonnes apply only to the region and period used in the signed account.

03 · County Observations from Antu and Jingyu

Antu reports water sources, introduced brands, commissioned operators, built capacity and cumulative investment…

For Antu, the 2024 provincial page enumerates 106 flowing cold springs, nine attracted brands, six commissioned operators, 3 million tonnes of annual capacity and RMB 5.5 billion in cumulative industrial investment. Jingyu’s 2026 investment page instead gives a year-end 2024 retrospective: 1.6795 million tonnes of output, RMB 2.028 billion of value and twelve mineral-water beverage businesses. Separate counties, dates and populations make addition inappropriate.

Antu’s 3 million tonnes is capacity, while Jingyu’s 1.6795 million tonnes is realized output. Even though both concern mineral water, direct division is invalid because geography, enterprise population, and observation timing differ. Antu’s nine introduced firms and six commissioned firms describe project stages, while Jingyu’s twelve beverage firms and fourteen above-scale firms on the same page are different populations. Ignoring those distinctions would double-count entities, confuse capacity with output, and project one county’s situation onto the seven- or nine-jurisdiction region.

A comparison between the counties can use four anchors: observation date, geography, enterprise definition, and measure type, while recording discovered resources, introductions, commissioning, designed capacity, realized output, output value, and cumulative investment in separate columns. Only values with matching years and definitions enter a side-by-side calculation, and proposed projects on investment pages stay outside historical results. Further inquiry should prioritize county statistical releases, licence lists, and project acceptance records to determine whether population changes reflect definitions, project stages, or genuinely added production.

  • Antu spring sites, introduced brands and operating firms use different denominators, while Jingyu figures remain separate.

04 · Resource Protection, Quality Requirements, and Authorization Boundaries

Water-source protection defines an environmental boundary, mineral composition constrains the product…

The expired resource plan places source protection, development, monitoring, and industrial targets within the 2021-2025 period, while the 2015 regulator page preserves protected-origin geography, production and quality requirements, three source-protection zones, and the historical special-mark application procedure. That page expressly says a producer inside the protected area still had to apply, pass preliminary examination, and receive approval announced by the national authority before using the mark, so location within one of sixteen areas never created authorization automatically.

Resource geography, product quality, and company authorization are different evidence classes. A plan defines a governance object, historical quality clauses describe conditions stated by that older document, and an approved list records status at the page date; none substitutes for current licensing, mark use, mining rights, or continuing operation. The old page also contains historical names such as Jiangyuan County and period-specific technical language. Assessing today’s requirements therefore needs current regulations, current standards, and effective approvals rather than treating the 2015 text as automatically operative.

To examine a product or water source, obtain the current product standard, an effective licence or mark approval, the specific source and producer identity, and dated supervisory information as separate items. When only the historical approved list appears, describe “inclusion in the 2015 historical list,” not “currently authorized.” Source protection also requires separating descriptions of strict, restricted, and monitoring zones from evidence of on-site implementation, with current monitoring and enforcement records sought where necessary. The approach retains historical value without extending an old qualification into a present commercial or compliance conclusion.

  • Source protection, mineral composition and origin authorization answer environmental, product and mark-use questions separately.

05 · Separating Plans, Projects, and Realized Results

Forty-three planned or active projects and nearly RMB 10 billion of investment show a development direction, not automatic additions to output.

The 2025 signed article says that 43 mineral-water projects worth nearly RMB 10 billion were being planned or implemented and frames an RMB 10 billion-class advanced cluster as a future direction. A 2026 Jingyu investment page describes a proposed 300,000-tonne annual project, RMB 120 million investment, and post-completion return forecasts, while the former resource plan set 2025 capacity, production-and-sales, revenue, and tax targets. All three are plans, project statements, or forecasts unless later acceptance, commissioning, and statistical results prove realization.

“Planned or under implementation” combines conceptual projects and projects that may have entered some execution stage without listing each status. Construction content and return models on an investment page describe an opportunity, not proof of land acquisition, financing, start, or rated production, and a target does not become completed merely because its plan period ended. Understanding progress requires entity, location, approval, construction start, equipment installation, trial production, acceptance, and stable operation milestones; projected value or designed capability cannot fill a missing stage.

To follow the 43-project pipeline or the proposed Jingyu project, build an itemized timeline, color only stages explicitly confirmed by authority documents, and retain the latest verification date. Separate investment into proposed, contracted, and realized amounts; classify capacity as proposed, under construction, built, or effectively operating; and keep forecast returns apart from actual revenue. A later construction-start notice changes a project only to “started,” not “commissioned.” Project data should sit beside county results only after acceptance and production statistics independently close the relevant stages.

  • Forty-three projects and nearly RMB 10 billion sit in planning or implementation and do not establish added output.

06 · How to Read the Regional Network Nodes

Jingyu, Fusong and Antu are the article's core areas, while the seven-place list contains four additional jurisdictions.

The signed article’s three core areas—Jingyu, Fusong, and Antu—are all inside the 2025 seven-place list, which additionally includes Linjiang, Changbai, Jiangyuan, and Hunjiang. The expired nine-place plan separately includes Huinan, Dunhua, Helong, and Changbaishan Protection and Development Zone, while Jiangyuan and Hunjiang do not appear in the same form. “Core area,” “principal priority geography,” and “resource-plan area” are therefore different node labels rather than one spatial unit simply because each uses the Changbaishan name.

Changbaishan Protection and Development Zone appears only in the expired nine-place plan and cannot be inserted into the 2025 seven-place priority list. Conversely, Jiangyuan District and Hunjiang District in the seven-place list cannot be backfilled into the former plan. Links in this regional network mean that source scopes can be crosswalked or that a county belongs to a particular list; they do not denote transport, company supply, common assets, shared capacity, or administrative subordination. Clear relation types keep a policy map from becoming an invented business-flow map.

The map is easiest to read one time layer at a time: the 2025 priority scope, the former 2021-2025 plan or the 2015 historical protected area. The three core areas and two county observations can then be added. Company collaboration or freight routes require actual operating information because geographic overlap alone is not a supply chain.

  • Jingyu, Fusong and Antu are core nodes in one account, while the seven-place list includes four additional jurisdictions.

07 · Different industry positions of Quanyangquan, Nongshim and Sanjiang

Quanyangquan, Yanbian Nongshim and Sanjiang Changbaishan Spring all appeared in a historical approved-producer list…

The three companies enter the public record in different ways. Jilin Forest Industry Group Quanyangquan Beverage, Yanbian Nongshim Mineral Water Beverage and Jilin Sanjiang Changbaishan Spring Beverage all appear on the regulator’s 2015 historical list of fifteen approved producers. Later material identifies Quanyangquan in a 2025 half-year subsidiary and mineral-water disclosure, Nongshim in a 2024 AEO-application update, and Sanjiang in a 2023 mine rehabilitation scheme.

The supplements have different legal and temporal meanings. A statutory disclosure can support an exact subsidiary identity and limited reporting-period activity; submission of AEO materials on a government page is not AEO approval; and an entity named in a natural-resources scheme does not establish a valid mining right, completed work, or continuing production. The historical list records only the status stated in 2015 and cannot be joined to later documents as an uninterrupted decade-long authorization chain. The three names are sourced entity examples, not recipients of the regional 14-firm, 16-million-tonne, or county aggregates.

For any company, select the evidence matching its exact name and label the result explicitly as historical inclusion, statutory-disclosure subsidiary context, submitted application materials, or scheme entity, together with the page date. Current special-mark use, food-production licensing, mining rights, or operation requires current official registers and entity-level documents. Until those appear, do not claim present authorization, continuous production, output, revenue, customers, or transactions. The simultaneous presence of several names in a regional study supplies no evidence of commercial dealings or asset ties among those entities.

  • A 2015 approval list establishes historical company names but not current permits, plants or product status.

08 · Align geography, time and status before comparing production areas

Regional totals, county results, historical authorizations and project plans answer different questions.

The documents become useful once the unit of inquiry is fixed. The signed 2025 account supplies a three-area frame and aggregates; the Antu and Jingyu pages preserve dated county observations; lists and historical instruments delimit geography. They do not establish today’s active-firm count in each county, live regional sales or output, company shares, or commercial ties among the three named businesses.

Reliable comparison aligns time, geography, unit, and status at once. The 2025 seven-place list is a priority-cultivation identity, the 2021-2025 nine-place document has expired, and the 2015 sixteen-place page is a historical protection and approval record. Fourteen above-scale firms, twelve Jingyu beverage firms, and six commissioned Antu firms are not the same population. Carrying those qualifiers with every number describes what can genuinely be known about the region better than a seemingly complete total assembled from incompatible sources.

Before forming a view, check the publishing authority, period and geographic scope, then distinguish capacity, output, value and investment. Results, plans, forecasts and historical qualifications also remain separate. Future comparison should use newer lists, plan implementation, county statistics and current authorizations when they become available.

  • Production-area comparisons should align year, geography and statistical population before discussing sources, output or firm counts.

Sources and reading notes

Priority cultivation, resource planning, county statistics and company authorizations belong to different dates and geographies. Each figure should retain its own scope and status when production areas are compared.

  • The signed account records 14 above-scale firms (2025-06-06).
  • The signed account records built capacity of 1600 units of 10,000 tonnes (2025-06-06).
  • The signed account records 300+ product types (2025-06-06).
  • Jingyu mineral-water output at year-end 2024: 167.95 10,000 tonnes (historical-2024-result-reported-2026-04-22).
