INDUSTRY CLUSTER · Digital commerce & services

Beijing Haidian artificial intelligence

Haidian AI is included in the national advanced-manufacturing cluster system. The district’s 2024 ledger puts the core industry at RMB 282.2 billion and its relevant business population above 1,900; neither measure belongs to an individual model or company.

Formation and regional foundations

Universities, institutes, technical communities and internet firms created research and talent density. Software engineering around Shangdi-Xierqi, northern R&D space and public computing then carried results into products and industry use. Data, interfaces and service agreements connect models, tools and applications.

Haidian brings universities, foundation models, enterprise software, internet platforms, public computing and industry applications into one urban ecosystem, yet a result becomes a dependable service only after data governance, evaluation, deployment and continuing operation. National cluster status and the district’s 2024 scale and firm count describe the ecosystem rather than proving the performance of any model or company.

Spatial and service nodes in Haidian AI

How Zhongguancun, Shangdi and northern R&D areas interact

Nodes show research, engineering, computing or application functions, and links do not establish contracts among institutions. Data rights, interfaces, service agreements and acceptance results confirm project flows.

  • Zhongguancun and universities — The Zhongguancun and university node concentrates basic research, talent and technical communities, with maturity judged project by project.
  • Shangdi and Xierqi — The Shangdi-Xierqi node hosts software engineering, platform operations and internet-product development.
  • Qinghe and Xisanqi — The Qinghe-Xisanqi node connects corporate R&D and software services without forming one park operator.
  • Yongfeng and Cuihu — The Yongfeng-Cuihu node provides northern R&D and industry space, with occupants and capability checked separately.
  • Beijing public computing network — The Beijing public computing network provides a connectable infrastructure context, with allocation still governed by service terms.
  • Citywide industry applications — Citywide industry settings receive model and software trials, while business teams own objectives, data and final decisions.

01 · How research density becomes industry density

Talent and papers are a starting point; engineering, capital and customers shape conversion.

Beijing’s industry authority places Haidian AI among national advanced-manufacturing clusters. The district’s 2024 core-industry ledger reports a RMB 282.2 billion scale, 30 percent year-on-year growth and a population above 1,900 firms. Together they describe the regional ecosystem and cannot be recast as an institution’s revenue, growth or count.

Universities and institutes supply algorithms, talent and experimental methods; software teams around Shangdi and Xierqi turn some of them into platforms and products, while computing and industry settings provide test conditions. Conversion is not linear, because many results remain prototypes or take a different application path. Industry density emerges through repeated selection and engineering.

Assessment of a supplier begins by identifying whether it delivers a model, development tool, industry application, computing service or integration project. The review then checks a runnable version, customer boundary, support team and results on comparable tasks. A national cluster name does not replace these product-level questions.

  • District scale shows ecosystem depth, not the quality of one technology.

02 · Interfaces connect computing, data, models and applications

The value chain resembles composable services rather than a one-way line.

Beijing’s relevant plan places computing infrastructure, model R&D, tool platforms and application settings in one innovation system. Zhipu’s public filing identifies a foundation-model company, while Fourth Paradigm’s annual report describes an enterprise-AI software business. The two firms address different product forms and customer tasks.

Training needs data pipelines, distributed computing and checkpoints; inference adds quotas, latency, concurrency and cost. When model output enters search, customer service or production analysis, it also connects with knowledge bases, identity systems and business rules. A change at any layer can break a downstream interface.

A service agreement states model version, context length, data residency, availability, throttling and incident response. The customer system retains timeouts, error codes and a fallback path. This allows the business to judge impact even when computing resources or models change.

  • Every interface defines input, output, permissions and failure handling.

03 · Haidian areas carry different kinds of work

Research, software engineering, corporate R&D and computing services span several nodes.

Zhongguancun connects universities, institutes and technical communities; Shangdi-Xierqi concentrates software engineering, while Qinghe-Xisanqi and Yongfeng-Cuihu host different corporate R&D and industry spaces. The Haidian cluster places these nodes in one geographic context. It does not turn the areas into one management system.

Public computing may provide training or inference from another location, and an industry application may operate outside Haidian. When data cross networks, latency, bandwidth, security and geographic restrictions affect architecture. Physical location and digital-service boundaries must both be mapped.

A project check separately identifies the R&D team, computing environment, data location, on-call staff and customer site. A meeting address cannot substitute for the service location. During a failure, the responsibility matrix reaches the people who own logs, code, models and business decisions.

  • Nearby addresses do not imply organisational control or project collaboration.

04 · Research prototypes need versioning, evaluation and operations

Paper metrics or a demo remain several engineering gates away from dependable service.

Beijing’s AI plan promotes coordination among R&D, infrastructure and application settings, while generative services operate under defined governance rules. Before a research model becomes an external service, its users, task boundary and delivery mode are set. A runnable prototype is not evidence that it can sustain real requests over time.

Engineering fixes versions of code, weights, dependencies, prompt configuration and retrieval stores before evaluating reproducible samples. Deployment also prepares capacity, monitoring, backup and rollback. Without version identity, a changed answer to the same input cannot be diagnosed.

Before delivery, the team runs an offline task set, load tests, permission checks and human trials. Severe errors enter a blocking list, while ordinary deviations define the applicable range. After approval, the change level determines whether a version is reevaluated instead of silently replaced.

  • Reproducible builds and controlled change make model results accountable.

05 · Accuracy, security, privacy and content responsibility need separate controls

One average score cannot cover every risk in an AI system.

Governance of generative AI services covers content responsibility, personal information, data and security, while Beijing’s plan also includes safety governance in industry development. Accuracy depends on the task and the knowledge date. Compliance, factual correctness and business usefulness are separate judgements.

A customer-service summary may tolerate wording changes but cannot alter a refund amount; medical or legal assistance needs confirmation by appropriately qualified people and clear boundaries. Sensitive data receive permission, minimisation and retention design before entering a model. External calls also require checks on transmission and provider handling.

The test set counts factual error, refusal, unauthorised action, sensitive content, prompt attack and data leakage separately. High-risk results move to an authorised person, while the system retains input, version and disposition. A red-team finding closes only after it becomes a rule, code or process change.

  • Controls fit the task, user and data sensitivity.

06 · General capability produces results only inside a workflow

Search, models, enterprise software and research ecosystems serve different users.

The Haidian cluster spans research through industry applications, while the public identities of Zhipu and Fourth Paradigm show foundation-model and enterprise-software routes. Industry customers normally also need data access, permissions, interfaces and business rules. Model capability changes efficiency or quality only inside a complete workflow.

Baidu can receive product-specific enquiries across search, models, cloud platforms and applications; Zhipu addresses foundation models and related services; Fourth Paradigm focuses on enterprise AI software; and the Beijing Academy of Artificial Intelligence connects research with an open technical ecosystem. These roles are independent. Their common Haidian location does not imply shared customers, data or contracts.

A pilot begins with one bounded task such as ticket classification, knowledge retrieval or equipment-anomaly explanation and retains a human baseline. Measures may include accuracy, handling time, human takeover, cost per case and user appeal. Data, departments or automation expand only after stable results.

  • A pilot is measured by a business objective, not conversational impression.

07 · Computing efficiency determines whether a service can endure

Beyond model size sit utilisation, latency, energy and failure recovery.

Beijing’s plan develops public computing and infrastructure, while Haidian’s industry scale implies many simultaneous workloads. Training emphasises cluster communication, effective compute and checkpoints; inference focuses more on concurrency, time to first token and sustained throughput. Chip count alone explains neither workload’s efficiency.

Batching, caching, quantisation, distillation and routing can reduce some inference cost but may alter accuracy, latency or applicable scope. Before and after results use the same task set and traffic profile. If saved compute is offset by more human correction, business cost has not fallen.

Capacity planning tracks peak and off-peak traffic, queues, failure rate, power and data-centre constraints and retains a fallback for critical services. Training jobs may avoid peaks, whereas online inference needs redundancy and fast recovery. Greener operation is measured by resources per successful task rather than a broad slogan.

  • Training and inference use different capacity and cost measures.

08 · Selecting a partner means checking opportunities and constraints together

Technology, governance and commercial conditions can change during a project.

Haidian’s national cluster status, dense institutions and varied product routes give customers broad trial options. Rules for generative services and company disclosures also set responsibility and operating boundaries. Opportunity comes from combinable capability, while constraints vary by task and delivery mode.

Project risks include unclear data rights, version drift, retrieval distortion, rising call cost, vendor lock-in and human misuse. These risks emerge on different timelines. Contracts and architecture allow data export, version switching, permission limits and suspension of automated actions.

A final scorecard covers task performance, security controls, integration effort, total cost, service response and exit terms, with verifiable results for each. Baidu, Zhipu, Fourth Paradigm or the Beijing Academy of Artificial Intelligence is approached according to actual service scope. A common small task reveals differences among candidates more clearly than brand impressions.

  • Exit, substitution and auditability matter alongside model quality.
