INDUSTRY CLUSTER · Digital commerce & services
Beijing Digital Entertainment
Beijing combines game development and publishing, long-form video, film production, and intellectual-property operations, allowing creation, technology, distribution, and monetization to be coordinated in one city.
Formation and regional foundations
The cluster formed around creative talent, internet platforms, game studios, film-production networks, and international distribution. Shijingshan hosts game development while Chaoyang concentrates platforms, production, and commercial services.
Beijing digital entertainment brings game development, screen production, online platforms, creative talent and rights services into one city. A project moves from script or gameplay through production, testing, compliance and distribution, then continues in live operation. Quality depends on keeping versions, rights and user feedback aligned.

Six Interfaces from Content Production to Monetisation
Nodes show common roles and imply no contract among platforms, studios or companies.
- Content and distribution platforms — Hosts accounts, versions, recommendation, payment and support.
- Game and screen studios — Organises design, code, art, shooting and post-production.
- Technical and creative talent — Links engines, visual effects, sound, writing and analytics.
- Domestic and overseas release — Matches builds, language, time zone, payment and local rules.
- Copyright and content compliance — Checks asset licences, music, likeness, ratings and filings.
- Brand and derivative commerce — Evaluates subscriptions, ads, collaborations, merchandise and events.
01 · Industry Scale and a Development Base Are Different Facts
One describes a city industry; the other locates a particular support base.
Beijing government information records animation and game output first passing RMB 100 billion, while another account introduces the Beijing Premium Game Development Base. The former is a citywide result at a point in time; the latter is a support and hosting arrangement. The development base cannot inherit city output.
An office or participation in base activities does not place all production, contracts, servers and revenue at that site. A game can span outsourced art, cloud services, localisation and several release regions. A tenant list therefore answers only who is present and where.
A project review separately confirms contracting entity, working team, version repository, intellectual property and release territory. Premises, testing or policy services from the base carry their own usage period. Only people and resources visible in delivery records enter the capability file.
- Output, tenancy and project delivery require separate evidence.
02 · Between Premium Development and RMB 120 Billion
Industry growth cannot replace the development record of one title.
The Premium Game Development Base material shows an industry support vehicle, and later city information records annual animation and game output above RMB 120 billion. Together they show a growing Beijing development environment. They disclose no development cycle, cost or retention for a particular title.
Game production repeatedly merges gameplay prototypes, art pipelines, clients, servers and content configuration. A feature may improve onboarding while raising memory use on low-end devices. A plan-completion percentage alone misses defects reappearing across branches.
The acceptance key is a playable build number rather than a reporting date. Each stage records frame rate, crashes, latency, critical defects and known risks. A version advances only after the named platform and device matrix reaches its threshold.
- Milestones are released by playable build, defect and performance data.
03 · The Cultural Economy Is Not Digital-Entertainment Revenue
The 2025 measures first return to their statistical population.
Beijing statistics place 2025 revenue of above-scale culture-related firms at RMB 2,673.86 billion, up 13.8 percent. That population contains several types of cultural activity. The animation and game output above RMB 120 billion comes from a different date and measure, so subtraction is invalid.
The same release reports RMB 1,883.49 billion for new-format cultural firms, equal to 71.8 percent of the above-scale culture total. New format is a statistical category, not games, long video or one platform alone. The share is neither an online-user ratio nor market share for three named companies.
Use of the figures retains the definitions above-scale, culture-related and new format and states the year 2025. Games or online video require revenue, output and entity counts for their own classification. Company conclusions return to periodic or statutory disclosure.
- Do not read a new-format share as penetration of one business.
04 · A Perfect World Title Cannot Borrow City Growth
A company profile confirms activity; project data proves delivery.
Beijing cultural statistics give 2025 results for citywide above-scale firms, while Perfect World official information identifies the company and its digital-entertainment activities. The sources establish environment and identity respectively. The city growth rate of 13.8 percent is not growth for Perfect World or a title.
A game moving from development build to public launch must align client, server, asset package and configuration. A live event can alter both the in-game economy and server peaks. Install or download counts alone do not show whether stability, retention and payment improved together.
A specific Perfect World engagement first fixes contracting entity, title, platform, region and build scope. Acceptance includes build hash, feature list, performance data, unresolved defects and rollback package. Operating results are reviewed over the agreed window rather than replaced by a city total.
- Launch date, build and operating measures belong to a specific title.
05 · Perfect World and Changyou Do Not Share Development Records
Two game operators still separate contracts, code and rights.
Official pages for Perfect World and Changyou separately provide their own corporate and business information. Each is an entry point into Beijing game development and operation. A shared city, sector and similar job roles do not prove common projects, engines or customers.
Game projects often use outside art, voice, translation, testing and cloud vendors, yet a common supplier does not create a transaction between two developers. Asset files retain commissioner, creator, territory and licence term. Code repositories and signing keys stay isolated by project.
The candidate file separately checks legal entity, proposed title, team, rights holder and signatory for each company. If one claims a licence from the other, title, territory, platform and term must match in documents from both sides. No company link is drawn without two-way evidence.
- Parallel profiles establish no outsourcing, investment or publishing link.
06 · Games and Long-Video Platforms Fail Differently
Digital delivery does not erase the boundary between Changyou and iQIYI.
The Changyou homepage identifies a game operator, while iQIYI company information describes an online-video and entertainment platform. Both use accounts, recommendation, payment and online services, but their products and primary failures differ. The profiles establish no technical or content partnership.
A game may fail through client crashes, state desynchronisation or event rewards; a video platform more often faces transcoding, audiovisual sync, bitrate switching and licence expiry. Both handle peak concurrency and account security. One generic online-product checklist misses the central risks of each.
Game cases replay named devices, network conditions and account states; video cases cover resolution, subtitles, ads, subscriber rights and licensed territory. Both retain version, test evidence and rollback conditions. Results belong only to the legal entity delivering the service.
- Game sync, video playback and entitlement billing need distinct tests.
07 · Rights Work Continues after Content Reaches a Platform
The iQIYI platform identity does not mean ownership of every hosted asset.
The iQIYI company profile identifies its platform and entertainment activities, while the historical Beijing animation and game figure reflects a city content base. Neither a platform nor an industry-scale number proves complete rights for a video, game or derivative asset. Specific rights still require item-level contracts and licence documents.
A programme may combine script, performer likeness, music, fonts, stock footage and brand placement, each with different territory, medium and term. Replacing background music changes the rights list for that cut. Keeping only the final video without asset provenance makes expiry removal unreliable.
Each release records the licensor, right type, territory, platform, dates and version hash for every asset in a rights ledger. Scheduling and expiry alerts use the same identifier. If territory narrows or a contract ends, removal targets the affected cut and user region.
- Music, fonts, likeness and territorial licences are filed by version.
08 · Complete Delivery with One Reversible Release
Keep one version trail from requirement and rights to live incidents.
The historical RMB 100 billion milestone shows a large Beijing content industry, and the Premium Game Development Base material shows specialised hosting and support. These are environmental evidence when selecting a Beijing team. The success of a release still depends on its own build and live data.
A release bundle freezes code, assets, configuration, schema migrations and the rights list and prepares a path back to the last stable build. If a client updates before its server, login or data compatibility may fail. The timetable is therefore part of the technical product.
The first launch opens to internal accounts or a low-traffic region and watches crashes, latency, conversion, complaints and misdelivery. Expansion occurs in stages after agreed thresholds pass, while a named duty owner can pause or roll back. The closeout uses evidence from that build rather than Beijing industry totals.
- Expand release only after low-traffic validation passes.
