CITY GATEWAY
Haikou
Haikou is Hainan’s manufacturing and registration base for medicines and devices, but “Lecheng use, Haikou production” requires separate checks of clinical setting, evidence, registration, transfer and scale-up.
Haikou: arcades, island migration and living street culture
Haikou’s public culture joins arcade streets, port migration, Qiong opera and traditions from across Hainan. Qilou streets remain shared by residents, businesses and visitors, not merely a Nanyang-style backdrop.
- Recognise the setting in which culture actually occurs — Along public arcades, observe shade, rain protection, mixed shop-house use and lane scale; distinguish restored facades, historic fabric and modern retail decoration.
- Participate only where the setting clearly allows it — Prioritise public performances, museums and formal heritage events; shows, markets and festivals occur on specific dates.
- Separate residents’ lives, ritual and performance — Keep homes and shop access clear and ask before photographing residents, vendors, opera preparation or worship.

Haikou business fieldwork: start with a specific project
Haikou medicine and device projects cannot be judged by special policy or island clinical settings alone. Haikou High-Tech Zone and the device park host formulations, biotechnology, device registration and production; universities and testing platforms offer screening, proof of concept and testing; Boao Lecheng supports selected clinical use and real-world studies when conditions are met. Projects must establish eligibility and connect evidence, registration and manufacture; policy explanation is not automatic access.
- WHY THIS CITY · How Haikou's business base was formed — Haikou carries Hainan’s manufacturing, registration-service and headquarters roles, linked to island-wide clinical, research, testing and input nodes. The High-Tech Zone leans toward formulations, biotechnology and scale-up; the device park toward device registration, production and contracting; universities and testing platforms support concept and quality validation. Lecheng is outside Haikou and needs separate travel and project arrangements.
- LINKED CLUSTER · Haikou biopharma and medical devices — Drug formulations, modern TCM, biotechnology, medical devices, testing and real-world evidence translation converge around Haikou’s manufacturing base. Manufacturing in Haikou High-Tech Zone connects with clinical use and real-world studies in Boao Lecheng, university research, island-wide testing and Free Trade Port policies.
- WHO SHOULD VISIT · Three project types merit fieldwork — Suitable for medicines and civilian devices with a defined product, evidence and classification question seeking proof of concept, pilot, registration testing, contract production or island clinical-research interfaces. Projects seeking fast sales through a policy window without a qualified product and evidence are unsuitable.
- HOW TO ENTER · Sourcing, location and joint validation require different routes — Begin with product eligibility, not a zone, policy or hospital list. Route one establishes concept and evidence, route two manufacture and quality, and only route three assesses Lecheng or other clinical settings. They may connect, but contracts, ethics, data and regulatory responsibility remain separate.
- PEOPLE AND OPERATIONS · Measure talent by role, location and retention — Drug projects verify pharmaceutical, biological, analytical, nonclinical or clinical, statistical, regulatory, quality, process and production roles. Devices verify systems, hardware, software, risk, test, clinical and production engineering. Studies add investigators, ethics, data management and safety monitoring. Distinguish zone-platform staff, company employees, hospital researchers and advisers.
- LOGISTICS AND MARKET · Validate service radius with real orders and delivery routes — Island logistics adds flights, sailings, weather and transfers. Medicines, reagents, devices, clinical samples and commercial goods each need temperature, packaging, timing, handover, deviation and return checks; Haikou’s airport and port do not remove validation. Device service needs parts delivery and field repair, while study samples follow approved protocols and safety requirements.
- RISK BOUNDARY · Do not enter payment or asset-heavy decisions under these conditions — The largest risk is treating limited policy, clinical-use settings or platform conditions as open to every product. Do not pay large service or construction costs without formal eligibility, a clear study or regulatory route and a matching manufacturer.
- GO OR STOP · Write down whether the project should continue before leaving — Do not end fieldwork with “keep in touch.” Classify the project as proceed, decide after missing evidence, or stop, and record an owner and the next written milestone. Without sample results, a defined quotation, a compliance path or real customer validation, do not enter long leases, equipment purchases or large prepayments.
- LINKED CLUSTER · Haikou Longhua digital creative design — Haikou Longhua links visual design, animation and video, interactive content, event communications and digital brand services. Its 2022 national cluster recognition covered 2023 to 2025, and the cluster is not listed in the 2025 renewal roster. Provincial demand, Hainan tourism, exhibitions, software and media talent, and free-trade-port services drew creative teams together, while project collaboration linked planning, design, production and distribution.
Two-day business fieldwork sequence
This is not a sightseeing checklist. Day one confirms capability and project interfaces; day two confirms customers, validation, property, cost and responsibility. Unbooked plants, laboratories, warehouses and production sites are not casual attractions.
- BEFORE ARRIVAL · Fix a specific project and responsible counterparts — Prepare classification, intended use, current status, study index, production need, target market and required decisions. For clinical, patient, sample or health data, carry only approved, de-identified necessary indexes. Confirm separate hosts for the High-Tech Zone, device park, testing platform and island clinical setting; Lecheng cannot be added casually to a Haikou half-day.
- DAY 1 · First confirm product and manufacturing in Haikou — Day one establishes whether classification, evidence, pilot, production and quality can connect.
- DAY 2 · Then assess island clinical use and repeat delivery — Day two does not assume eligibility; it establishes clinical or study conditions, logistics and post-market responsibility.
- TAKEAWAYS · Every meeting should produce dated written evidence — Bring back the target legal entity and address, product or service specification, sample or pilot conditions, standard and permit revisions, quotation validity, delivery owner, payment terms, IP boundaries and stop conditions. A verbal promise alone is not project progress.
- VISIT BOUNDARY · Public industry information does not mean site access — Arrange visits through official company, zone or authority channels. Without written permission, do not enter non-public areas, photograph lines, laboratories, storage, access controls or internal documents, or send identity and authorisation files through insecure channels.
What to calculate when assessing a city
Ask every candidate city to answer for the same product, capacity or team size and the same delivery date. City output, company counts and headline-company lists build a shortlist; they do not replace project quotations.
- FULL COST · Do not ask only about rent or incentives — Full cost includes proof of concept, testing, standards, samples, pilots, regulatory and research work, ethics and data management, transfer, manufacture, stability or performance, quality system, island temperature-controlled logistics, insurance, spares, repair and post-market duties. Separate third parties, island delays, failed repeats and data and sample ownership on termination; zone rent or unit contract price is insufficient.
- PERMITS · Separate company setup from sector permits — For the specific product and date, verify drug or device classification, studies, ethics, eligibility for special or real-world settings, registration, production, distribution and post-market requirements. Review data, samples, personal information, cross-border and island transport separately. Hainan policy and zone measures identify formal entry points; they are not promises of approval, discounts or sales.
- COUNTERPARTY · Identify demand, technical approval, procurement and payment owners — The demand owner, technical approver, contracting buyer and payer may differ. Obtain written confirmation of decision order, trial volume, acceptance, payment terms, service and dispute handling.
- SOURCE DATE · Confirm the year, entity and geography behind public figures — Record city, district, zone, cluster and company figures separately. Refresh capacity, available property, staffing, pricing, permits and access before signing. Do not add incompatible statistical scopes.
- EXIT · Calculate stop and exit cost before contracting — Verify deposits, leases, retrofit residual value, dedicated equipment and inventory, staffing, data or tooling ownership, warranty claims, early termination and relocation cost. Do not make an asset-heavy commitment without written exit terms.
Understand the industrial geography before choosing a site
Haikou High-Tech Zone, device park and university or testing nodes can form a city itinerary. Boao Lecheng and other island nodes require separate travel, booking and purpose. “Haikou production, Lecheng use” is a functional relationship, not an open default route. The map shows roles; all visits use confirmed address, time and access.
- INDUSTRIAL AREA · Haikou High-Tech Zone medicine and biotech node — Useful for formulations, biotechnology, modern TCM, pilots, quality and scale-up. Confirm company, dosage form, licensed scope and available equipment.
- INDUSTRIAL AREA · Haikou medical-device park and services — Useful for openly civilian device design transfer, testing, registration, contract manufacture and quality meetings. Zone capability does not replace company-specific qualifications.
- INDUSTRIAL AREA · University, testing and island clinical-use interfaces — Haikou research and testing can connect with island settings such as Boao Lecheng, but clinical use, studies, samples and data require separate formal applications.
- READ THE SCALE · A city, a zone and a company are not one address — Map R&D, production, market, validation and logistics nodes before calculating travel by actual address. A functional diagram explains roles; it is not navigation, distance measurement or evidence of site access.
